船舶关键操作方案的制订程序Procedure for Establishing Critical Operation Plans on Shipboard1.目的Objective本程序旨在对涉及船舶安全与防止污染的关键性操作进行标识、制订方案,并明确分工分配给适任人员去做。

This procedure in order to normalize developing and indicating of plans for shipboard operation related to safety of ship and pollution prevention, and appoint qualified person for performing explicitly2.适用范围Application适用于关键性的船上操作程序和须知的制定与修改。

This procedure applies to drawing and developing plans or notification for shipboard key operations.3.定义Definition关键性操作是指其错误可能或将要导致险情或事故的操作。

(包括临界操作和特殊操作)临界操作和特殊操作的定义及其分类,已在安全管理主旨手册第7章叙述。

Key operation mean the wrong operation maybe or would cause a dangerous or accident. (Include Critical Operation and Special Operation). The definition of Critical and Special Operations has been specified in 7th chapter of Safety Management Purpose Manual4.职责Responsibility4.1.安监部负责组织日常安全(含海务、通导)与应急等方面的船舶操作方案的制定、修改。

Safety Supervision Department to be responsible for organizing to draw up and develop plans for shipboard operation refers to daily safety (The sea affairs department and Communication Navigation department) and emergency response.4.2.机务部负责组织机电设备、防止油污、技术资料管理等方面的船上操作方案的制定、修改。

Mechanical Department to be responsible for drawing up and developing plans about electromechanical equipment, pollution prevention, management of technical Material and some other plans onboard.4.3.大副、大管轮负责本船关键设备操作规程的编写,并执行和评价公司职能部门制定的关键性操作方案。

Chief officer and chief engineer to be responsible for key operation specifications onboard, perform and evaluate key operation plan drawn up by function department.5.船上操作方案制定的依据Basis of drawn up operation onboard5.1.强制性规定、规则、规范要求;Requirement of mandatory provision, regulation and standard.5.2.上级主管机关和公司的要求;Requirement of the competent authorities at the higher levels and company.5.3.内外审、有效性评价、管理复查的要求;Required by Internal/outer Audit/Evaluation for SMS Efficiency/SMS Management Review procedure.5.4.不符合规定情况/险情/事故的报告分析,总结的经验、教训所提出的要求;Requirement of experience from Reporting Procedure for Non-Conformities, Accidents and Hazardous Occurrences.5.5.船舶安全检查的要求。

The ship safety inspection requirement6.船上关键性操作方案的标明Identification plans for key shipboard operation6.1.公司目前已标明的船上关键性操作包括但不限于如下:At present, the key operations identified by company include but not limited to follows:6.1.1.航行安全,包括改正海图和有关出版物;The navigation safety included the alternation of chart and relevant marine publications;6.1.2.影响设备(如舵机)及其有关的备用机器可靠性的操作;The operations that might affect the reliability of the equipments (e.g. rudder) or the relevant spare machine;6.1.3.维护操作(包括上高及舷外作业,进入密闭舱室);Shi p’s Maintenance (e.g. working at height, outboard work, entering hermetic cabin)6.1.4.添加燃油操作,包括防止水域污染;Bunkering,include pollution provision;6.1.5.在限制水域或交通密集区域航行;To navigate in restricted water or dense traffic area;6.1.6.在接近陆地水域或交通密集水域会造成突然失去操纵能力的操作;Not under control maybe occur when enter to the area approached to land or the dense traffic;6.1.7.视线不良条件下航行;To navigate in the poor visibility;6.1.8.天气恶劣条件下航行;To navigate with bad weather;6.1.9.油品装卸;Transferring oil on shipboard;6.1.10.关键性设备操作。

The operations of key equipments6.2.对上述已标明的关键性操作,公司根据主管机关、行业组织的标准、建议和海运界的实践经验分类制定了相应方案(包括需要的检查清单),详见船上关键性操作须知。

Refer to above key operations, the company draw up relevant plans (include inspection list) comply with mandatory rules and regulations; and the applicable codes, guidelines and standards recommended by the Organization, Administrations, classification societies and maritime industry organizations. Details refer to Key Operation Plan Onboard.6.3.根据日常运行中、主管机关要求及船舶关键性设备的新增项目等,依据本程序对新标明的关键性操作由相关职能部门/船舶提出标明意见,相关职能部门按规定制定或修改相应的方案(包括需要的检查清单)。

In case of changing and newly increased key equipment and requirement of Administrations functional departments and vessels should identify the newly key operation according to this procedure; functional department should develop relevant plans according to SMS. (Examination list should be included as necessary)7.实施步骤Implementing Procedure7.1.船上操作方案的制定The developing plans for shipboard operations7.1.1.安监部/机务部负责船上操作方案(包括需要的检查清单)的制定,编写人应持有相应大副、大管轮及以上适任证书或相应资历。

Safety Supervision Department and Technical Department to be responsible for developing of the shipboard operation (include examination list), the editor should be qualified chief officer, first engineer or other higher classed person.7.1.2.船上操作方案(包括需要的检查清单)的编写和文件控制要按《文件和资料管理和控制程序》相关规定执行,同时填报表格《制订新的操作方案报告表》,并按程序审批签署。

Compiling and control of plans for shipboard operation (include examination list) should be performed according to < SMS Document Management and Control Procedure > and relevant provisions, < Report of edited new operation measures> should be filled inand approved/signed amenable to process.7.2.方案的修改Amending of Plan由于各种变化而需对原关键性操作方案进行修改,职能部门应按《文件和资料管理和控制程序》实施,同时填报表格《修改现行操作方案报告表》,并按程序审批签署。
