The registration plates of type 1 with the three-digit code of the region of registration shall be applied in cases specified by the Ministry of Internal Affairs of the Russian Federation.(Amended Wording. Amendments Nos. 1 and 2).3.4 The inscription “RUS” shall be arranged on the registration plates of types 1, 1Б, 2, from 4 to 6, from 8 to 10, from 16 to 22. The image of the National Flag of the Russian Federation shall be arranged on the registration plates of type 1А instead of the code of the region of registration and the inscription “RUS”. The inscription “TRANSIT” shall be arranged on the registration plates of types from 16 to 18. The National Flag of the Russian Federation may be arranged on the registration plates of types 1, 1Б and 2 in addition.N o t e. The image of the National Flag of the Russian Federation shall specify the rectangular with equigraphic horizontal stripes: white upper stripe, dark blue middle stripe and red lower stripe.(Amended wording. Amendment No. 2).3.5 The main dimensions of registration plates, arrangement of inscriptions “RUS” and “TRANSIT”, arrangement of figures, letters and borders on the right side of registration plates, dimensions and arrangement of holes intended for attachment of the registration plates to the road vehicles shall comply with figures from A.1 to A.22 specified in Appendix A of this Standard. The inscription “RUS” shall be arranged in compliance with figure A.23 of Appendix A in case when the National Flag of the Russian Federation is specified on the registration plates of types 1, 1Б and 2.N o t e s:1 The figures and letters specified in figures from A.1 to А.23 are used as an example.2. Amendment No. 2).3Some other encoder system established by the Ministry of Defense of the Russian Federation may be used for the registration plates of types from 5 to 8 instead of the digital code of the region of registration.3.6 Letters, figures and borders arranged on the right side of registration plates shall be extruded (using trapezoidal form) at the same height (on the same registration plate) within the height limits no less than 1.0 mm and no more than 2.0 mm from the surface of the registration plate.N o t e s:1The term “surface of the registration plate” defines the flat surface of the right side of the registration plate.2This requirement does not apply to the registration plates of types from 16 to 18.3This requirement is not obligatory for the inscription “RUS”.3.7Letters A, B, Е, K, M, Н, O, Р, C, Т, X, У may be used for the registration plates of types from 1 to 22. Letter D may be also applied for the registration plates of types 9 and 10.3.8The shape and image of figures and letters used for registration plates of types from 1 to 10 and from 19 to 22 shall comply with figures B.1 and C.1 of Appendices B and C. Thickness of lines of figures and letters (including thickness of borders) are specified in table 1. The atmosphere resistance shall be provided for no less than three years under the У1 operating conditions and for no less than two years under the ХЛ1 operating conditions in compliance with GOST 9.401.4.8 Colors of the surface of the registration plates (except for registration plates with retro-reflecting sheeting), of their borders, figures and letters shall comply with table 2.T a b l e 2. Amendment No. 2).4.9 The registration plates of types from 16 to 18 shall be manufactured by printing or using some other method that provides compliance with requirements of this Standard during the terms established for the given requirements. The text on the back side of the registration plates of type 16 is specified in Appendix E. The text on the back side of the registration plates of type 17 is specified in Appendix F. The text on the back side of the registration plates of type 18 is specified in Appendix G.(Amended wording. Amendment No. 1).4.10 Registration plates with retro-reflecting sheeting shall be protected from falsification. The protective elements shall be built into the sheeting structure.N o t e. The dimensions, structure, arrangement and other characteristics of the protective elements are established by the Ministry of Internal Affairs of the Russian Federation.4.11 The trademark of the manufacturer shall be marked on the back side of every registration plate (except for the registration plates of types from 16 to 18) using the technology that provides safety and comprehension for no less than double warranty period of the registration plate. The trademark of the manufacturer shall be also marked of the back side of the registration plates in case when they are manufactured using the delivered semi-products (part blanks). The trademark shall not be specified on the right side of the registration plates in case when an impact marking technology is used.Output information containing the name of the manufacturer, circulation of the registration plates, the trademark of the manufacturer shall be specified under the main inscription on the back side of the registration plates of types from 16 to 18.4.10, 4.11 (Amended wording. It shall be provided by heat resistance of the retro-reflecting sheeting, letters and figures.N o t e s:1 The following sequence and requirements of conditioning of the sample of the registration plate shall be provided:а) for 7 hours at a temperature of 65 °С (±2) and relative humidity equal to 10 % (±5);б) for 1 hour at a temperature of 23 °С (±5) and relative humidity equal to 50 % (±10);в) for 15 hours at a temperature of -20 °C.2Testing shall be carried out using a fragment equal to a half of the registration plate.3Observation of the requirements may be checked visually.D.3.2 Adhesion of the retro-reflecting sheeting shall be provided. Exfoliation of the retro-reflecting sheeting shall not be observed after conditioning of the sample of the registration plate.N o t e s:1The sample of the registration plate shall be conditioned for 1 hour at a temperature of -20 °С.2Testing shall be carried out using a fragment equal to a half of the registration plate.3Observation of the requirements may be checked visually.D.3.3 Impact resistance of the retro-reflecting sheeting shall be provided. Cracks or exfoliation shall not be observed on the retro-reflecting sheeting from the distance exceeding 5 mm from the impact area after testing of impact resistance.N o t e s:1Check of impact resistance of the retro-reflecting sheeting shall be carried out using the bed of the falling weight test that provides controlled falling of the hammer with acceleration from 9.0 to 9.81 m/s2.2The hammer shall be manufactured as a sphere 25 mm in diameter made of steel in compliance with GOST 380.3The sample of the registration plate shall be preliminary conditioned for 1 hour at a temperature of -20 °C before the falling weight test of retro-reflecting sheeting.4The sample shall be laid on a hard foundation (a plate that is no less than 12.5 mm thick and made of steel in compliance with GOST 380 or made of cast iron in compliance with GOST 1412) with its retro-reflecting sheeting upwards after the registration plate is withdrawn from the cryogenic camera.5The hammer falls from 2 m height.6The fragment of the registration plate with dimensions suitable for necessary measurements is used for the falling weight test.7 Requirement observation check is made using sliding calipers in compliance with GOST 166.D.3.4 Bending resistance of the retro-reflecting sheeting shall be provided. Cracks shall not be observed on the registration plate after bending test.N o t e s:1Bending tests shall be carried out at a temperature of 23 °C (±5).2The sample of the registration plate is bent using a mandrel 50 mm in diameter for 2 seconds until the angle equal to 90 ° is obtained.3The sample of the registration plate shall be arranged with its retro-reflecting sheeting outwards during the bending test.4The fragment of the registration plate with dimensions suitable for necessary measurements is used for the bending test. The flanged upper and lower edges of the sample of the registration plate shall be cut off.D.3.5 Water resistance of the retro-reflecting sheeting shall be provided. There shall be no traces of destruction of the retro-reflecting sheeting that reduce effectiveness of operation of the registration plate after its conditioning.N o t e s:1 The sequence and requirements for conditioning of the sample of the registration plate:а) the sample of the registration plate shall be conditioned for 24 hours in distilled water at a temperature of 23 °С(±5);b) the sample shall be dried for 48 hours at a temperature of 23 °С (±5) and relative humidity equal to 50 % (±10).2The entire registration plate shall be taken for water resistance test.3Observation of the requirements may be checked visually.D.3.6 Cleaning ability of the retro-reflecting sheeting shall be provided. The retro-reflecting sheeting shall be easily cleaned without damage during cleaning test.N o t e s:1The retro-reflecting sheeting shall be lubricated using the mix of motor (transmission) oil and graphite before the cleaning test. The trademarks of oil and graphite and the mix ratio used for the cleaning test are not standardized.2The retro-reflecting sheeting shall be rubbed using weak solvent (heptane) with subsequent washing using neutral wash liquid during the cleaning test. The rubbing materials and the trademarks of the solvent and the wash liquid are not standardized.3A fragment equal to a half of a registration plate is used for the cleaning test.4Observation of the requirements may be checked visually.D.3.7 Fuel resistance of the retro-reflecting sheeting shall be provided. There shall be no traces of destruction caused by the fuel test of the conditioned retro-reflecting sheeting of the sample of the registration plate that reduce effectiveness of its operation.N o t e s:1The sample of the registration plate shall be conditioned for 1 minute using the fuel test mix.2The ratio of the fuel test mix shall be equal to 70 % of n-heptane and 30 % of toluene.3A fragment of a registration plate containing a letter and figures shall be taken for the fuel test.4Observation of the requirements may be checked visually.D.3.8 Saline resistance of the retro-reflecting sheeting shall be provided. Traces of corrosion that reduce effectiveness of operation of the retro-reflecting sheeting shall not be observed on the sample of the registration plate after the saline test.N o t e s:1 The sequence and requirements for conditioning of the sample of the registration plate:а) the sample of the registration plate shall be conditioned for 22 hours in saline mist;b) the sample of the registration plate shall be dried for 2 hours at a temperature of 23 °С (±5) and relative humidity equal to 50 % (±10);c) the sample of the registration plate shall be subjected repeatedly to the same saline mist effect for 22 hours;。
