United Nations Security CouncilPosition Paper from Republic of Korea North East Asia Model United Nations 2013Country: Republic of KoreaCommittee: Security CouncilTopic: The Situation in MaliDelegate Name: Yin Siqi, Lian XinleiDelegate School: Harbin Institute of TechnologyBy virtue of the existing circumstances that the situation in Mali has aroused great concern from a enormous number of nations worldwide, the Republic of Korea draw our attention to this severe international issue as well. The movement of the rebel groups has addressed tremendous detriment to Mali’s economy, agriculture, industry as well as the physical and mental health of the habitants there. Considering the current situation in Mali that with the establishment of MINUSMA and the assistance of developed countries, the new president has come into power and the key northern towns have been recaptured, the situation in Mali seems to be much brighter.Despite the moderation of the previous severe situation in Mali, there still exist potential power which threatens the peace, security and stability of the related region. We, the republic of Korea, vehemently condemn the improper behavior of the rebel groups. As a developed country, we are willing to distribute required military force assisting French and MINUSMA to maintain the security and stability of Mali and its new political system. Additionally, we guarantee that we are well prepared to provide adequate financial and information aid as well as goods and materials. For the sake of safeguarding the continuance of the global peace and security along with circumventing the turbulence, we will spare no efforts to contribute in Mali issue.On 20th December 2012, the United Nations Security Council unanimously adopted Resolution 2085. It authorized the deployment of the African-led International Support Mission to Mali (AFISMA). The resolution recalled previous resolutions regarding the Northern Mali conflict, including resolutions 2056 and 2071 in authorizing action. According to Ban Ki Moon, the resolution "aimed at the full restoration of Mali’s constitutional order and territorial integrity." Soon time later, on January 16th2013, 800 soldiers from the French 1st foreign cavalry regiment launched an assault on Mali. With efforts from various aspects, Diabaly and Konna, two central towns were recaptured, laying the foundation for reclaiming the north and solving the Mali crisis.Generally considering the situations above, We ROK convey following solutions which we can contribute our own labor, material and information resources, demanding the collaboration of all the nations as well. Here are the practically helpful and effective solutions:1. Severely resist the illegal transaction and other improper violence for the sakeof potential crisis of another aggressive movement.For ease of circumventing another turmoil about illegal drug trafficking and humanistic abuse on innocent victims, roundly condemning the behavior that be profited by the hostage swap and illicit trafficking of drugs and people in the region, we suggest accusing the terrorists of kidnapping westerners for ransom money and chopping off the limbs of the civilians there. The republic of Korea suggests that we should establish a special organization under the control of the United Nations Multidimensional Integrated Stabilization Mission in Mali, with the contribution of land force from ROK. This committee which consists of observers from different countries in security council functions as the coordinating of the relationship between those rebel groups and the military force from UN, forcing the rebel groups to treat the hostage in a mild and peaceful way, and taking the limitation of the trafficking of drugs . Meanwhile, ROK is willing to dispatch financial aid to build up temporary refugee camp in secure district to guarantee refugee’s security and sedateness.2.Order the arrest of participants of invasive rebel groups concealing in the civilian population to eliminate dangerous factors ASAP.Taking the circumstances that the rebelling actions may evolve into guerrilla warfare or suicide bombing attacks into consideration, the security and peace of the region is remaining indeterminable. The developed country including ROK should share the national defense experience and advanced technique in arrest of the terrorists, with which can the government and peacekeepers interrogate the information on outlaws from the confession of the captures and record it for ease of taking accurate position of the rebel cliques escaping and concealing in the civilian crowds.3. Assist the new political system to create new political, military and economic foundation to suppress aggressive rebel groups and maintain the permanent security and stability of Mali and the prestige of its government.On August 15th, I.B.Keita became the new president of Mali, indicating the beginning of new government establishment. Considering the primary cause of this severe crisis is the fragileness of its previous government, which wasn’t able to balance the power of several rebel groups, we advise the establishment of a new department of assistance and supervision in the new political system. The department consists of experienced professionals from developed countries including ROK and information as well as advanced superior facilities that could be used to take control of the probably aggressive rebel groups and monitoring their dynamics.As a nation of the world rather the SC, the Republic of Korea is well prepared to shoulder a responsibility of a peacekeeper. We will contribute our power adequately and accurately, guaranteeing to stand firm for the security and peace development of Mali but not simple national interests. ROK will firmly follow thetraditional Confucianism and pursue the international peace and security standing for benevolence. We will appreciate it and spare no power to be a coadjutant for Mali and global security maintaining if our solutions and suggestions could be taken into practice.。
