Good afternoon, Ladies and gentlemen! I am very glad to participate in this great event. On behalf of the UK government, I should express my thanks to the organizers of this meeting.
The emission of carbon dioxide is one of the most serious threats facing our world. And it is not just a threat to the environment. It is also a threat to our national security, to global security, and to economic prosperity. We simply cannot put this off any Longer, what we should do now is putting real focus on this issue. As the behalf of British, I am strongly supported that we should reduce the emission of carbon dioxide.
In the period of the industrial revolution, the improvement of the steam engine and a wide range of applications of the steam engine cause increasing carbon dioxide’s emission which results in the serious pollution of the environment. Especially soot pollution. In order to improve the environment, we also pay a great price to the reduction of carbon emissions. In recent years, the increase of the emission of carbon dioxide has raised the temperature year by year, the coastal region high sea-level. The climate becomes more and more abnormal and ocean storms increasing frequently. It is not only a serious threat to the safety of people in our country but also is a great threat to the development of the economy in coastal regions.
At the meeting, we have two goals to achieve. The first one is that we will reach a global agreement on greenhouse gas emission. The second one is that we promote the developed countries and developing countries to negotiate the climate issues fairly.
On the one hand, our environmental policy is that constraining the development of traditional industries, encouraging the development of new industries, intensifying efforts to develop service industry. In terms of travel, we will promote the green bus, developing wind power, solar energy, tidal power, in order to reduce the use of gasoline. By 2030, we are committed to reduce carbon dioxide emissions 2% than in 2010.
On the other hand, developing countries should not continue the high energy consumption model to develop their economy. High energy consumption model brings too much environmental cost. Developing countries can consider a new mode of developing low carbon economy. Developed countries should give economic and technical support. By 2030, developed countries should jointly invested $100 billion a year, helping developing countries to tackle climate change.
Since 1975, global warming is increasing. The average temperature of the earth's surface has risen by 0.9 degrees Fahrenheit. Since 1978, the Arctic sea ice extent has been shrinking at around 2.7% a year for every ten years. And the sea level is 3.1mm per year, the rate of rise. We predicted that by 2100, the sea level up to 1.4 meters, the annual average temperature increased by 6 degrees Celsius. Therefore, in the past 20 years, the government in London has 88 heightening the Thames River levees, to protect people's lives and property safety. Now an average of 4 times a year the dam heightening. At this rate estimates, before 2030, the dam heightening frequency will reach 30 times a year. Global warming will also make the economically developed, densely populated coastal areas are swallowed by the sea, will make those low-lying island disappeared from the ground, but also will have a serious impact on the global ecological environment system.
Miliband in 2010 to 2015 served as leader of Britain's Labor Party. He said: "air pollution is in the face of our common challenges, and by dealing with the problem of air pollution, we can to jointly cope with the challenges of global climate change, the two goals can be hand in hand and into."。
