所以，的结构一般为即：提出问题——分析问题——解决问题。

决水资源短缺问题，即解决问题，因此在写作时要注意重点，做到详略得当。

因此本文的结构和思路还是很清晰的：首先，说明水资源短缺，简要说明其原因；其次，重点阐述为此采取的措施；最后：进行全文的总结，号召或呼吁大家保护水资源的重要性。

（人口激增和环境的破坏），直接引出全球水资源短缺问题的严重性，言简意赅。

紧接着，正是由于短缺问题的严重性，所以提出采取措施势在必行。

两句之间运用副词本文第二段：即为此采取的措施。

在写措施的时候，要注意本文是图表题，一定要结合图表进行写作，图表中给出的两种方式要进行描述（即reserve water和turn sea water into fresh water），另外自己还需要提出其他措施，如：防止水污染，回收利用等。
