摘要:党的十六大提出要构建终身教育体系,形成全名学习、终身学习的学
习型社会,促进人的全面发展。这对新时期的中小城市学校提出了更高的要求。在这一时期,中小城市中小学校必须成为建立学习型社会和构建终身教育体系的重要基础。因此,中小学校的分布格局及影响因素成了学校发展的关键。如何全面分析其分布和影响因素,采取有针对性的策略,创建与社会经济不断发展的需求相适应的中小学,走出一条独具中小城市自身特色的可持续发展之路,是摆在我们面前的一个重大课题。 关键词:中小学分布概况,影响因素,未来发展期望 The small and medium-sized school distribution influence factors and the development direction analysis —— to reach the shihe in xinyang city as an example
Abstract: the party's 16 big offered to the construction of life-long education system and forming full name learning, lifelong learning of learning society, promote the all-round development of human beings. The new period of small and medium-sized city schools put forward higher request. In this period, small and medium-sized cities in middle and primary schools must establish a learning society and the construction of life-long education system an important basis. Therefore, small and medium-sized school distribution pattern and influence factors become the key to the development of the school. How to comprehensive analysis the distribution and influence factors, to adopt targeted strategy, create and social economic development needs to adapt elementary and middle schools, out of a small and medium-sized cities with their own characteristic way of the sustainable development, in front of us is a major task.

1、引言 1.1背景 随着经济的发展,社会的进步,人们的生活条件也越来越好,人们在享受物质生活的同时,越来越多的开始追求精神生活,知识便成了人们的首要追求。家长们在经历过生活的艰辛后,越来越重视孩子的上学问题,学校便被推上了至关重要的位置,为了能一飞冲天,重金择校便成为了家长们望子成龙之路,学校便成了关注的焦点,学校的区位分布及影响因素便成了一所学校提高影响力和发展的关键。 1.2目的 为了让每一个孩子都能接受好的教育,解决乡村与城市教育资源合理的分配;为了让每一所学校都朝着更好的方向发展,消除所谓的优劣差别;为了让中小城市教育尽可能的实现公平,公正,让每一所学校都能成为真正的育人之地。 1.3意义 此次调查研究能够较客观的指出学校在区位布局方面存在的问题,引导教育资源合理的分配与布局,更好的推动中小学教育事业的发展,同时也能更好的了解影响学校区位的因素,使其能趋利避害,更好的发展。 2.中小学分布概况 学校布局结构是否科学合理,直接关系到教育资源的利用率和学校的教育教学质量,同时对一个地区的人口素质提高也有着十分重大的影响。从下面的浉河区学校分布图上可以看出,学校大都分布在浉河与京九铁路的中间地带;而且还可以看出,学校布局以市政府为中心向外扩散;学校的具体方位大都在十字路口等交通便利的地方,越是经济发达,交通便利,政治中心学校越密集。 在学校的的分布上,决策者和有关部门都考虑了哪些因素呢?又是什么原因让一所学校布局在那里的呢?我们总是有这样的疑问。在调查研究中我们发现,影响学校分布的主要因素有经济、交通、政治历史、办学机制等等。随着经济的发展,城市化进程的加快,人口的集聚使原有的中小学格局出现了诸多问题,特别是私立学校的兴起,使影响学校布局的因素也发生了很大的改变。家长和学生在选择学校时,开始更多的考虑师资力量、办学环境、硬件设施等方面,学校的改革和发展也迫在眉睫。下面就影响学校分布的具体因素和家长学生对学校未来发展的期望做探讨。
3、影响学校区位分布的因素 3.1经济因素 经济是一个国家强弱的重要指标,“经济基础决定上层建筑”,一个国家只有强大的经济做后盾,才能更好的发展教育事业。因此,教育的发展,经济的投入起着至关重要的作用。地区经济的发展影响着该地区的学校数量与分布,家庭经济状况影响着家庭孩子的学校选择,国家自从免除中小学生学杂费以来,有更多的贫苦农村孩子走进了课堂;但是要想真正的实现教育资源的公平合理配置,促进学校全面、和谐的发展,国家就必须加大对中小城市教育的投资,只有这样才能更好的实现教育的持续发展,才能更好的促进中国教育事业的发展。 3.2交通因素 随着我国社会经济的不断发展,交通事业也得到了蓬勃的发展,特别是公路事业的发展,对中小城市的发展更是至关重要。学校的区位布局也受到交通因素的影响。但是随着城市经济的发展,交通对学校布局的影响越来越小,特别是各式新型交通工具出现以后,人们已经开始渐渐的忽略了交通因素的影响,而更多地开始转向关注其他方面,下图就很好的反映了这一情况。 交通因素影响变化图
3.3政治历史因素 新中国成立以后,中国百废待兴,特别是改革开放以后,越来越认识到科技文化对国家经济发展和实现民族复兴的重要作用,于是开始重视教育事业的发展,开始加大对中小城市教育事业的投资,在中小城市建立了一系列中小学校,为实现普及九年义务教育打下了基础,很多老牌中小学校便是在“科学技术是第一生产力”的浪潮下兴建起来的,因此这些学校也更多地受到学生和家长的欢迎,久而久之就成为了人们心中的理想学校,于是不平等就由此产生了;经调查发现有大部分的学生、家长都愿意花高价走远路去那些老牌学校,以便于能更好的学习成长,而那些身边的新建立的学校在一定程度上面临着生源问题。 3.4其它因素
