二、家乡的生态环境的基本介绍我们大部分人在空余时间以及假期,“农家乐”也许渐渐成为不少城镇居民的首选。
他们除了想休闲娱乐,欣赏新农村美景外,更主要的恐怕是以亲近农村优美的自然环境、呼吸更多的新鲜空气为目的。
而作为含有众多旅游景点的东坡区就可能成为人们的选择。

近年来,我国城市城市环境日益改善,农村环境问题却越来越严重。农村环境污染和生
态破坏正在逐步瓦解中国农业的基础条件,给中国农村带来一定混乱,因此,农村环境问题
比那些以制度和非制度的形式施加给农民的“负担”更加严重。各种污染不仅威胁到了数亿
农村人口的健康,甚至通过水、大气污染和食品污染等渠道最终影响到城市人口。借这次寒
假,笔者在自己家乡--浙江省江山市进行了初步调查。
具调查,我市农村环境污染主要由一下几个方面引起:畜禽污染物排放量大;化肥、农
药使用量大;农村生活污水和垃圾污染严重;乡镇工业污染严重。
一.畜禽污染物排放量大
养殖业在江山市一直以来都是农村传统行业,素来有“中国白鹅之乡”的美誉。近年来,养
猪产业逐渐发展,更将农民们带上致富的道路。淤头镇是我市规模最大的生猪养殖大镇,年
饲养量达到30万头,也是浙江省名列前茅的养猪大镇。但是,随着养殖业的发展,污染问
题越来越突显。由于粪便和污水工程处理率不高,淤头镇很多地区已经出现地下水污染问题,
进而影响人们的饮水问题。
二.化肥、农药使用量大
土地资源的开发已接近极限,化肥、农药的施用成为提高土地产出水平的重要途径,
全省农业生产中使用化肥平均达到了443公斤/公顷,我市高达534.15公斤/公顷,高于375
公斤/公顷的全国平均使用水平,大大超过发达国家设置的225公斤/公顷的安全上限。化肥
使用比例失衡,长期过量使用化肥、忽视有机肥,土壤承载压力过重,造成土壤养分失衡,
地力下降。这两类污染在很多地区还直接破坏农业伴随型生态系统,对鱼类、两栖类、水禽、
兽类的生存造成巨大的威胁。化肥和农药已经使地区的水环境污染从常规的点源污染物转向
面源与点源结合的复合污染。
三.农村生活污水和垃圾污染严重
农村的生活污染物因为基础设施和管制的缺失一般直接排入周边环境中。农村环境保护规划
相对滞后,村镇功能布局不合理,农村生活污水和生活垃圾处理等环境基础设施严重落后于
经济与城镇化发展水平,没有随着经济和生活水平的提高而显著改善,生活污水、垃圾得不
到切实有效处理。农村焚烧农作物秸秆和生活垃圾的现象比较普遍,秸秆焚烧不仅浪费了宝
贵的生物资源,而且严重污染大气环境。农膜的广泛使用以及由此带来的农膜残留也成为威
胁土壤环境的重要因素。农村生活垃圾露天堆放,对农田土壤理化性质造成很大的影响,污
染问题也日益突出。
四.乡镇工业污染严重
我市乡镇企业发展势头迅猛,加速了工业化的进程,促进了农村经济的发展,有效转移了农
村剩余劳动力,为推动农业现代化作出了贡献。乡镇企业量大面广、污染排放量大,致使局
部地区污染严重,对我市农村环境产生了巨大的压力。一些乡镇企业布局不当,规模小、分
布散,设备相对落后,产业技术层次不高,环境保护意识薄弱,产品粗加工企业多,印染、
造纸、化工、建材等污染较重的企业工业废水、粉尘和固体废物的排放量高。
环境污染、生态破坏受害最大的是农民。农村经济发展中,忽视环境效益和环境资源
的可持续利用,片面追求经济效益的情况较为常见。农业生产中对资源的不合理开发,在造
成资源浪费和生态环境破坏的同时,农业的健康持续发展受到了制约。由于农业农村污染源
分散性、影响滞后性,污染机理的复杂性、环境意识的落后性,农业农村环境保护工作任务
十分艰巨。
党的十六届三中全会通过了《关于完善社会主义市场经济体制若干问题的决定》,提出
了全面、协调、可持续的科学发展观。省委十一届五次全会作出了进一步发挥“八个优势”、
推进“八项举措”的决策和部署,把“发挥生态优势,建设生态省、打造绿色浙江”作为其
中的重要内容。加强农业农村生态环境保护,改善农业农村区域生态环境质量,是建设生态
省,打造“绿色浙江”的重要内容,是提前基本实现现代化、全面建设小康社会的重要保证,
也是提高浙江省农产品质量,增强农产品国际竞争力,确保农业增效、农民增收的重要保障。
对此,我市也采取了一系列的措施来应对现在的环境形势。
对于畜禽污染物排放量大的问题,各地严格按照《畜禽养殖污染防治管理办法》和省环
保局、省农业厅联合发布的《关于加强畜禽养殖业污染防治工作的通知》的有关规定。对畜
禽养殖场要控制污染物排放总量,实行排污申报和许可证制度。结合村镇建设规划的实施,
对农村家庭养殖户,进行适度规模集中,并与相应的种植面积相适应,推广以沼气为纽带等
生态处理模式。政府已经鼓励养殖户建造沼气池,并且给于相应的资金资助,让农民乐意做
这两全其美的事。现在淤头镇的养猪专业户的沼气池拥有量已经超过50%。鼓励农业的多
样性,发展养渔业,使农业生态化;
对于化肥、农药使用量大的问题,实施“沃土工程”,调整和优化用肥结构,提升科学
施肥水平。鼓励使用新型高效肥料品种,逐步减少氮、磷、钾等单质肥料的用量,落实排灌
渠系改造等措施,提高农灌水的循环利用率。严格贯彻落实国家和省有关规定,禁止销售和
使用甲胺磷等高毒高残留农药。进一步优化粮经结构,鼓励发展蔬菜、茶叶、花卉等经济作
物和特色农产品。
对于农村生活污水和垃圾污染问题以及乡镇工业污染问题。建设一支战斗力完备的处理垃圾
队伍,合理及时处理城镇的生活垃圾。深入贯彻国家六部委《秸秆禁烧和综合利用管理办法》,
划定禁烧区。加强夏收、秋收期间秸秆禁烧的宣传教育和监督检查工作,做到禁烧区全面停
止秸秆露天焚烧。重视对塑料农膜的污染防治,采取适时揭膜技术,增加塑料地膜的回收率。
加强生产企业和市场管理,严格执行塑料地膜标准,保证塑料地膜厚度。统筹城乡环境规划
与建设,切实加强城镇环境保护规划编制工作。遵循“居民进区,工业进园”的原则,合理
进行环境功能分区,统筹考虑城镇工业发展结构、布局、城镇建设规模、基础设施建设水平
和环境保护措施,加强农村基础设施建设,提高城镇规划和城镇形象设计水平。
然而只凭政府的工作当然是不够的。要广泛宣传环保意识,形成全市全市市民共同参与
农村环保工作的合力。利用各媒体加大环保宣传力度,向农村干部宣传环境保护对生态建设
的重要,促使起充分认识加强农村环保工作的紧迫感;向广大农民宣传公益意识、环保意识,
从而在全社会营造人人关心环境、个个参与环境保护的氛围,把全市环境保护与生态建设工
作提高到一个新水平。广泛开展环境警示教育,通过反面案例,使广大干群受到震动和教育。
加强对农民的科普教育和政策引导,引导广大农民革除陋习,倡导科学、文明的生活方式,
帮助农民走"生产发展、生活富裕、生态良好"的文明发展道路。倡导购买无污染、无公害的
绿色生活消费品,选购减量包装的商品,促使生活垃圾实施减量、无害和资源化。动员家庭
成员净化、绿化、美化居住环境,将美化居住环境与保护环境结合起来,使农民在创造美的
环境中,陶冶情操,净化心灵,以求内在美与外在美有机结合,相互促进,协调发展。
相信经过大家一定时间的努力,美丽的农村景象很快会呈现在江山市民的面前。然后自
豪的说:“江山如此多娇!”
