Abstract: In 2013, China issued the national standard GB/T 29490 —2013《The enterprise intellectual property management standard》, and for now there are already tens of thousands of companies that are trying to improve their intellectual property management through the implementation of the standards. In order to further consider the performance of intellectual property management in those enterprises which have implemented the standards, the maturity of enterprise intellectual property management system needs to be evaluated. This paper quoted the Maturity model approach of project management, and constructed the enterprise intellectual property management system with five levels of maturity, and the criteria of evaluation. Using the evaluation model method, the performance degree of enterprise intellectual property management can be investigated and evaluated. The higher the evaluation maturity value, the better the management performance of the enterprise intellectual property system. Accumulating the data of annual maturity evaluation value of enterprises，through the comparison of each year, the trend and process effect of continuous improvement of the system can be showed. By comparing the maturity of enterprises in the same industry，it can highlight the problems of the enterprise itself and find the direction and path to improve the performance of intellectual property management.
为了进一步考察和衡量知识产权管理体系在 企业内部管理绩效的水平，测度其满足预期标准 的符合度，引入项目管理领域成熟度评价方法和 具体模型，结合企业知识产权管理的具体属性和 要求，可以构建企业知识产权管理体系成熟度模 型和评价方法。依据国家标准GB/T 29490—2013 《企业知识产权管理规范》和企业自身建立的知 识产权管理体系，结合评价模型方法，可以对企 业知识产权管理绩效程度进行考察和评价。

内容提要：我国在2013年发布实施了国家标准GB/T 29490—2013《企业知识产权管理规范》，据 统计，全国目前已有上万家企业为了提高知识产权管理水平，而参照该标准建立企业内部管理体系。 为了进一步考量贯标后企业的知识产权管理绩效，需要评价企业贯标后的体系成熟度。通过采用项目 管理领域评价成熟度的模型方法，构建了企业知识产权管理体系成熟度五个等级和评价标准。结合评 价模型方法，可以对企业知识产权管理绩效程度量化考评。评价值越高，代表知识产权管理体系在企 业内部运行的绩效效果越好。积累企业连续各年度成熟度评价值，通过纵向比较，可以看出体系持续 改进的趋势和过程效果。通过对同行业企业成熟度横向比较，可以实现很好的对标，找到改进知识产 权管理绩效的方向和路径。
