At the point of stuffing, procedures must be in place to properly seal and maintain the integrity of shipping containers. C-TPAT Security Criteria
BUSINESS PARTNER SECURITY
Are you or any of your business partners currently certified in a government administered supply chain security program? If Yes, please provide name of the program. Do you have a written procedure explaining the process of selecting business partners? Please also explain that process. Do your business partners demonstrate they meet C-TPAT security requirements? If no, please work with them to verify. See for specific requirements. Do you have a process that ensures materials received from business partners (raw materials…etc) have been received via a secured supply chain? Please explain the process. Do you conduct periodic reviews of business partners in order to detect weaknesses in security? Please explain the process. Do you outsource any of your security, trucking, personnel…etc? If yes, please explain which areas of business are outsourced. Do you conduct background checks on any outsourced companies and their personnel? If no, please work with these business partners to begin doing this.

Does the factory select the trucking company who moves product from the factory to the Port? Provide the name and address of the trucking company. Does the trucking company used by the factory undergo a background check as a business partner? How often are these checks done? Does the factory conduct a 7-point inspection for all containers (Front wall, Left & Right Side, Floor, Ceiling/Roof, Inside/Outside doors, Outside/Undercarriage)? Does the factory use and store a 7-point inspection check sheet along with a procedure on how to do the inspection?

How does the factory ensure containers are stored in a secure location? Does the factory have a reporting procedure when an unauthorized entry into a container or storage area occurs? Explain what happens. Does the factory purchase High Security Seals? If Yes, do they meet the new ISO 17712:2010 standard? Does the factory receive High Security Seals from the carrier? If Yes, please confirm if they meet the new ISO 17712:2010 requirements. Are high security seals controlled by a member of management or an authorized person(s)? Provide the process of controlling seals. Does the factory maintain a log to account for all seal numbers that can be cross-checked to a container and its Purchase orders? Does the factory have a process on how to report any compromised seals or containers to the proper authorities? Does the factory issue seals randomly? Explain the process. Does the factory have a procedure for tracking when a container departs their facility and arrives to the port timely? Explain how the tracking is done. Does the trucking company utilize any checklist for receiving the container and delivery to the port? Does the trucking company have a procedure in place to track the movement of the container to the port? Do any of your products have to go to a third party location for testing or consolidation, prior to movement to the port (rawhides, foodstuffs, LCL…etc)? If Yes, please provide name, address and reason for stop. Are any of these movements done by a sub-contracted company? If Yes, please provide company details, address and reason for use.
