HASBRO INC.CORPORATE QUALITY ASSURANCESAFETY AND RELIABILITY SPECIFICATIONSRS - 060TITLE: GLOBAL ARTS AND CRAFTS SPECIFICATIONBY: L. DOANE/C. FISCHER APPROVAL:DATE: JANUARY 9, 2003 REVISION: E 1.0 PURPOSEThe purpose of this specification is to establish a procedure for ensuring that all art materialsused on Hasbro, Inc. products are non-toxic and do not possess the potential for producing achronic adverse health effect (chronic hazard of cancer, neurotoxicity or developmental orreproductive toxicity). In addition, conformance with the requirements of this specificationwill ensure compliance to both U.S. (LHAMA) and European requirements for Arts andCrafts Materials.2.0 SCOPEThis specification applies to all "Art Materials" contained in Hasbro, Inc. products. "ArtMaterial" is defined as "any substance marketed or represented by the manufacturer orrepackager as suitable for use in any phase of the creation of any work of visual or graphic artof any medium and contributes to or becomes part of the finished work of Art (i.e. paints,inks, crayons, Play-Doh, paper, etc.)". [Paper is not included unless there is somethingunusual about it (e.g. it is phosphorescent, contains soluble dyes, etc.)]3.0 SCHEDULEAll art materials must be identified prior to or at the Product Definition Phase Review stage ofa product's development cycle and must be in compliance with the requirements of thisspecification prior to a product's FEP ( Final Engineering Pilot).4.0 PROCEDURE4.1 Art materials with an existing certification based on ASTM D4236 may already meetthis requirement provided that it has not expired and that the reviewing toxicologisthas addressed the mode of consumer usage intended by Hasbro, Inc. Thisdetermination will be made by the Corporate Chemistry Laboratory in consultationwith Hasbro Europe Quality Assurance.4.2 Art materials without prior certification.4.2.1 Submit samples to the Corporate Chemistry Lab for preliminary testing andevaluation which may include heavy metals (SRS-014, 044), microbiologicalPAGE 1 OF 4assay (SRS-021), plasticizer content (SRS-046), and/or other physical,chemical, or microbiological testing pertinent to 4.2.3 below. Consultationwith Hasbro Europe Q.A. may require additional testing requirements andpossible formulation changes.4.2.2 The Chemistry Lab will send one of the complete product meeting all therequirements of 4.2.1 above, and supporting documentation includingformulae, Material Safety Data Sheets and Technical Data Sheets for existingingredients, available consumer health experience, and any toxicologicalreports on the product to a board certified toxicologist with expertise inLHAMA for review. If any of this information is proprietary, arrangementsmust be made for direct disclosure to the toxicologist. Simultaneously, HasbroEurope Q.A. will submit the above data to a European Laboratory.4.2.3 The toxicologist will review the product to determine if it is non-toxic perASTM D4236 and will issue a certification for the product and will register theproduct with Poisindex.4.2.3.1 EuropeThe European laboratory reviews the product and pertinentinformation and issues a test report indicating acceptable status.4.3 If any significant changes in formulation or materials are made, or if the certificationis due to expire (i.e. it must be updated every five years) the product must be putthrough all or part of the certification process again.4.4 All art materials must be analyzed for % heavy metals according to the appropriateHasbro Heavy Metal Specifications. (See SRS-012, SRS-044, SRS-047, SRS-052).Please note that the permissible Lead (Pb) content for art materials is significantlylower than for non-art materials. See section 6.4 below.KEEPING5.0 RECORD5.1 Copies of all records of the certification for the art material will be kept on file in theChemistry Lab at Corporate Headquarters. Four and a half years after the most recentdate of certification of the product, the Lab will initiate the re-certification processbeginning with 4.2.1 above.5.2 Licensed certifications (See 4.1 above) must be renewed annually or at the frequencystipulated by the licensor. The Corporate Chemistry Laboratory will track and updatethese certifications as required.6.0 SPECIFICATIONS6.1 All art materials must be certified as non-toxic per ASTM D4236.6.2 All art materials must have a European Laboratory report indicating acceptable status.6.3 Artwork for the product will include the statement "Conforms to ASTM D4236".6.4 The certification must be less than five years old and licensed certifications must nothave lapsed (see 5.2 above).6.5 All art materials must comply with the appropriate Hasbro heavy metals specification.Limits for Lead (Pb), however, are more stringent and are as follows:Pb LIMITS - ART MATERIALSREQUIREDLIMITLIMIT MAXIMUMA) PencilsTotal 100 ppm 100 ppmSoluble 15 ppm 15 ppmNote: Required limit and maximum limit are the same for pencils.B) Crayons and other materials with reasonable oral ingestion potential*Total 20 ppm 30 ppmSoluble 10 ppm 15 ppmC) All Other Art Materials (e.g. glue, adhesives, pens)Total 25 ppm 50 ppmSoluble 15 ppm 25 ppmThe same system, in regard to required limits and maximum limits that is used in allHasbro, Inc. heavy metal specifications, is applicable. See SRS-044 for definitions of solubility.*includes, but is not limited to crayons, chalk, watercolors, paints, gels, putties andPlay-doh.6.6 The formula, raw materials for, and vendor for the art material may not be changedunless it can be demonstrated that the existing product's certification is not invalidated as a result of the change.6.7 The art material must be registered with Poisindex.
