Notice of this meeting and the availability of the agenda was simultaneously given to all members of the Board of Education and available to anyone at the Board of Education offices. He acknowledged that the meeting had been publicly announced and the agenda was available to any interested parties. Board member roll call was taken and attendance is noted above.Mr. Woodke welcomed the audience and encouraged everyone to sign the attendance sheet since this information is part of the official minutes of the Board meeting. He also announced that handouts of supportive documents dealing with issues being discussed during the meeting were available.Superintendent Bird invited Douglas County Attorney Don Kleine, Omaha Police Department Sergeant John Sokolik, and WHS Principal Pat Hutchings to address the Board on how recent student threats were handled at Westside High School several weeks ago.Pat Hutchings thanked the Omaha Police Department and detectives who worked with Westside staff every step of the way. Their response was quick and effective and the high school staff was most appreciative of their support. Two “copy cat” students have been apprehended and both have received severe consequences. A third student received consequences as well.Don Kleine commended the high school staff and administration for their support and professionalism. Because this is an on-going investigation, he was unable to comment on various activities at this time. Two students will appear in juvenile court. The school, County Attorney’s office, and the Omaha Police Department take the actions very seriously and don’t consider any of it as a joke. Hopefully, evidence will be found against the people responsible and they will be held responsible for their actions.Sergeant John Sokolik praised Ms. Hutchings, WHS staff and the administration for working closely with law enforcement agencies. They have thoroughly discussed the incidents and are well prepared should any further incidents occur. Arrests have been made regarding the copy cat crimes. He commended the WHS staff for creating a comfortable environment during extenuating circumstances, and thanked them for doing a great job with all the students.Dr. Bird commented that from the beginning, all threats were taken seriously, even those that rippled from the high school to the middle school. A SWAT team was called in, along with the canine unit and added security. Additional costs included cameras and staff/administration overtime. Some may have considered this a prank but it carried a very significant cost to taxpayers (estimated at approximately $25,000). Sergeant Sokolik added that at this time he could not quote a cost to the Omaha Police Department but that a great deal of time was spent over five days for investigating, along with staff time and resources.County Attorney Kleine also noted the cost of taking officers out of service when other things could have happened. Bird stated that the entire city was put at risk for what is believed to be a prank. When asked about the car windows being shot out in the parking lot, Sokolik commented he could not share or relate anything about it at this time.Bird added that students were seriously scared and afraid to go to school due to death threats. He received calls from parents whose students did attend school and they reported their students felt very safe and were glad they attended classes. This was indicative of all of the very good efforts made by countless school staff and law enforcement officials.Board members expressed thanks to all who worked through this incident. Those students who attended school had confidence being in school with all the added security. They applauded the message to the community and the students that the city, the Douglas County Attorney’s office, and the school administration will respond to the safety and protection of the children. They also commended the teaching staff for their willingness to be at work full force and be available for the kids 100 percent.Superintendent Bird stated that the students may have been the strongest assets through the entire ordeal. Help was needed from them to intervene and talk to their teachers and with their friends and report suspicious behaviors. Ms. Hutchings concurred, adding that the best information was from the students. They did not like the way their school was being portrayed. They cooperated fully and proved to be one of the greatest assets.Kleine reported that a small number of students caused all the problems. Most all of the students were helpful and cooperative. He again recognized support from the entire school district. Election of Board OfficersA motion was made by Mr. Baker, seconded by Mr. Hazelrigg, to approve the following slate of Board of Education officers for the 2008-2009 school year:President - Ed May Treasurer - Kathy BradleyVice President - Rosie Zweiback Director - Tom BakerSecretary - Scott Hazelrigg Director - David WoodkeBudget ProjectionsDr. Sue Evanich reported that the foundation is being laid for the 2008-2009 budget year. Specific updates will be presented in the next two months including actual expenditures and revenues. Final adoption of the 2008-2009 budget will be held in September, along with an additional Public Hearing on the proposed property tax request. Final adoption of the 2008-09 property tax request will take place in October.As the 2008-09 budget is prepared, it is assumed that the proposed costs for 2008-09 include: • Respond to the community and district priorities:teacher salaries, class size, technology, strategic plan, and performing arts.• Meet the requirements of all Board of Education policies and practices.• Honor all negotiated agreements with the District’s four employee groups.• Meet all federal and state mandates including IDEA and NCLB.• Provide funding for all Board approved lease plans, contractsand inter-local agreements.• Meet instructional needs with minimal increases.• Include the shift from benefits to salary of approximately $580,000.Cost containment is being addressed with on-going efforts: buying commodities through purchasing cooperatives and competitive bidding; monitoring insurance expenditures; negotiating fair and responsible agreements with employee groups, including multiple-year contacts; planning regular facilities/equipment maintenance; and shifting dollars to reflect trends in actual dollars spent/needed.It was noted that future transportation costs and revenues will be included in the budget for the Focus School.Facilities UpdateDr. Evanich updated the Board on the Focus School, the Career Center, and the 90th Street House. The Focus School will be housed at the former Underwood Hills site. Seventy-eight percent (78%) of the school is being leased for the Focus School. The remainder of the facility will be used for seminars for staff development and excellence in youth. Fencing is in place around the HDAC to provide the best enclosure for efficiency of the unit. Additional renovation includes carpet replacement, painting, and refurbishing the kitchen in order to provide food service to other schools. The playground will remain in place for use by neighborhood families. The 3501 South 90th Street house will be the site for the EY office, early childhood office, and staff for speech pathology, assistive tech, visually impaired, and Braille services. Renovation includes new windows, drywall, ceilings, paint and floor coverings. All rooms have been converted to offices, and the back deck enhances the facility as part of the WHS campus. New central air has improved the working environment. Six people will office at this facility. Remodeling and improvement costs total approximately $100,000.The Westside Career Center will be housed at the Community Conference Center. The main CCC entrance will be changed for the Career Center, and a second entrance will be in place for the CCC. The changes will result in a smaller conference center. Diane Zipay, Director of the CCC, Nutrition Services and Access 66 Catering, and her staff will continue to office at this site. The Lutheran School will use two areas, including the gymnasium. There are two more years on their lease. Once this lease expires, the entire facility will become the Career Center and Conference Center. Renovation to this building includes painting and ceiling work, new carpet, wiring and electricity, and storage.Evanich praised the work of the District engineer and building service staff. The timing for this building is critical, and it has been carefully orchestrated.Personnel ReportSuperintendent-elect Jacquie Estee and Eric Weber, newly appointed Assistant Superintendent for Human Resources, presented the Personnel Report which included six probationary contracts, three one-year contracts for teachers on leave, one administrator contract, and four resignations.A motion was made by Ms. Bradley, seconded by Ms. Zweiback, to approve the Personnel Report as presented. Motion carried unanimously by roll call vote. (A copy of the report is attached to the official minutes.)Ms. Estee introduced Steve Schrad, the new principal at Westside Middle School. Schrad is coming to Westside from Seward Middle School in Seward, Nebraska. Mr. Weber praised Schrad’s immediate relationship with students which is important with the school’s student centered leaders. Mr. Schrad stated that he is looking forward to the challenges ahead and to working with the staff and students.Ms. Estee reported that Schrad has received great support from the teachers at Westside Middle School. Everyone is enthusiastic about working with an experienced middle school administrator. It is a pleasure to have him join the Westside staff. Eric Weber will act as his mentor.Superintendent’s ContractA motion was made by Mr. May, seconded by Mr. Baker, to approve a two-year contract for Jacquie Estee as Superintendent of Schools, effective June 1, 2008, with a 2008-09 base salary of $170,000; an annuity of $10,000; a discretionary performance of up to $10,000; and administrative fringe benefits. He further moved to designate the Board President to sign such contract on behalf of the Board of Education. Motion carried unanimously by roll call vote. Board members recognized out-going Superintendent Ken Bird and wished him well following his last official Board of Education meeting. Dr. Bird stated that during his career as Superintendent, he had attended 304 regular board meetings (not counting special meetings) and had worked with 15 different Board members. He praised the Board of Education members, noting that the stability of the group is remarkable. The community’s confidence in the Westside Board is outstanding.Bird added that during his tenure, he has traveled to 16 school board conferences, passed three levy overrides and a bond issue. He is most proud of the administrative team and having worked with the best staff in the country. It all starts with the support and stability of the school board. Bird congratulated David Woodke and Tom Baker for successfully running for additional six-year terms. He also thanked the Board for their participation at Commencement, which was held on May 18 at the Civic Auditorium. The class of 2008 was outstanding and represented the District well.Board President Woodke congratulated Dr. Bird on the many parts of his career and work for the Westside Community Schools in the past 32 years. The community has celebrated his achievements, and the Board of Education thanked him and wished him well. It has been a memorable and beneficial partnership for all.AnnouncementsUpcoming dates were announced. The Retirees’ Night of Distinction will be held on May 22 at Happy Hollow Club. The year-end staff recognition is scheduled for May 29 at Westside High School auditorium.At 7:30 p.m., a motion was made by Mr. May, seconded by Mr. Hazelrigg, to adjourn the meeting.
