World Bank，June 2009． ［ 10］ 马永堂． 澳大利亚： 政府购买就业服务成果机制［ J］ ．中 2002 （ 5 ） ． 国劳动， Ma Yongtang． Australia： Government purchases employ2002 （ 5 ） ． ment service． China Labor， Contrasting and Explaining the Models of Government Purchasing Public Service： A Study of Institutional Transformation Yang Bao ［ Abstract］ Government purchasing public services is an important institutional transformation in the field of Chinese administrative reform，and its target mode is from the practice of developed countries． This paper argues that three indicators，which contain the degree of institutionalization，the degree of competingcompetition，and the relation between the parties，can describe the mode of government purchasing． The degree of institutionalization is more important than the other two indicators，and it can affect the value of other two indicators too． The research finds out that domestic benchmark government purchases of government purchases domestic benchmark only exists one goal in learning mode，but the results of learning can get a diversified state． Based on the theory of path dependence and the theory of interest group，the author asserts thatbuilds up the framework of institutional transformation in initial condition and interest is suited to analysis theconflict institutional transformation，and puts forward the theoretical explanations and some policy advices based onwith the typical cases of government purchasement to make theoretical explanations and make some advice on policies． ［ Key words］ model of government purchasement，institutional transformation，institutionalized degree， interest conflict ［ Author］ Yang Bao is Doctoral Candidate at School of Public Administration and Policy，China Renmin University． Beijing 100872 ［ 11］ David M． Van Slyke. ［本刊讯］ 自 2005 年 以 来，由 中国人民大学、 澳门大学、 台湾世新 大学、南昌大学、 香港城市大学、 台 湾义守大学先后承办了两岸四地公共 管理学术研讨会，由两岸四地巡回举 办的公共管理学术研讨会已成为增进 公共管理学界彼此了解和交流的年度 盛会。2011 年恰逢中国人民大学公共 管理学院成立十周年，由我院再次承 办公共管理学术研讨会，本着以文会 友、促进学 者 间 学 术 交 流 合 作 的 精 神，欢迎两岸四地的学者参加此届研 讨会。
