行政生态观1、行政生态方法的必要性:①“在现代过渡社会里,一直有一种建立正式的政治行政制度的趋势,但这些制度却仍然只是一些形式主义的制度。
有效的行为绝大部分仍取决于传统的结构和压力,如家族、宗教以及一些继续存在的社会和经济领域。
因此,只有以生态学的观点——亦即从非行政的因素去观察,才能了解这些国家的政治与行政”。

2、工业社会的行政模式——衍射型行政模式特点:(1 )自由经济或前苏联式的管制经济为经济基础;(2 )民众与政府关系密切,有影响政府决策的渠道;(3 )平等主义的行政风范,成就导向与对事不对人的原则;(4 )高度的社会流动,发达的沟通渠道;(5 )政府职能明确,各行政机构分工精细,各司其职,讲求行政效率与科学性;(6 )行政的主要问题是谋求专业化基础上的协调与统一;3、过渡社会的行政模式——棱柱型行政模式特点:(1)异质性:一个社会在同一时间里,同时存在着不同的制度、行为与观点,而多元社会、多元经济、多元价值导致公共行政的多元性也即异质性特点;(2)重叠性:指行政机构的重叠现象,即行政机构不一定产生其应当功能,行政行为往往受非行政标准所主宰,而非由行政标准决定;行政任务往往由非行政机构来完成;(3)形式主义:指政府所制定的政策和法令不能付诸实施,形同虚设,徒有虚名。
从里格斯的行政生态学看中国公共行政的价值选择王义学(南京理工大学 人文与社会科学学院,江苏 南京 210094)摘要:行政生态学是运用生态学的理论和方法来研究公共行政而形成的一门交叉学科,对世界各国尤其是发展中国家的公共行政产生了重大而深远的影响。
本文从里格斯行政生态学的基本架构谈起,突出分析了现阶段中国公共行政的异质性、形式主义和重叠性的现象,提出了社会转型期的中国公共行政属于过渡社会的“棱柱型行政”,其发展前途是以平等、成就、民主、功绩制等为主要特征的“衍射型行政”。
基于此,转型期中国公共行政的价值选择应依赖于政府渗透能力、社会参与愿望和参与能力的提高。

美国著名行政学家里格斯(Fred W ・R iggs )运用生态学的观点研究政府的行政管理与行政环境的互动关系,从而创立了以生态学研究行政管理理论的新体系,使行政生态学成为现代政府管理理论中颇具特色的理论。
里格斯认为行政生态学是研究“自然与人类文化环境与公共政策运行之间的相互影响情形”的学科。
里格斯在行政生态学研究从两个方面突破一般行政学理论:1、三种社会形态和三种行政模式(如图示)里格斯的三种行政模式里格斯按照经济结构、社会要素、沟通网络、符号系统和政治架构等决定性变量,把人类历史上的基本社会形态分为三种:传统农业社会、过渡社会和现代工业社会。
传统农业社会以特殊性、归属价值和功能扩散为主要特征。
如同折射前的自然光是一道白光,它是七色光的复合体,其社会结构也是混沌的,没有细致的社会分工与之相适应。
行政行为与立法、司法、经济等社会行为混为一体,更谈不上专业化的行政机构,因而行政效率极其低下。
里格斯把这种类型的行政称为“溶合型行政”。
相反,现代工业社会是一种以普遍性、成就和功能专一为主要特征的社会。
如同白光经过三棱柱的折射后,衍射为七色光,现代工业社会有着明确细致的社会分工,故政府职能有着分工极细的行政机构,执行着各自不同的行政职能,各司其职,讲究的是行政的效率和科学性。
第十五讲讲义第十五讲讲义::里格斯的行政生态学说行政生态学是20世纪60年代在西方行政学界兴起的一门以生态学的方法研究行政现象、行政行为与行政环境之间相互关系的行政学分支学科。
它要求对行政系统作整体的观察与精密的分析,从整体上把握行政过程与行政运行规律。
最早将行政问题与生态环境联系起来进行研究的是美国哈佛大学的约翰·高斯教授。
他于1947年发表了《政府的生态学》一书,提出政府组织与行政行为必须考虑到生态环境。
但是高斯的理论在当时并为引起理论界的重视,而真正使行政生态学成为一门系统的行政学分支学科并在行政学研究领域产生重要影响的,则是运用生态学的理论与方法研究发展中国家的行政问题并设计了行政系统三大模式的另一位美国著名行政学家里格斯。
一、 生平与著述出生与求学:弗雷德·W ·里格斯,美国著名行政学家,比较行政学和行政生态学创始人。
1917年生于国桂林,1948年获美国哥伦比亚大学政治科学博士学位;任职经历任职经历::1948-1951年,美国对外政策协会非正式研究会员;1951-1955年,任纽约公共行政—政府情报交换所所长助理;1956-1967年,美国印第安纳州立大学政治学系任教; 1967年起,一直担任美国夏威夷大学东西方研究中心的资深研究员,同时兼任美国斯坦福行为科学高级研究中心的研究员。
此外还曾任美国公共行政学会比较行政分会的第一任主席。
著述著述::在公共行政学、政治科学,尤其是在行政生态学、比较行政和发展行政方面发表了一系列文章并出版了许多专著。
其中较有代表性的有:《行政生态学》(1961年)、《发展中国家的行政:棱柱型社会的理论》(1965年)、《泰国:一个官僚政体的现代化》(1965年)、《发展行政的新领域》(1971年)、《重返棱柱社会》(1973年)等等。
代表作与代表理论代表作与代表理论::《行政生态学》,里格斯最重要的代表作,也是行政生态学领域最重要的著作,在这本书中,里格斯把传统泰国、现代泰国、菲律宾以及现代美国为对象,通过分析它们各自的社会经济结构及文化、历史与公共行政之间的相互影响,系统地阐述了他的行政生态学观点。

在现实世界中,既没有纯粹的农业社会,也不存在纯粹的工业社会,他意识到在“农业社会与工业社会”之间存在一个“中间的”社会形态,或可称之为“过渡的”社会形态。

二、里格斯提出的三大行政模式分类里格斯认为人类历史上存在着三种基本社会形态,即传统的农业社会、过渡社会和现代工业化社会。
1.农业社会的行政模式(亦称融合型行政模式)传统农业社会的社会结构是混沌未分的,没有明确的、细致的社会分工,与之相适应,行政行为与诸如立法、司法、军事、经济等其他的社会行为是混杂在一起的,更谈不上有专业化的行政机构,称之为“融合型行政模式”。
这种行政模式的行政效率是极为低下的。
其特征如下:(1)经济基础是农业生产力;(2)土地的分配和管理是政府的重要事务;(3)官僚的职位重于行政政策;(4)行政风范带有浓重的家族和亲族主义色彩;(5)流行世卿世禄的行政制度;(6)政治与行政不分,权力来源于君主,行政官吏在政治和经济上自成特殊的阶级;(7)政府与民众较少沟通,而且同一阶级成员的交往也受到空间上的限制;(8)行政活动以地域或土地为基础,行政的主要问题是维持行政的一致和统一。
【行政生态学】读书笔记关于行政生态学行政生态学是以生态学的理论和方法来研究公共行政,把行政比作生物有机体,把行政活动的环境看作是行政的生态环境。
在大自然生态系统中,生物同生态环境之间进行物质、能量以及信息的交换和循环。
行政与行政环境之间同样存在循环和交换的过程,因此,行政生态学认为一个国家或地区的行政是与其行政生态环境密不可分的,提出从行政与生态环境的相互关系中对行政规律进行研究。

行政生态学的产生和开展为行政学研究的深入开辟了一条新的途径,使人们能够从一个新的视角去把握行政过程,认识行政系统。

与过渡社会相适应的是棱柱型行政模式。
过渡性使其兼具传统农业社会和现代工业化社会的特征。
在里格斯看来,在了解社会形态的基础上,利用上述三种行政模式的理论几乎可以解释所有社会中的行政行为。

In this crisis, the Chinese government has made many important decisions striking against SARS, analysis from the perspectiveof administrative ecology, affect the ecological environment factors of these decisions are mainly in the following three aspects: First, political factors, including international political factors and domestic political factors.
