尾矿库即是矿山生产的一项环保措施,同时也是重大的环境风险源,其环境风险在众多灾害中名列前茅。

加强尾矿库环境风险管理,严防尾矿库环境污染事故,已经是一项关乎到国民生计的迫切要求。

但是,目前对环境风险评价研究的热点主要集中在化工项目的环境风险评价针对尾矿库仍没有一套系统化、定量化的环境风险评价体系。

本文通过对尾矿库、尾矿库环境风险以及环境风险评价进行论述、分析、研究,最终提出了针对尾矿库的环境风险评价体系,本文的主要研究成果如下:
Tailings pond is an environment-friendly measure in the production of mine, but also a major source of environmental risks, of which environmental risks rank first in all disasters. It has become an urgent demand relevant to people’s well-being to enhance the management of environmental risks and take strict precautions against environmental pollution in tailings pond. However, the focus on the assessment research of environmental risks is mainly concentrated on tailings pond which still has no systematic and quantitative assessment system of environmental risks in chemical project at present. This thesis is to have a discussion, analysis and research on tailings pond,its environmental risks and assessment to environmental risks.
The main research achievements are as follows.
通过咨询相关专家和参阅大量文献资料,对尾矿库的构造、类型、安全度、事故特征等进行基本论述,并对我国尾矿库的基本情况进行
了数据统计,最后总结分析了我国尾矿库目前存在的比较突出的问题。

Through consulting relevant specialists and reading a large number of literature materials, some prominent problems existing now in China’s tailings pond have been concluded by conducting the basic statement to the structure, type, security, and accidents’ characteristics of tailings pond and the data statistics to its basic condition in China,
通过横向从自然因素、设计因素、施工因素、管理因素、社会因素5大方面对尾矿库进行全方位分析,纵向从勘察阶段、设计阶段、施工阶段、生产管理4个阶段全过程分析,总结出了影响尾矿库环境风险的主要因素。

通过文献资料查阅对尾矿库环境风险的主要辨识方法和表现形式进行了综述。

Through summarizing the major distinguish methods and performance of its environmental risks by looking up literature materials, the dominant factors of environmental risks have been drawn from two analysis methods to tailings pond. The first one is to comprehensively analyze in five aspects for natural factors, design factors, constructing factors, management factors and social factors. The other one is to have a analysis on the whole process in four periods for reconnaissance, design, construction and manufacturing management.
通过对尾矿库、尾矿库环境风险、建设项目环境风险评价进行综述、分析,本文从尾矿库环境风险识别、源项分析、后果技术、风险
计算、风险管理等几个方面提出尾矿库环境风险评价体系的构建。

This paper is to the construction of assessment system of environmental risks in tailings pond from the risks identification, source analysis, consequences technology, risks calculation and risks management, by means of summing up and analyzing tailings pond,its environmental risks and assessment to environmental risks under construction.
