世界经济一体化发展趋势一、经济一体化的总体情况(一)经济一体化的发展形式经济一体化是一个从低级到高级、从松散到紧密、局部到整体的发展过程，经历了以下的发展形式：(1)特惠关税区(PreferentialTarifAreas)，如“美加汽车产品协定”和“非洲木材组织“;(2)自由贸易区(FreeTradeAreas)，1994年由加拿大、墨西哥和美国结成的北美自由贸易区(NAFTA)便是典型的例子;(3)关税同盟(CustomsUnions)，如1948年建立的比荷卢关税同盟(BENELUX);(4)共同市场(CommonMarkets)，如南方共同市场(SouthAmericanCommonMarket)，简称“南共市”(MERCOSUR);(5)经济同盟(EconomicUnion)，如欧盟(EU)。

经济一体化的理想形式将是完全经济一体化(FullEconomicInte-gration)，但目前尚没有出现完全经济一体化组织。

(二)经济一体化组织形式发展概览世界经济一体化的进程在加快，并对全球经济产生了重大影响。

西非法郎将退出历史舞台作者：孙红来源：《世界知识》 2020年第4期文／孙红2019年12月21日，法国总统马克龙在访问科特迪瓦期间，与西非经济与货币联盟主席、科特迪瓦总统瓦塔拉共同宣布重大货币改革方案，包括废除西非法郎、2020年使用新货币“埃科”等。

此次改革标志着西非国家争取国家货币金融独立、融入地区一体化的努力取得重大进展，马克龙领导下的法国对非经济政策也发生重大转变。

非洲法郎的“前世今生”在非洲经济版图中，非洲法郎是一个极特殊的存在，是目前非洲地区使用国家最多的单一货币。

非洲法郎区覆盖了撒哈拉以南非洲的15个国家，其中贝宁、布基纳法索、科特迪瓦、马里、尼日尔、塞内加尔、多哥、几内亚比绍使用西非法郎，喀麦隆、中非共和国、刚果、加蓬、赤道几内亚、乍得使用中非法郎，科摩罗使用科摩罗法郎。

非洲法郎的形成要追溯至1945年法国为管制殖民地资本与贸易而创立的“法属非洲殖民地法郎”。

为管理非洲法郎的发行与流通，法国还组建了西非国家中央银行、赤道非洲和喀麦隆中央银行。

20世纪60年代以来，原法属殖民地纷纷独立，地区经济融合逐步加强，非洲法郎也经历数次调整。

一是使用非洲法郎的国家发生变化。

摩洛哥、几内亚、阿尔及利亚、马达加斯加、毛里塔尼亚独立后先后退出非洲法郎区，而多哥、马里、科摩罗以及并不是原法属殖民地的赤道几内亚加入使用非洲法郎。

二是以非洲法郎为基础的货币和经济联盟先后成立。

西非使用非洲法郎的国家先后于1962年和1994年成立西非国家货币联盟和西非经济与货币联盟，货币名称定为非洲金融共同体法郎，简称西非法郎；中部非洲法郎区国家则先后于1972年、1994年两次改革，最终成立中部非洲经济货币共同体，货币名称改为中非金融合作法郎，简称中非法郎。

两个地区经济组织成员国均与法国重新签署货币合作协议。

三是非洲法郎币值也进行多次调整。

1945年创立之初，1非洲法郎可兑换1.7法国法郎。

到1960年，法国发行新法郎，则1法郎可兑换50非洲法郎。

非洲货币联盟的发展当前，随着全球化进程的加速以及各国之间的经济联系日益紧密，货币联盟也逐渐成为解决国际间经济矛盾的一种重要机制。

在非洲地区，货币联盟的发展也呈现出一定的趋势，非洲货币联盟就是其中的代表。

本文将针对非洲货币联盟的发展进行分析和讨论。

一、非洲货币联盟的前世今生非洲货币联盟的起源可以追溯到1964年，当时在法国国际银行、苏黎世银行和一个由法、卢、摩、马四国中央银行组成的货币联盟的帮助下，成立了西非和中非法郎币区。

该币区成员国包括贝宁、布基纳法索、科特迪瓦、几内亚比绍、马里、尼日尔、塞内加尔和多哥等八个国家。

其后，1975年加入了几内亚、象牙海岸和马达加斯加等国，组成了一个协作区。

2000年，全称为“西非经济货币联盟（UEMOA）”的组织成立，成员国家分别是贝宁、布基纳法索、科特迪瓦、几内亚比绍、马里、尼日尔、塞内加尔和多哥等八个国家，货币为西非法郎。

除了西非和中非货币联盟外，东非和南部非洲也有自己的货币联盟，分别为东非货币联盟（EACMU）和南部非洲货币联盟（SACMU）。

其中，东非货币联盟成立于1969年，成员国包括坦桑尼亚、肯尼亚和乌干达等三个国家，货币为东非先令。

南部非洲货币联盟成立于1980年，成员国包括博茨瓦纳、莱索托、纳米比亚和南非等四个国家，货币为南非兰特。

二、非洲货币联盟的发展进展虽然非洲货币联盟的发展早已开始，但是其进展尚未被广泛关注，甚至存在一些问题。

首先，非洲货币联盟成员国数量较少，且分布区域不广，难以在非洲范围内形成统一的货币体系；其次，货币联盟成员国之间的差异和分歧较大，例如经济、政治、文化和历史等方面的差异，这些差异也是构成非洲货币联盟的根本问题；此外，贸易障碍、经济结构抵触等问题也会对货币联盟产生负面影响。

然而，尽管存在一些问题和困难，非洲货币联盟的发展依然在向前推进。

随着欧盟、美国和其他西方国家对非洲作出的投资增加，非洲国家之间的互通性和互依性也在增强。
