时间银行服务对象为重点空巢独居老年人、存有时间的60周岁以上老年人。
重点空巢独居老年人，是指80周岁以上空巢独居老年人，或60—79周岁低保家庭中失能半失能的空巢独居老年人。

一、总体要求按照“统筹规划、统一平台、资源整合、公益运营”的建设原则，坚持虚实融合的“互联网+”发展模式，以信息便民、利民、惠民为出发点，以升级换发第三代社会保障卡为基础，以落实“最多跑一次”改革要求为抓手，整合资源、加速共享，建设集成政府公共服务、公用事业服务、便民增值服务、金融惠民服务等应用于一体，具备线上线下身份识别、电子凭证、信息查询、金融应用和信用服务等功能的市民卡运营保障体系。
全面实现“一卡多能、应用集成、便民高效”的建设目标,力争将湖州市民卡打造成全省最先进的智慧城市示范工程之一。
二、建设原则（一）统筹规划、分步实施根据国家人社部、浙江省第三代社会保障卡的技术规范和建设要求，合理加载湖州市公共事业服务应用，大力推进湖州市第三代社会保障卡升级换发。
