另外一本值得推荐的图书就是戴维﹒哈维(DavidHarvey)的《新帝国主义》。
哈维是纽约市立大学研究中心杰出的马克思主义地理学家及人类学家。
作为英美马克思主义研究的集大成者,哈维不仅坚持从马克思主义的基本原理出发研究新问题,而且在实践中提出许多创新性的见解。
《新帝国主义》就是哈维在牛津大学克拉伦登演讲的基础上于2003年出版的,该书将“新帝国主义”定义为“国家和帝国的政治”和“资本积累在时空中的分子化进程”。
一、领土逻辑和资本逻辑领土逻辑也就是上文提到的“国家和帝国政治”,指行为主体在一定领土上能够动员其人力和自然资源以实现政治、经济和军事目标。
资本逻辑即“资本积累在时空中的分子化进程”,指帝国主义是一个在时间空间中扩散的政治经济过程,对资本的控制和利用是第一位的。
新帝国主义论冷战结束以后,尤其是“9·11”事件发生后,在西方、主要是在美国出现了一股“新帝国”主义的思潮。
一“新帝国论”的出现及基本内容“9·11”事件发生以后,国际社会在许多领域面临一些与以前有很大不同的问题,尤其在安全领域,传统的大国之间的冲突结构有所弱化,而非传统安全问题对世界的稳定形成了强烈冲击。
对此,在西方就如何面对新的国际局势、解决主要是按照西方观点存在的新的安全威胁问题出现了许多新的观点和论述,“新帝国论”即是其中的一种。
一般认为英国首相的外交政策顾问罗伯特·库珀于2002年4月7日发表在英国《观察家报》上的《我们为什么仍然需要帝国主义》一文是较早明确提出使用“新帝国主义”政策的代表性论述。
库珀将世界分成三类国家群体:第一类是由索马里和阿富汗等前殖民地国家组成的“前现代国家”;第二类是前殖民地宗主国组成的“后帝国和后现代国家”;第三类是由中国、印度和巴基斯坦等国组成的“传统的现代国家”。
库珀认为,由前殖民地构成的“前现代国家”群体是当今世界动乱和威胁的主要来源。
主张由西方发达国家组成的后现代国家集团应该习惯双重标准,即在自身内部通过法律和合作来保证安全,而对于欧洲以外的前殖民地国家,则应采取类似19世纪帝国主义的政策,通过使用新殖民化的手段,由“后帝国”对外输出稳定和自由。
库珀还为“新帝国主义”设计了许多种形式,如将北约的东扩称为“自愿帝国主义”,把国际货币基金组织和世界银行称为“自愿的全球经济帝国主义”,把北约对巴尔干事务的军事干涉称为“毗邻帝国主义”等。
如果说库珀的视角尚带有全球性的话,一年多来在美国时行的“新帝国论”则完全是从美国的角度及其利益出发的。
自“9·11”发生以来,美国国内发表的有关“新帝国”的各种观点和论述不胜其多,但其论述主要集中在如下几方面:第一,“新帝国论”者无不认为当今的美国是自从罗马帝国消亡以来最为强盛的国家,是可以堪当“新帝国”角色的惟一超级大国。
