跨流域调水工程协调机制研究
摘
要
跨流域调水工程是一个复杂的系统工程，其建设与管理涉及多方面的许多复杂问题。 在分析跨流域调水工程的特征和国内外相关理论研究与实践经验的基础上， 对我国跨流域 调水工程协调机制中涉及的某几个问题进行深入讨论和研究。 把跨流域调水工程协调机制的研究界定为两大方面，一方面是调水工程的水属性研 究；另一方面是调水工程的实体属性研究。通过建立跨流域调水工程的协调组织体系，把 这两方面的属性有机地联系在一起， 并分别进行讨论研究。 首先对调水工程水量协调的研 究。从理论角度讲述了调水过程中调水区与受水区之间所涉及的冲突问题和应采取的措 施， 规范调水区的调水和受水区的用水。 并从定量角度对调水工程中各受水区之间的水量 分配、受水区对调水与当地水之间的利用进行了协调分析，提出水资源的协调配置模型， 促进跨流域调水工程的有效运作； 接着对调水工程内部管理协调的研究。 根据现代企业制 度的相关理论，结合不同性质工程的管理特点，在明确工程投资分摊比例基础上，确定跨 流域调水工程管理中的委托—代理关系， 建立激励与约束相容博弈模型， 规范其内部管理， 发挥跨流域调水工程的综合效益。

Abstract
The interbasin diversion project is a complicated system engineering, and its construction and management involve a lot of complicated problems in many aspects. On the basis of analyzing the characteristic of interbasin diversion project, and relevant theoretical researches and practical experience at home and abroad, carrying on a deep discussion and study on a few some problems involving in the coordination mechanism of interbasin diversion project. The researches of coordination mechanism of interbasin diversion project come down to two major aspects. On one hand, it is water attribute of diversion project; on the other hand, is entity attribute. Through setting up the coordinating organization system, linking two of these attributes together organically, and taking discussion and researches separately. First, studying on the coordination of water yield in interbasin diversion project. Telling of, from theory angle, conflict issues and measures that should be taken involved during transfering water between the districts, to norm water transfering and water using. From quantitative angle, having analysises on the coordination of the water yield allocation among districts, and the use with the local water and transferred water. Then, proposing water resource dispose model, to promote effective operation of interbasin diversion project.Second, studying on the coordination of management within diversion project. According to the relevant theories of the modern enterprise system, combining the management characteristic of different property projects, and in defining the investment to share proportion , to confirm the relationship of principal-agent in managing. Setting up, encourage and restrain inclusive game model, to norm its management inside, and give play to and adjust the comprehensive benefit of interbasin diversin project.
