臣闻古之圣王，务于富国强兵，是以国家富强，百姓安居。
今陛下临御天下，亦宜深思远虑，以经国济民为本，务求民生之康泰，国家之富强。
夫经国者，莫先于立政。
立政之道，在乎法治。
法治者，法为民所立，民为法所制。
法者，国之权衡，民之准绳也。

此外，陛下宜广开言路，纳谏如流。
治国之道，在于听民之声，察民之情。
陛下宜虚怀若谷，求言于野，使天下之士皆得尽其忠言，国家得以昌盛。
夫国家之富强，非一日之功。
陛下宜勤于政事，励精图治，使国势日盛，民生日安。
译文：臣听说古代的圣明君主，致力于使国家富强和军队强大，因此国家得以富强，百姓得以安居乐业。
如今陛下治理天下，也应深思熟虑，以治理国家和救助百姓为根本，力求民生安康，国家富强。
治理国家，首要的是确立政治制度。
确立政治制度的方法，在于法治。
法治，即法律由民众所设立，民众受法律所约束。
法律，是国家权衡的标准，民众行为的准绳。
所以说：“法律，是治理的开端。
