自改革开放以来, 我国城市进入了迅速发展的时期, 在经济建设和现代化建设的进程中, 城市的地位和作用发生着历史性的转变。

城市管理是以城市的长期稳定协调发展和良性运行为目标，以各种资源为对象，对城市运行系统作出的综合性协调、规划、控制和建设活动。

在影响城市管理的诸多因素中最重要的是政府对城市管理的行政执法。

为社会和公众提供良好和谐的城市环境己经成为当代法治政府的一项重要职责。

行政执法是把法律从应然转变为实然的一个过程。

在城市管理法治建设过程中，加强城市管理的行政执法是优化城市管理的重要途径。

本文从以下几个方面对城市管理行政执法进行了分析和论述: 首先，从行政执法和城管行政执法的概念入手，使我们对城管执法有了更清晰的认识。

而后分析了城管执法的发展历程、城管执法的发展初期和成熟期，并相继论述了城市管理。

其次，从内地城管行政执法的现状（即介绍了北京、上海、大连这些城市的城管行政执法）分析得出存在的弊端，如城管行政执法部门职能与其它部门职能混淆、城市管理行政执法模式存在问题、领导体制冲突现象严重、城市管理行政执法长效管理措施未到位、城市各部门之间协调配合不力。

之后，对香港城市管理行政执法的进行了概述并分析了其特点，进而比较内地和香港城市管理行政执法，得出他们之间存在的差异，为内地学习香港提供了宝贵的借鉴经验，即各管理机构分工明确；相关法律法规体系完善；执法力度强；责任明确；管理高效的城市管理；宣传部门的巨大作用。

最后，本文在充分分析香港地区城市管理行政执法方面的先进做法和优秀的立法经验，并在剖析内地现状的基础上，提出了改革、完善现有的城市管理行政执法的意见和建议，即引进现代化城市管理的体制模式与手段，加强行政执法部门与外部平行部门联系，加强城管执法人员为民服务的意识，加强对城管执法行为和执法人员的监督。

Since the reform and opening up, Chinese cities have entered a period of rapid development, in the process of economic development and modernization process, the city's status and role have historically taken place. Urban management is the activities of comprehensive co-ordination, planning, control and building for city’s operating system, for the target of long-term stability, healthy development and healthy operation, for the aim of a variety of resources. The most important thing of influencing city management in the many factors is the Government of city administrative law enforcement. Providing a good and harmonious urban environment for the community and the public has become an important duty for the contemporary and law-ruled government. The administrative enforcement is a process of transforming due into reality. During course of establishing city management rule by law, strengthening city management administrative law enforcement is one of important ways to Optimize urban management. This article is from the following aspects of urban administrative law enforcement to carry out the analysis and discussion:First of all, from the concept of administrative law enforcement and urban administrative law enforcement, that can make us have a clearer understanding of Urban Management Enforcement, and then we analyzed the development course of urban administrative law enforcement, the early stage of development of urban administrative law enforcement and its mature, and urban management have been discussedSecondly, from the status of urban administrative law enforcement in the Mainland (that is we introduced the urban administrative law enforcement of Beijing, Shanghai, Dalian ) we analyze the defects of the existence , such as urban management functions of administrative law enforcement departments can not be separated from the functions with other departments, the administrative law enforcement model of city management have problems , the conflict oft he leadership is serious, a long-term management measures of urban administrative law enforcement is not exit , the coordination of the city departments are poor.
