Tommy Kleyn walked past a polluted river on his way to work every day.It used to be a beautiful view,but the trash on the bank made it dirty and smelly.So Tommy decided to pick up the trash along the river a little bit at a time after work.“It took me about 30 minutes to fill one garbage bag with trash,but one garbage bag didn’t seem helpful in a place as polluted as this.I decided to fill one bag of trash each day as I passed by,” Tommy said.Every day,Tommy took pictures of the river and shared them on his Facebook page.To his surprise,in just six days,he had made great progress with his cleanup effort.He felt happy and kept doing it.Gradually,more and more people knew about Tommy’s story.Other people in the community began following his footsteps and cleaning up trash on their way home,too.

“The idea is to encourage people to fill one garbage bag with litter each day.It only takes 30 minutes,but it really makes a difference and you will be amazed at how good you feel afterwards,” he said.

into the blood.However,some types of fruits are high in sugar,so getting most of your energy from vegetables is better.

公民教育与思想政治教育的关系 3.1当前关于公民教育与思想政治教育关系的几种看法 在我国社会快速转型及公民社会逐步发育的背景下,伴随着西方公民教育理论的引入以及人们对当前思想政治教育实效性的关注,思想政治教育与公民教育之间的关系逐渐被提上讨论日程。对于二者关系,理论界存在“替代说”“转型说”“融合说”几种不同的呼声,本论文在分析这几种主张后,比较赞同“融合”这一说法,并进一步讨论分析了公民教育与思想政治教育的联系和区别。 3.1.1公民教育与思想政治教育关系的“替代说” 部分研究者,从我国社会急速转型和时代变化发展出发,针对当前我国思想政治教育存在的不足和弊端,强烈主张用公民教育理论和做法来修正思想政治教育。他们一致认为思想政治课应当以公民教育为发展形态,甚至应该被公民教育取代。(笔者称此类观点为“替代说”)持“替代说”者认为,在现代社会中,社会成员的身份“从‘革命者’到‘公民’目标的转换,意味着传统的政治教育必将被现代公民教育所融合”,“作为社会发展不可或缺的‘政治社会化’途径一一传统的政治教育大当代发展就必然要向着‘公民教育’转化”。们的基本主张是思想政治教育当以公民教育为基本定位,思想政治教育改革要向公民教育延伸转与轨,并主张思想政治教育应该为公民教育服务。他们一方面指出国内思想政治教育在现代民主社会中面临的缺陷以及公民社会对思想政治教育的各种挑战,另一方面指出国外公民教育特别是西方发达国家公民教育在现代政治民主化方面的优越性以及公民教育与思想政治教育在内容与功能上的相似性,从而得出思想政治教育已经远远落后于社会发展需要了,应当以公民教育来修正甚至代替思想政治教育的结论。 “替代说”结合思想政治教育的发展与社会环境的变迁,直视当前思想政治教育实践中存在的种种弊端和问题,为思想政治教育有效性的提升敲响了警钟,并且有利于寻找思想政治教育陷于困境的原因及对策。但是"替代说"取消了思想政治教育的独立性,也挑战了我国思想政治教育的合法性。学界一致认为,公民教育与思想政治教育依凭的社会结构不同,是两种截然不同的社会语境下的产物,二者均与公民的政治生活相关连,是政治社会化的重要途後,具有传递社会主导价值观念的功能。一国政治社会化的途径选择要本国当前的社会结构紧密契合。当前,我国社会正处于传统社会向现代社会的转型时期,典型的现代社会结构初见端悦,但并未完全成型。公民社会虽说正在充分发育,但并不成熟仍处于起步阶段,并且带有政府主导的色彩。而公民教育的出场主要依凭社会的公共领域,要求完全成熟的现代社会结构作为其发展土壤,它的基本目标是培养能够参与社会公共生活的公民,所强调的是公民个人独立自主参与国家政治与公共生活,摆脱政府的控制,这与我国当前尚未完全成型的社会结构存在着无法解决的矛盾。因此,我国当下社会结构现状决定着由国家推行的思想政治教育仍旧发挥着重要社会作用,公民教育无法取代思想政治教育。 3.1.2公民教育与思想政治教育关系的“转型说” 部分学者在看到德育向公民教育成功转型后,产生了思想政治教育要向公民教育转型,以公民教育作为目标定位的的想法。他们认为传统思想政治教育定位在实践发展中巳显现出其局限性,因而主张思想政治教育转变理念,将公民教育作为基本定位,并逐渐向公民教育转轨。他们还提出应该在高校引入公民、公民教育与公民意识的概念,这“既是对高校思想政治教育的完善与创新,也是思想政治教育顺应时代发展的重要历史转型”“公民教育的必要性、重要性和迫切性,正曰益为人们所认识,在我国特别是在高校全面推行社会主义的公民教育,乃是大势所趋”? “但随着社会环境的变化和高等教育的发展,高校的思想政治教育有必要调整其教育目标,按照促进大学生的全面发展的要求,把开展现代公民教育,培养合格的社会主义公民作为高校思想政治教育的重要目标。”持“转型说”者与持“替代说”的理论立足点基本一致,也是基于我国处于社会转型时期,现代社会结构逐步构建,民主政治进一步发展
