基础目标针对英语高考成绩合格的学生，是本科毕业时应达到的基本要求；提高目标和发展目标针对大学入学时英语已达到较好水平的学生，也是对学生英语应用能力要求较高的专业所选择的要求。
三个级别教学要求的总体能力描述如下：展目标为教学目标，而英语基础较差的普通本科、艺术班、专升本等专业原则上以基础目标为起点进行教学。
