1.2.1 How Can a Country Benefit from Globalization—note-taking
Good morning, everyone. Today we are going to listen to an interview entitled “How
can a country benefit from globalization”, in which an expert from International
Monetary Fund (IMF) will talk about different aspects of globalization—its
definitions and benefits. He will also answer the question on how a country can
benefit from the globalization trend with policy implications. Please listen to the audio
material for the first time and try to build up the organizational structure with key
questions.
From the table 1.2-1, you can see the whole interview can be divided into 6 parts with
six questions on the left-side column correspondingly. The questions are: 1. How do people view globalization?
2. What is the definition of globalization?
3. Why are people so worried about globalization?
4. Why can’t poor countries benefit from globalization?
5. In what way haven’t poor countries benefit from globalization?
6. What can the government do in developing countries?
Now I will ask you to listen to the interview again, this time you are going to fill in
the blanks with the “beginning sentence to answer each question” in the middle
column. Meanwhile you are going to write down the structural and functional words
that can help you organize your thoughts and ideas.
From the table 1.2-2, we can see the whole organizational structure is well-illustrated
in the table with left-column questions acting as the theme/main idea, with middle-column beginning sentences acting as the hints of the answer, and finally the right-column structural or functional words acting as the linking words, discourse markers
and logical connectors (the relationship of addition, turn-taking, causal relation,
concession and timeline etc.). Are you able to write out these words in the table? If
you do, congratulations! You have a formed clear mind-map and organizational
structure towards the interview.
Now we are going to do a third time listening of the interview: listen for specific
purpose and listen for detailed information through note-taking exercise. Please do
your best to take down notes in the blanks provided, paying particular attention to the
main ideas of who, what, why, when, where, and how. This time your focus should be
given on explanatory and elaboration remarks, facts and numbers, evidences and
examples. Now let’s do the note-taking exercise for each of the six questions in the
table one by one. Are you ready? Now let’s take down notes under the guidance of the
structural and linking words underlined.
1. How do people view globalization?
Please take down your notes:
Some view it as a process: a key to future world economic development. It
is inevitable and irreversible. Others regard it with hostility, even fear,
believing that it increases inequality within and between nations, threatens
employment and living standards and prevents social progress.
2. What is the definition of globalization?
Please take down your notes: It refers to the increasing integration of economies around the world,
particularly through trade and financial flows. The term sometimes also
refers to the movement of people and knowledge across international
borders. There are also broader cultural, political and environmental
dimensions of globalization.
3. Why are people so worried about globalization?
Please take down your notes:
On the one hand global markets offer greater opportunity for people to tap into
more and larger markets around the world, so they can have access to more
capital flows, technology, cheaper imports, and larger export markets. But on
the other hand, markets do not necessarily ensure that the benefits of
increased efficiency are shared by all countries. You must be prepared to
embrace the policies needed, and in the case of the poorest countries may
need the support of the international community as they do so.
4. Why can’t poor countries benefit from globalization?
Please take down your notes:
The 20th century saw unparalleled economic growth, with global per capita
GDP increasing almost five-fold. But this growth was not steady—the
strongest expansion came during the second half of the century, a period
