By asking some seafarer about the onboardcomplaint procedures, it is found that no seafarer was familiar with theonboard complaint procedures, and none of them was provided with a copy of•A copy of the on-board complaint procedures not provided to all seafarers servingonboard this vessel, it does not meet the requirement of regulations StandardA.5.1.5 of MLC 2006.所有缺陷的纠正与预防措施必须在签发/签署MLC 证书或符合证明前由船东或船方代表船东制定，并得到检查员认可；对于严重缺陷，必须根据船旗国和/或总部指令在开航前予以纠正或降级；船东或船方代表船东制订的纠正及预防措施时一般应考虑：•分析缺陷产生的根本原因；•视缺陷的性质决定是否应在开航前纠正，或允许开航后一定时间内纠正；•对允许开航后纠正的一般缺陷，船东制订的纠正措施计划完成期限不得超过三个月；•应针对缺陷制订预防措施；•明确缺陷纠正的责任人；•满足船旗国的特殊要求（如有时）。
【PSC】PSC常见缺陷及处理——消防设备（续一）消防设备常见缺陷及处理（续一）常见缺陷：4 灭火器（1）手提式灭火器为非船检机构认可的船用产品；（2）未配备备用手提式灭火器；未按要求的处所配备相应的式灭火器；（3）灭火器喷管老化、龟裂，筒体（把手）锈蚀严重；（4）未配备手提式泡沫枪装置的的备用泡沫液（20L）；灭火剂过期、失效；（5）燃油锅炉间、机舱间未配备手提式泡沫枪装置；（6）燃油锅炉间（平台）未配备135L的大型推车式灭火器；（7）未按要求对灭火器进行认可的维护保养，过期。
5 火警警报系统（1）未按检验规则要求设置火警警报系统，未按规定的位置设置火警警报系统的手动按钮；（2）火警警报系统无应急电源供电、故障；（3）火警警报系统的探测器、控制系统故障；（4）手动按钮玻璃面板缺失、破损、手锤或复位工具缺失；（5）船上未配备火警警报系统使用说明书；（6）未张贴火警警报系统操作规程。
6 风（油）切断装置（1）机舱风（油）切断装置故障；（2）机舱部分油泵未接入风油切断控制系统，未在机舱间出入门外附近设置机舱风（油）切断控制按钮，仅设置在机舱间内；（3）机舱风（油）切断控制按钮保护玻璃（盖子）缺失；（4）机舱风（油）切断控制按钮旁无“风油切断”字样的标识；（5）油舱（油柜）速闭阀故障；（6）机舱油舱（油柜）速闭阀驱动空气瓶无压力；（7）机舱油舱（油柜）速闭阀控制箱内控制阀（控制拉手）无油舱对应的标识；（8）机舱油舱（油柜）速闭阀驱动空气瓶设置在机舱内；（9）机舱油舱（油柜）速闭阀控制箱压缩空气驱动管系漏气；（10）机舱（应急发电机）油舱（油柜）燃油管上未按检验规则要求装设速闭阀。
7 油位计（1）机舱（应急发电机）油舱（柜）的油位计使用圆柱形玻璃油位计替代；（2）油舱（柜）的平板玻璃油位计旋塞为非自闭阀；（3）油舱（柜）的平板玻璃油位计被油粘附，无法看清油位；（4）油舱（柜）的平板玻璃油位计连接接头处漏油；（5）油舱（柜）使用塑料管替代油位计。
PSC检查常见缺陷及应对策略（一）一、PSC检查中有甲板部各职务常见缺陷1、大副常见缺陷1．引水梯一定符合IMO要求，引水梯下部一节坏。
引水绳梯下端系了拉绳。
2．舱盖，道门，水密门，通风筒必须水密良好，不漏光，胶条无油漆，把手不能短缺。
水密门必须有加力管（里外都有）。
甲板生活区门自闭器损坏。
穿过货舱的透气管，测量管等必须完好，防止货损或货物进入油舱或水舱。
压载舱等透气孔关闭装置完好，护盖完好。
油舱透气孔必须有网罩。
各大舱汗水杯畅通，浮球活络，盖子正常。
个别通风筒无开关标志。
机舱烟筒顶小道门正常，顶部铁板正常，所有的大舱通风关闭装置必须活络。
舱口尾基不活络，没加油。
老旧船的机舱主风机筒必须打开检查挡板情况。
各透气孔，测量孔，注入孔必须有铭牌或名称，载重线，船名，船籍港必须清楚。
大舱汗水槽易碰坏，应及时焊补,以保证大舱水密。
主甲板生活区水密门关闭不严。
上边柜应打开检查。
3．生活区两侧舷梯：两端踏板应为桔黄色夜光漆，横梁为红色。
甲板突出物油桔黄夜光漆或白漆：地令，上边柜道门等。
直生机降落场标志为白漆或桔黄色夜光漆。
去主甲板工作区，应有黄黑相间的绳子拦隔，并中英文标记：进入工作现场，必须戴安全帽。
后甲板机舱逃生门标示不清楚，蓄电池间门上未有禁烟安全标志。
各溢油槽，螺丝堵头宜活络，常关闭。
甲板上集油槽不能用木塞。
4．垃圾未按要求分类，垃圾记录不正规。
公共场所张贴垃圾控制程序。
垃圾记录簿：1）焚烧塑料垃圾应有开始和结束时间，以及开始和结束船位。
2）在港口有接收设施，应分开记录塑料垃圾和其他垃圾。
不能用空油桶焚烧垃圾，否则，将会被处以罚款，垃圾桶数量不足。
垃圾分放不清。
垃圾处理规定铜牌要放在餐厅。
垃圾警告牌未张贴。
5．外生活区应急灯不明显，缺少锚钟，生活区内走廊地板有翘起。
主桅信号灯底座锈蚀。
油漆间应加马克。
清除所有航海灯具上的油漆。
所有航行灯需清洁。
应急灯灯罩需清洁。
艏尖舱有灯裸露。
6．卸货图没有显示船体强度,剪切力,力矩。
