中电信〔2011〕75号关于印发中国电信移动终端使用VI规范管理办法的通知股份公司移动终端管理中心:为加强移动终端生产厂商使用中国电信品牌标识的管理,保障厂商使用中国电信品牌标识符合中国电信品牌标识视觉识别系统,根据中国电信的VI相关规范及终端管理的相关规定,特制定《中国电信移动终端使用VI规范管理办法》,现将该办法印发给你们,请遵照执行。
二○一一年七月二十九日- 1 -中国电信移动终端使用VI规范管理办法第一章 总 则第一条 为加强移动终端生产厂商(以下称“厂商”)使用中国电信品牌标识的管理,保障厂商使用中国电信品牌标识符合中国电信品牌标识视觉识别系统(以下称“VI规范”),根据中国电信的VI相关规范及终端管理的相关规定,特制定本办法。
第二条 本办法所称中国电信品牌标识包括中国电信的企业品牌标识、天翼等业务品牌标识。
第三条 厂商进入中国电信移动终端定制产品库(以下称“定制库”)的终端产品,在生产、销售、市场推广过程中对中国电信品牌标识的各项应用由中国电信移动终端管理中心(以下简称“终端管理中心)暨天翼电信终端有限公司(以下简称终端公司)负责审核,具体包括产品机身、外包装、广告(如平面、视频、网络等各类广告形式)及终端物料等宣传品。
中国电信广州研究院负责在手机终端入网测试中对涉及开机界面的标识进行审核,对终端厂商涉及VI规范使用的其他方面不再进行审核。
第四条 终端管理中心(终端公司)对厂商使用中国电信品牌标识负有日常的审核监督职能,厂商未经中国电信集团公司授权,不得使用中国电信品牌标识。
- 2 -第二章 审核流程第五条 终端管理中心(终端公司)负责向厂商发放VI 规范,并要求厂商严格按照VI规范进行终端产品的机身、外包装、广告和宣传品设计。
第六条 新款终端产品申请进入定制库时,由终端厂商按要求在终端厂商管理平台()上提交该终端产品的机身、外包装设计,终端管理中心(终端公司)负责审核,并对不符合规范的设计提出修改意见,指导修改。
1什么是UICC卡UICC-- Universal Integrated Circuit Card通用集成电路卡是定义了物理特性的智能卡的总称。
作为3G用户终端的一个重要的、可移动的组成部分,UICC主要用于存储用户信息、鉴权密钥、短消、付费方式等信息,还可以包括多种逻辑应用,例如用户标识模块(SIM)、通用用户标识模块(USIM)、IP多媒体业务标识模块(ISIM),以及其他如电子签名认证、电子钱包等非电信应用模块。
UICC 中的逻辑模块可以单独存在,也可以多个同时存在。
不同的3G用户终端可以根据无线接入网络的类型,来选择使用相应的逻辑模块。
在3G用户终端的入网测试中,要求满足UICC的一致性测试要求。
UICC的一致性测试包括物理特性、电气特性和传输协议测试等几个方面,其中传输协议测试涉及到对UICC 的文件访问和安全操作。
ISO/IEC国际化标准组织制定了一系列的智能卡安全特性协议,以确保3G用户终端对UICC文件的安全访问。
2USIM卡与SIM卡的比较USIM卡和SIM卡相比有如下特点:◆相对于SIM卡的单向鉴权(网络鉴权用户),USIM卡鉴权机制采用双向鉴权(除了网络鉴权用户外,用户也鉴权网络),有很高的安全性。
◆于SIM卡电话薄相比,USIM卡电话薄中每个联系人可以对应多个号码或者昵称。
◆相对SIM卡机卡接口速率,USIM卡机卡接口速率大大提高(230kbps)。
◆相对SIM卡对逻辑应用的支持,USIM可以同时支持4个并发逻辑应用。
SIM卡的上下电过程上电过程:RST低电平状态->Vcc加电->I/O口处于接收状态->Vpp加电->提供稳定的时钟信号。
关闭过程:RST低电平状态->CLK低电平状态->Vpp去电->I/O口低电平状态->Vcc去电GSM网络注册过程中用到的对SIM卡的操作:1. 手机开机后,从SIM卡中读取IMSI(15Digits)和TMSI(4byte);2. 手机把IMSI或TMSI发送给网络;3. 网络检验IMSI或TMSI有效,生成一个128bit的RAND发送给手机。

China Unicom always reserves the right to amend and explain the clauses of the document. The manufacturers should get the approval from China Unicom before any necessary amendment of the R-UIM cards.Should R-UIM cards related items, which are not defined in this document, refer to TIA/EIA-95-B/ANSI-41 and 3GPP2 C.P0023-A ect.2 SCOPEThis Technical Specification gives a detailed description of the Elementary Files (EF) defined in Removable User Identity Module (R-UIM) of 800Mhz CDMA Digital cellular telecommunication system of China Unicom (contents size and access policy). That will be used in CHINA UNICOM R-UIM Cards. It also gives a complete definition of the security, attached to the cards. This security deals with secret codes, security policy and algorithm. All these points are developed in the following paragraphs.3 Electrical personalization of the R-UIM3.1Input and Output File3.1.1 Input files formatCHINA UNICOM provide input file to R-UIM providers. The input file contains some records; each record includes five necessary keywords: Province, City, Quantity, IMSI_M, and ICCID.3.1.2 Output file formatThe name of any output file must be: AA(AA)BBBBBBBB(F). AA(AA) is the letters associated to the initial of customer name and BBBBBBBB is a serials number. If the R-UIM cards are UTK, the (F) is “K”.For example:The initial of customer name (province + city name): ZHEJIANG HANGZHOUThe serials number: 13300120Then the name of output file is ZHZ13300120There will be four output files generated.************.out:This file will be generated according to the input files. Each card will generate a line of data specified in this file, with a space as separator between any two data fields.It will contain IMSI_M,UIMID,ICCID,PIN1,PIN2,PUK1,PUK2,ADM,A_KEY.The A_Key is a secret, 64-bit pattern stored in the mobile station and HLR/AC. It is used to generate/update the mobile station’s Shared Secret Data. 省分公司志号编码规则可参照集团志号编码规则自行制定。
