中国的人才外流On Brain Drain in China
出国热On the heat wave of going abroad
Nowadays, there is a widespread concern over brain drain in China. While shortages of good people trouble many universities and state-owned companies, thousands upon thousands young talents either emigrate to developed countries or work for foreign companies in invading Chinese market. Moreover, millions of the better educated who are determined to follow their foot prints, take TOEFL and GRE as their visa to the land of opportunity.
However, people see the brain drain in different lights. ①Some emphasize the heavy losses China suffers. They argue that brain drain considerably weakens our international competitiveness because in the Information Age, science and technology constitute the primary productive force.并且,科技乃至综合国力的竞争归根到底是人才的竞争。

②In contrast, others highlight the advantages of international exchange and cooperation. They claim that Chinese youths should go abroad to study advanced science and technology, to gain experience in management, and to bring home anything good for China. In this sense, sending people abroad to study can be regarded as a long-term investment.
The benefits outweighed the losses in the past, and it will be so in future. Since China is not capable of training millions of specialists of all kinds, why not send people abroad to study as an alternative? Most of them will come home; those who do not return may be invaluable reserves.
Brain drain is a challenge. China must do everything to compete with other nations in attracting good people. ①On the other hand, decent living and working conditions should be offered to our specialists. ②On the other hand, widespread corruption must be eliminated completely to win back grass roots support and confidence in our cause. As a great nation, China is still most attractive for Chinese people all over the world. All in all, China will march forward and everyone should be optimistic about its prospects.

现今,人们对中国的人才外流有着广泛的关注。

当优秀人才的短缺困扰着许多大学和国有企业时,数以万计的青年人才或者移居到了发达国家,或者为入侵中国市场的外企而效力。

另外,还有数以万计的受过良好教育的人致力于步他们的后尘。

通过参加TOEFL和GRE来作为通往那片机会之地的通行证。

然而,人们对于人才外流有着不同的见解。

①一些人强调中国遭受的巨大损失。

他们争论说人才外流很大程度上削弱了我们国家的国际竞争力因为在信息时代,科技已经成为了第一生产力。

并且,科技乃至综合国力的竞争归根到底是人才的竞争。

②对比之下,另外一些人突出强调了国际竞争与合作的优势。

他们声称中国的年轻人应该到国外去学习一些先进的科学技术,去获得先进的管理经验,或把任何有用的东西带回家。

从这个意义上说,把人们送往国外去学习可以被看作一种长期的投资。

在过去优点大于缺失,在将来也将如此。

因为中国不能够训练出各种类型的专门人才,那么为什么不把人才送到国外去学习作为替代呢?他们中的大多数都会回来,那些不回来的可能会是无价的保留。

人才外流是一个挑战。

中国必须做任何事情去与其他国家竞争来吸引人才。

一方面,应该给专业人才们提供一个体面的生活和工作条件。

另一方面,大面积的腐败应该彻底的消除以赢回群众的支持和我们干事业的信心。

作为一个伟大的国家,中国依然对遍布世界的所以中国人有着极强的吸引力。

总之,中国将会继续向前行进,每个人都应该对它的前景保持乐观。
