表 示 计 划 、 意 愿 与 预 期 （ expressing futurity, especially plan, intention or expectation），一般用于合同等实务性法律文书中。
1) Shall 与特征标记词“应该（当）”的翻译 在表述“施为性”和“必要性”的法律概念时，汉语用典型特征的词 “应当”、“应该”或“应”来表示shall包含的“权力义务和责任” 的法律含义。
承租人可以要求减少租金或者不支付租金。（《中华人民共和 国合同法》第228 条） The lessee may request a reduction of rent or not to pay the rent.

Shall在法律英语中的词义不同于普通英语中的词义。《兰登书 屋法律词典》对shall 的法律释义包括以下三项：
