2010年6月21日至25日，国际海事组织（imo）在菲律宾马尼拉召开了《海员培训、发证和值班标准国际公约》（stcw公约）缔约国外交大会，经过89个国家和地区以及20个政府间和非政府间国际组织的代表集体审议，会议通过了stcw公约2010年修正案，也称“stcw公约马尼拉修正案”。
