The total length of the road is 334.6 kilometers, and the road is divided into two parts: the first part is from MADOGASHI to WAJIR with the length of 158 kilometers, and the standard width of the roadway is 6.0 meters; the second part is from WAJIR to EIWAK with the length of 176.6 kilometers, and the standard width of the roadway is 6.5 meters.The main content of construction is to upgrade old roads, comprising the new construction of part of bridges and culverts.The planned construction period is 42 months.2.General Deployment of Construction2.1.Construction Sections and SequenceWe preliminarily plan to divide the whole project into four construction teams under the principle roughly corresponding to the project amount. It should be specially explained that each section also consists of a special construction team for concrete structures.The first construction team shall be responsible for MADOGASHI-AGA BOGAL The second construction team shall be responsible for AGA BOGAL-WAJIRThe third construction team shall be responsible for WAJIR-KOTULOThe fourth construction team shall be responsible for KOTULO-EIWAK2.2.Construction PreparationIf we successed in the bidding, the principal members of the project management team of our company shall be in place within 10 days, each construction team shall firstly send personnel on site construction and production and temporary living facilities, set up a testing room, and then purchase and test construction materials within 20 days. Construction personnel with main construction equipment shall successively enter the sites for temporary project construction and be prepared for fully started construction within 30 days. We ensure that the project shall be formally started within 30 days after the start command of the engineer.Each professional team shall enter the sites on time to start construction in accordancewith a construction organization scheme and a scheduled plan. Enough mechanical equipment, inspection and test equipment and the construction materials shall be allocated so as to meet the demands of project start and normal construction.All mechanical equipment for construction shall be transported to the construction sites by trailers and trucks; main materials including steel, wood, cement, etc. shall be transported to the sites by the trucks; and ground materials including sand, broken stone, rock blocks, stone slice, etc. shall be produced by ourselves and shall be transported to the sites by automobiles.Asphalt for surface courses of pavements shall be transported to the construction sites by the automobiles in advance in accordance with the construction plan.2.3.Plant and Site Construction2.3.1.Main Business PlacesThe project management team and a supervision encampment shall be set up in open spaces near to the town in WAJIR by ourselves.The campsite of a project department approximately includes an office area (an office, a conference room, etc.), a living area (a dormitory, a mess hall, a bathroom, activity room, etc.), a test area (the testing room, a test equipment storehouse, a test piece holding area, etc.), an equipment maintenance area (a repairing plant, a machining workshop, a fitting storehouse, etc.), a storage area, etc.The supervision campsite shall supply working and living places to engineers at the site encampment in accordance with the requirements of the bid document.2.3.2.Stone Collecting field and Stone Breaking PlantWe shall select appropriate stone as road materials in accordance with the investigation result of the sites. The stone collecting field and the stone breaking plant shall be preferable for minimizing load distance and secondary carrying. The plant area shall be equipped with a stone breaking machine/mechanical sieve with the minimum production capacity of 60 tons/hour and two generators with the lowest power of 100KW. The whole line needs to be provided with a set of equipment.2.3.3.Sand Making PlantThe sites have less sand sources and remote transportation distance throughinvestigation, so we decide to set up the sand making plant at the place near to a water source after comprehensive consideration and adopt sand making equipment with the minimum production capacity of 8 tons/hour so that the demand can be met. The whole line can be equipped with 2-3 sand making equipment and is preferable for the places which are near to the water source and have large concrete usage.2.3.4.Asphalt Heating EquipmentAsphalt heating boilers shall be set up at the places with convenient transportation and adopt the heating mode of using heat conducting oil as a carrier, and the minimum tank-stored amount of asphalt is 100 cubic meters. The asphalt heating boilers shall be equipped with 50kw generators to meet the requirements. The whole line is preferable to be equipped with two asphalt heating boilers.2.3.5.Concrete Mixing PlantTwo places with large concrete usages on the whole line are the newly constructed bridge nearby MADOGASHI and the 23-hole box culvert of 118+450 (wajir-enwak section).Js1000-grade forced blenders should be arranged at those two places and matched with proportioning machines. Apart from supplying concrete to those two places, the forced blenders can supply the concrete to the nearby structures under favorable transportation conditions. They need to be matched with the 50kw generators.For some scattered structures, drum blenders driven by diesel engines can be used for blending the concrete.2.3.6.Cement-stabilized Material Blending StationThe whole line has four road detachments, each of them needs to set up a cement-stabilized gravel blending station with the minimum production capacity of 500 tons/hour, and the stations shall be matched with 150kw generators.2.4.Developed DesignThe design shall be optimized in the process of developed design to reduce project cost and enhance road quality. According to the data available at present, the following optimization operations can be performed (but this needs the approvals of owners):●Reducing the filling heights of roadbeds.●Adopting overflow pavements, submersible bridge culverts, etc. to reduce theheights of the roadbeds and simultaneously decreasing the quantity and scale of draining structures so that the construction cost can be effectively reduced.●Reinforcing the draining designs of the roads, in particular the draining of sideslopes and side ditches so that the life of the roads can be prolonged and the road running quality can be enhanced.●Reinforcing the protection of road shoulders and the side slopes to prolong thelife of the roads and improve traveling quality.2.5.Traffic Management MeasuresFor the construction areas nearby the towns, such as WAJIR, etc., the original roads are relatively complete, and then the widened original roads can be used as temporary access roads during construction. The places incapable of being widened indeed can be used by half-range construction.For the construction areas outside the towns, the temporary access roads need to be set nearby the construction sites for conduction to eliminate the affect on movements of residents.General requirements on the construction of the access roads:●The widths of the roadbeds of the construction access roads shall not be less than4.5m, the widths of the pavements shall not be less than 3.5m, and curvedsections or sections with complex terrains should be properly widened. Under the terrain conditions and for the slight distance requirements, a passing track shall be set at the place not greater than 400m. The width of the roadbed of the passing track shall not be less than 6.5m, the width of the pavement shall not be less than5.5m, and the length shall not be less than 20m.●Both sides of the access roads should be provided with the side ditches anddraining ditches.●Elbows and abrupt slopes of the access roads need to be equipped with safeguardrails and striking warning signs, forks in the roads shall be equipped with direction indication boards, and the elbows of the access roads shall be equippedwith anti-appropriation piers.●The temporary bridges should meet the requirements of load carrying and waterrelease, the width of the bridge floors of the temporary bridges for automobiles shall not be less than 3.5m, and protective guardrails and overrun boards shall be set.●Specially-assigned persons should be assigned to the daily check, maintenanceand watering of the construction access roads (temporary bridges) during construction to ensure that the access roads shall not be muddy in rainy days or have no dust in the sunshine.●Necessary traffic signs and traffic guiding signs should be set at importantcrossings, and influences on local vehicles and residents shall be minimized.Light reflecting strips and caution lights shall be set around the construction areas during night construction,and the construction areas should be fenced by the guardrails for ensuring the safety of the night construction.3.Description of Construction Method3.1.Overall Construction SchemeThe project in the contract section shall be focused on the roadbed construction and regard pavement construction as the key, and the projects of bridges, culverts, drainage and protection shall be started tightly around the project of the roadbed construction. Network programs shall be utilized to control the construction period of each project and start line operation with large working procedures. The project schedule, quality, labor, materials and equipment shall be effectively monitored and adjusted in the ISO9000 standard and the modernized management measure at any time to meet the requirements of the owners for the schedule, quality and safety, and then we ensure that this bidding assignment shall be completed with good quality on schedule.3.2.Roadbed ConstructionWe plan to input four roadbed project teams for mechanized construction. Four construction sections and four working planes shall simultaneously start by adopting the schemes of excavation and loading of large and medium-size excavators,transportation of large and medium-size self-unloading automobiles, pavement and leveling of bulldozers matched with land levelers, and rolling compaction of heavy vibratory rollers.3.3.Bridge ProjectThe prefabricated pile foundations of the bridges shall be piled by pile drivers, piers, abutments, wing walls, etc. shall adopt the erection of combined steel moulds and be poured by adopting cranes to deliver concrete. The girder and the beam of the bridge shall be constructed in the steel structure technology, transported by the automobiles and hoisted by automobile cranes. The boards of the bridge shall be completed by one-step pouring in the sites pouring technology.Concrete for the bridge project shall be intensively blended by the concrete blending station of a bridge prefabricating field, transported by a concrete blending transporter and poured in the moulds by pumping.3.4.Culvert and Channel ProjectThe foundation construction is the same as that of the bridge project; when the culverts are in a circular tube shape, their lower parts are constructed in the conventional method, and circular tubes shall be intensively prefabricated on site, transported by the automobiles or trailers and hoisted by the automobile cranes. When the culverts and the channels are in a box shape, they shall be poured twice on site, bottom boards and part of side wall concrete shall be firstly poured, and then residual side walls and top board concrete shall be poured. Mould boards shall adopt combined steel moulds and be matched with wood moulds.3.5.Base CourseThe bottom base course of the pavement of the main line in the contract section shall be made of cement-improved gravel and constructed in a plant blending method, and adopt the construction scheme that centralized materials shall be transported by the self-unloading automobiles, paved by the land levelers in classification and layers, and watered by a watering cart, and then the construction scheme of blending match of an earth road stabilizing blender and the rolling compaction of the heavy vibratory rollers can be adopted.3.6.Top Course of PavementThe top course of the pavement in the contract section shall be divided into two layers (lower layer and surface layer) and be in asphalt surface treatment, and the surface layer is made of improved asphalt concrete. The pavement in asphalt surface treatment can be constructed in a blending method or a layer-pavement method; the project shall adopt the layer-pavement method, i.e. the method of firstly paving oil and then paving materials, and then asphalt sprinkling carts and collected material spreading machines shall be used for combined operation.3.7.Road Paving MaterialsAll materials shall be purchased by our company.3.7.1 Medium-coarse sand and gravelThey shall be made by the sand making machines, required to have favorable sand quality and transported to the land by the automobiles.3.7.2 Broken stone and stone blocks or slicesStone with stone quality authorized by engineers shall be used as sources through early exploration and investigation and the test evaluation of the testing rooms, mined by ourselves, broken into qualified aggregates and transported to the sites by the automobiles.3.7.3 Steel, Cement, Wood, etc.The steel shall be purchased from the domestic market in China, the cement shall be nearby purchased in the local, and the wood shall be purchased in the local, and they shall be transported by the automobiles.3.7.4 AsphaltThe asphalt concrete top course of the pavement shall be made of MC30 and MC70 asphalt which shall be purchased in the Middle East.3.8.Electricity, Water and Communication for ConstructionThe project shall adopt self generation: two generators shall be used for supplying electricity to the daily life in the living area, the concrete blending station and the stone collecting field in turn. Due to long construction line, small-size generators shall be used along the construction operation line. The definite types of the generatorsshall be correspondingly adjusted in accordance with site situations.Water sources for construction shall be solved in two modes of getting the water from adjacent rivers or digging wells. Anyway, the quality of the water must meet the requirements of the construction. Especially for domestic water, the quality of the water must be strictly checked and enhanced so as to meet drinking requirement.3.9.Marked lines and marks of road3.9.1 Marked lines of roadBefore construction, shall clean the road so as to lead the asphalt to be clean and dried without loose particles and dusts and the like.Use the coating which is approved by the line marking machine, is durable, wear-resistant and corrosion-resistant and is adhered on the pavement to be cast on the signs. Carefully control the melting temperature.The marked lines shall be straight, smooth, clean and uniform, and the thickness of the wet film shall conform to the requirements of the drawing. The edges of the marked lines shall be tidy and neated.3.9.2 Road signsUse the measuring instrument to measure the accurate positions of the road signs. Excavate the foundation manually on the specified positions or under the direction of the engineer. Install the foundation steel bars together with any embedded mold frame. Then install and adjust the ground anchoring flange according to the drawing.Stir concrete in a batch distributing device, then use the truck to convey the concrete to the site, cast and vibrate by layers for compaction. Cover the concrete and keep the concrete to be wet. After the specified period, remove the mold frame, backfill the foundation pit manually by layers and then compact according to the requirements. Once the foundation strength reaches the technical requirements, hoist the sign plates by the crane, and install under the help of manual work. The angle between the sign plate and the line shall meet the design requirement.3.10.Miscellaneous work3.10.1 Land restoration and grass plantingThis work includes tree planting, shrub planting, grass planting, seasonal flower planting and covering with imported non-acid land surface as well as lifting, laying, leveling and shape restoration and the like of the borrow pit.According to the requirements of the technology and the drawing, plant trees and shrubs and the like with composts, fertilizers, tree-protecting substances, tree systems, temporary planting nets and guardrails.3.10.2 GuardrailsBefore construction, accurately measure and paying-off the obstacle site and carefully ensure and keep the road width.Excavation and elevation control: conduct excavation according to the design drawing.Use a mold frame to position the foundation part and then use concrete for cast-in-place.Assemble the guardrails and other parts on the foundation part.4.Quality assurance measures4.1.Quality inspection organization agenciesWith correspondence to the project characteristics and quality target, establish the Quality inspection organization agencies which adopt the project manager as the first responsible person.4.2.Quality inspection programIn the construction process, the quality inspection adopts inspection system, the site technical and quality inspection staffs conduct the technical and quality inspection, carefully do the work of technical disclosure before construction well, construction logs record, quality inspection and acceptance and the raw data storage and the like, inspect and accept the important engineering and key working procedures concentratedly, and the next working procedure of construction can be conducted after the concealed project must be inspected and accepted by the quality inspection responsibility persons and supervising engineer.4.3.Quality Assurance Measures4.3.1 Strengthen quality awareness, organize the construction strictly according to the design drawings, the current construction specifications and regulations and special technical requirements of the owner, and the site instructions of the supervising engineer and ensure the quality of the engineering.4.3.2 Strengthen the quality control of working procedures, organize production strictly according to the quality assurance system, make all the operation standard, technique standard and inspection standard of all the working procedures and sections according to the regulations, make records well for the execution condition of the working procedure standard so as to lead all the working procedures to be connected orderly and realize traceability4.3.3 Strengthen the engineering management, put the technical responsibility system into practice, make the targeted special construction scheme and carefully do technical disclosure well.4.3.4 Do the work of measurement, test and recheck of the engineering well, strictly execute the double-check measurement and recheck system and ensure the center line and the elevation of the road base.4.3.5 Equip with quality inspection equipment with advance technology and sufficient quantity. Equip with enough instrument and equipment for measurement,quality inspection and test and the like according to the actual condition of the engineering of the contract, and provide enough and skilled relevant persons.5.Measures to guarantee the progress5.1.Overall schedule and descriptionThe expected construction period is 42 months.Detailed construction schedule refers to the addendum.Notes: This construction schedule involves the total period from award of contract to completion of project. This schedule is just a preliminary one which will be adjusted during work execution stage.5.2.Measures to ensure the work progress5.2.1 Compiling of construction organization and design shall be done attentatively, with reasonable period arrangements.5.2.2 Focus on the major taches of the key route, optimize construction plan, carry on necessary technology study, and enhance work efficiency.5.2.3 Make site layout for mixing site, so there are enough materials storing sites and pitch storage facilities.5.2.4 Under the premise of guaranteeing quality before construction, purchase aggregates (crushed stone) actively, to ensure that work progress will not be affected because of late supplying of aggregate.5.2.5 Speed up the relocation of personnel and equipment and the installation, testing, to start normal operation as soon as possible. Devote more crack repairing workers to strengthen repairing, maintenance, and upgrade their equipment. Strengthen the attempering of machinery instrument, increase it utility to quicken work progress.5.2.6 Make full use of the favorable construction season, and actively implement the contract responsibility system, working hard in different seasons, doing overtime work, and give full play to the role of workers of their internal potential for improving the production enthusiasm.5.2.7 Organize the backbone, assemble construction team and machinery instrument to be ready for the construction of this bid contract.5.2.8 Coordinate relationships with the construction unit of the first phase project, particularly that of the road base construction, to promote their link up as soon as possible, and provide construction access, to ensure that the road works are carried out smoothly.5.2.9 Take other measures permitted by administrating engineer, like the use of lightning at night, sudden construction, etc.6.Environmental & safety guarantee measures6.1.Environmental protection measures6.1.1 Environmental protection goalThe disadvantage to environment from design and construction shall be decreased to the minimum to ensure that the landscape along the line does not be destroyed and surface water and ground water are not polluted and vegetables are protected to realize three-concurrent between environmental facilities and works construction (concurrent design, construction and usage).Proper measures shall be taken to avoid the pollution caused by improper construction method, damage and obstruction to public properties and resident living created by noise and others.6.1.2 Environmental protection measures6.1.2.1 Leading teamConstruction environmental protection and water and soil reservation leading team is set up, in which project manager is as the director, project department and unit of project, construction area and construction team take charge by grades to be responsible for inspection, monitor of each items of environmental protection and water and soil reservation works.6.1.2.2 Detailed measures on environmental protection will be adopted strictly conforming to the national and relevant regulations on environmental protection and pollution control in order to ensure that the impaction on ambient decreased to the minimum. The nominated measures includes the following:●Measures on maintaining natural and ecological environment●Water environment protection●Control on construction noise, vibration and light.●Control measures on poison and hazard waste●Environmental protection measures on temporary works●Environmental protection measures on living area●Treatment of living and produce trash●Environmental protection measures on completion and site-clearing6.2.Health and safety plan6.2.1 The goals of occupation health and safety controlThe regulation about basing on the person, strengthening labor protection and improving working situation by the nation shall be strictly executed and the policy that precaution is as dominant shall be implemented, actively improving working situation, reducing and eliminating occupation hazard and preventing the occupational disease to guarantee worker’s health and safety.Occupational health and safety protection guide team shall be set up in the site. The special person also organizes the worker in physical examination periodically and assists to treat public sanitary emergency and report the infection timely.6.2.2 Occupational health and safety protection system will be applied properly, including measures on air operation protection, machine safety control, material safety control, electrical safety measures, sanitary measures, and civilized construction measures.6.2.3 AIDS preventive measures6.2.3.1 AIDS advertising activitiesThe AIDS advertising activities is planned to conduct in the workers during the contract. As a part of activities, our company to exhibit the advertising posters on the buildings in which the workers employed by us in all the contracts generally move. Besides, at least 10 vehicles generally used by the contractor shall be stuck with the AIDS advertising activities. The poster shall be made by large paper which is at least A1 in size, and the posters on the vehicles shall be A3 in size or other approved sizes. The contents on the posters shall be provided by the employers through the engineerbefore the posters are printed. The AIDS advertising shall be one of the contents concerned by all the employed workers in the contract.6.2.3.2 AIDS prevention activitiesThe contractor shall conduct the AIDS prevention activities in the workers during the execution of the contract, and as a part of the contractor activities, the contractor needs to provide condoms for the workers. The condoms shall be produced by formal manufacturers and conform to the current ISO standard or WHO/UNAIDS standard and condom guidance in 1998 or any relevant standard. The contractor shall provide 4000 condoms at least for each month, and by a mode of the automatic vending machine or other approved modes, the contractor shall keep to providing the condoms all the time on the construction site.6.2.3.3 Responsibilities of contractorThe contactor shall employ and designate one qualified AIDS expert, and need to obtain the approve of the engineer at the same time, the expert will work together with the clients, the ministry of health and other executing agencies closely to support the AIDS advertising and prevention activities, thus furthest guaranteeing the effectiveness of campaigns and leading the activities to be better combined with the construction activities. Most importantly, but not all, the items needing to be implemented by the contractor include:●Consider the schedule and execution time of the AIDS activities into the workplan of the workers and supervisors, do not occupy the rest time, such as lunch time and paid vacation days.●Select out proper educators from the employment records of the executingagencies together.●Arrangement about communication activities and condom distribution activitiesof the construction site●Inspect the accomplishment situation of the educators.●Arrangement of necessary supporting work of the executing agencies6.2.3.4 Preventive measures。
