Strawman battles law
How do you hide a four-bedroom house in the middle of a field? Simple - with a wall of hay. But why bother?
"I had to, because I was driven to it.
Meet Bob Fidler, who says he's just a farmer who wanted a family home.
"Every other farm in England has a house on it. Why can't I have a house on my farm?"
In fact, he already did have a small house on the property, but he was after something grander. The trouble is this whole area is a protected green belt. Planning permission is hard to get. And in his case, says Fidler, bungling bureaucrats made it impossible.... So he set out to
bend the rules, rules which, in the U.K. , say that if you go ahead and build a house without permission, the planning authorities have four years to react and tell you to take it down. If they don't, you get to keep it. So Bob Fidler and his wife Linda literally built their house in a haystack - and then crossed their fingers that the local council wouldn't catch on. It worked.
"Well, he's a hay and straw merchant."
"Why would we suspect that some unlawful activity is going on inside a haystack?"
But, four years later, what should have been Fidler's victory moment was his undoing. A judge ruled that "building operations were not completed until the removal of the straw bales." In other words, the four years didn't end when the straw
came down - they just began. There's a lot of sympathy out there for a little guy who tries to take on city hall, and Fidler has a Facebook support group to prove it. But the local council says he's just been gaming the system - and the house has to go.
"Can you really imagine showing up there with a bulldozer?"
"I suspect ultimately there's going to be a definite confrontation on the site."
"I was just trying to imagine getting a sledgehammer and smashing this out."
Bottom line: Bob Fidler has got to take his house down by the end of this year- or the council will do it for him.
Prepaid cards
'Tis the season to go shopping. But in this post-recession period, people are not filling their bags with credit card debt. 70 percent of shoppers plan to use a debit card or cash for their holiday purchases.
"Some people are just sick of their credit card companies. They have too much debt or maybe they don't have credit cards anymore." And now many people are setting their own spending limits with prepaid debit cards.
“We have a bank card, but you got too many kind of like rules and regulations for having a bank card.”
Users loaded $330 billion onto prepaid cards last year. That's expected to grow to $672 billion by 2013. Eight percent of Americans don't have bank accounts.
Millions more have bad credit, so these prepaid debit cards can be a good thing. They're easier than cash and there are no overdraft fees - but there is fine print. Some prepaid cards charge fees for checking your balance, using an ATM, or even calling customer service.
" So it's very easy to see your balance just literally nickel and dimed away by the fees that come with many of these prepaid cards.”
The worst offender may be the new "Kardashian Kard," named for the reality show celebutantes. It's marketed to teenage girls. "With this one you don't need credit, you don't even need a bank account."
But you do need a lot of money for fees. A six-month card costs $59.95 just to set up.
$1.50 to use an ATM, $1 for balance checks, $1.50 to speak to customer service, $9.95 to replace a lost card, and $6 to cancel the account. The most popular prepaid debit card in America is Walmart's money card. It charges a $3 monthly fee, $3 to reload, $2 to withdraw, and $1 to check the balance. "There aren't as many regulations. So it's a bit of a wild west when it comes to these cards," So just like at the mall, it's wise to shop around.
