行政许可证失效的通知
各区县体育局、市体育局机关有关处室、上海市射击射箭运动中心：为进一步规范本市射击运动项目的开展和管理，维护社会稳定，全面提升枪支安全管理能力，依据国家体育总局、公安部第12号令《射击竞技体育运动枪支管理办法》（以下简称《办法》）规定，现公布以下单位射击运动项目行政许可证失效：

现将有关事项通知如下：一、竞聘和续聘原则（一）在全国范围内进行公开招聘，优先续聘本中心2010年度训练比赛成绩优异的教练员；（二）竞聘和续聘过程中广泛征求意见，体现公平、公正、公开的原则，平等竞争、择优聘用德才兼备的教练员进入上海队执教。

二、竞聘基本条件㈠必须具有大专以上学历和中级以上专业技术职称（含中级）。

㈡教练员年龄在50周岁（含50周岁）以下，身体健康，能适应住队训练及比赛要求。

（50周岁以上，具有国家级教练职称的教练可不受此年龄限制）㈢具有较高的思想政治觉悟，有坚定的事业心和奉献精神，善于学习，思想品德、个人修养好；责任心强，能够严格要求，并能以身作则，注重教练员的表率作用。

三、岗位设置上海射击队实行领队领导下的主教练负责制，承担上海市体育局和上海市射击射箭运动中心下达的任务指标，每个项目的训练工作由主教练负责。

对不能完成中心下达的阶段性指标和违反队规队纪的教练员，上海射击队有权提前解聘。

1、男子步枪项目：主、副教练；2、女子步枪项目：主、副教练；3、男子手枪慢射项目：主、副教练；4、男子手枪速射项目：主、副教练；5、女子手枪项目：主、副教练；四、聘期自上海市射击射箭运动中心决定聘任之日起，至2013年全运会周期结束之日止，在此期间中心将根据各项目任务完成情况及教练员综合表现，对教练员队伍进行适当调整。

A one-day tour of my home townIn the warm spring days, my long-awaited one-day trip to my hometown finally arrived. 52发展与创新 │Development and Innovation 2013.12 Shanghai Economy上海伟成国防教育基地从创办至今已走过了15个春秋，规模也从小到大，由最初在中山公园的占地30亩，发展到今天在松江青青旅游世界3000余亩的规模。

同时，为青少年提供的训练项目内容也更加充实。

我们建立的“上海市伟成民防教育训练基地”，从国防教育为主要特色，增加了民防的教育内容，这是时代发展的需要。

根据上海市民防办公室、上海市教委《关于进一步加强本市大中小学生民防知识教育工作的意见》和《上海市中小学生生命教育指导纲要》精神，配合广大小学生开展生命与安全教育活动，上海伟成国防教育训练基地多年来一直将对广大青少年进行生命与安全教育为己任，联袂上海东方电视台少儿频道“小鬼当家”栏目全新打造了一批集科技、教育、娱乐、体育锻炼于一体的户外体验式教育活动。

2006年“小鬼当家”栏目在上海伟成国防教育训练基地拍摄的“平安大挑战”生命与安全教育系列电视上海伟成彩弹射击运动中心片一经播出，立即引起了社会各界的极大反响。

许多观众至电或致函给电视台，要求加强对广大学生生命与安全教育的宣传。

为此，上海伟成国防教育训练基地将“小鬼训练营”作为广大青少年日常的校外教育活动，全面系统地开展学生生命与安全教育。

为了形象生动，寓教于乐开展民防教育训练活动，我中心联合领赛电子等科技企业，千方百计，研发了多项电脑程控系统，加载声、光、电等感观设施，如：在中国的5000年发展过程中，有过贞观之治、文景之治、康乾盛世等辉煌的发展阶段，但也经受了八国联军进北京、第一次和第二次鸦片战争、日本侵华的屈辱历史，为了不使这段屈辱的历史重演，让孩子们能从小了解和掌握国防知识，树立强烈的爱国主义精神，培养中华民族吃苦耐劳和坚忍不拔的意志品质，根据《中国人民共和国国防教育法》，在1996年8月成立了“上海伟成彩弹射击运动中心”。

通过组织安排一系列的国防教育活动，向广大青少年普及国防教育知识，传授队列操、定向越野、彩弹射击、障碍越野等军事基础技能，训练不畏艰难走勇敢者道路和长征之路，让孩子们体验了一回做个当兵人的感觉，并且从中受到了一次爱国主义的教育，国防教育系列知识等军事技能的学习，因此，1999年8月，被上海市人民政府国防教育委员会命名为“上海市伟成国防教育训练基地”，并且获得了由中共上海市委、上海市人民政府、上海警备区联合颁发的“上海市国防教育先进单位”奖励。

从事射击竞技体育运动单位批准第一部分许可依据和权责确定一、许可依据《中华人民共和国枪支管理法》（1996年7月5日第八届全国人民代表大会常务委员会第二十次会议通过，1996年7月5日中华人民共和国主席令第72号公布）二、许可主体上海市体育局三、许可机构、人员实施机构：上海市射击射箭运动中心分管领导：张明操作部门：协会办公室负责人：高晓东经办人：高晓东郑志德四、许可职责（一）贯彻执行《中华人民共和国枪支管理法》；（二）遵守《上海市体育局行政许可办理细则》；（三）复查申请条件；（四）复核申请材料；（五）对场地、装备、安全防范设施等进行勘察；（六）在法定期限内按照规定程序作出书面决定；（七）及时与受理窗口、相关部门沟通；（八）其它有关许可工作。

五、岗位职责（一）部门分管领导职责1、负责贯彻落实《中华人民共和国枪支管理法》；2、督促经办人员遵守《上海市体育局行政许可办理细则》；3、负责管理和指导工作；4、确定经办人；5、听取经办人工作汇报；6、组织人员对场地、装备、安全防范设施等进行勘察；7、审核和批准行政许可意见书；8、其它有关行政许可工作。

（二）经办人职责1、领会执行《中华人民共和国枪支管理法》；2、严格遵守《上海市体育局行政许可办理细则》；3、复查申请条件；4、复核申请材料；5、按标准对场地、装备、安全防范设施等进行勘察；6、向部门分管领导汇报工作；7、起草行政许可意见书；8、在规定期限内将行政许可意见书送达受理窗口；9、及时与受理窗口、相关部门沟通；10、其它有关行政许可工作。

第二部分准入标准和许可程序六、准入标准（一）场地、设备要求：1、射击场选址应避开重要设施，以及党政机关、使领馆、商业、居民集聚地，周围环境应有利于保障安全和射击运动的开展；2、射击场地应当符合国际射联《射击规则》要求，并由体育主管部门会同公安部门验收合格；3、至少应当设置以下一类射击靶位，数量至少应当达到（根据本市实际情况）：气枪类靶位16个；50米小口径步枪、手枪类靶位10个；25米小口径手枪类靶位10个（两组速射靶）；移动靶位1组；飞碟场地1组（双向、多向、双多向任选其一）；4、射击场必须具备公安部门验收合格的枪库和弹药库，必须分别安装双门（防盗门）双锁（防盗锁），库房内的窗户必须安装防盗窗，必须安装110联网防盗系统设备；5、枪支弹药的购买、使用、保管等应当符合《中华人民共和国枪支管理法》及《射击运动枪支配置办法》有关规定；6、露天射击场的靶挡不得低于6米，围墙不得低于3米，必须保证枪支从任何角度射击，弹丸不能飞跃靶挡和围墙顶端；7、射击场应设置道轨式移动报靶或电视监控报靶等自动报靶、换靶装置。

上海市体育局关于对本市19家从事射击竞技体育运动单位换发行政许可证的通知文章属性•【制定机关】上海市体育局•【公布日期】2015.08.10•【字号】•【施行日期】2015.08.10•【效力等级】地方规范性文件•【时效性】现行有效•【主题分类】体育,行政许可正文上海市体育局关于对本市19家从事射击竞技体育运动单位换发行政许可证的通知各区县体育局、市体育局直属有关单位、市有关高校、市射击运动协会：今年1月，我局发出《上海市体育局关于对本市40家从事射击竞技运动单位进行换发许可证的通知》（沪体法〔2015〕42号），其中属于上半年换证单位有18家，属于原整改单位1家（不在40家单位之列）。

根据通知要求，各区体育局、部分高校单位及涉枪单位较重视此项工作，积极组织开展自查和抽查工作，并认真递交换证规定材料。

我局对部分射击单位进行了抽查，总体情况较好，基本符合《射击竞技体育运动枪支管理办法》规定，现准予换发行政许可证并将在网上公布。

属于今年下半年换证的单位，请继续按时、按要求认真做好相关工作，确保换证工作顺利进行。

现对上半年符合要求的换证单位名单公布如下：1．市体育局直属单位：上海市射击射箭运动中心。

2．长宁区：长宁区业余军事体育学校、古北路小学、西延安中学、适存小学。

3．奉贤区：奉贤区体育训练中心。

4．黄浦区：黄浦区黄浦青少年业余体育学校、上海外国语大学附属大境中学、上海市格致初级中学。

5．静安区：静安区第二青少年业余体育学校。

6．浦东新区：浦东新区第一少年儿童业余体育学校、金茂小学、杨园中心小学、凌桥镇中心小学。

7．嘉定区：嘉定区体育训练中心。

8．徐汇区：上海东方射击俱乐部。

9．高校：东华大学。

10．闵行区：闵行区青少年体育运动学校。

11．宝山区：上海交通大学附属中学。

接到本通知后，请各单位在9月15日前领取许可证。

七、竞赛办法（一）各项目个人和团体赛同时进行，不进行决赛。

（二）比赛用枪、弹自备，如使用国产枪，60发项目加6环，40发（含40发）以下项目加4环。

增加环数一次性加入总环数，不分计各组。

（三）竞赛规则：采用2005年中国射击协会最新审定公布的《射击竞赛规则》，及有关补充规定执行。

八、录取名次、计牌、计分和奖励办法（一）按照本届运动会竞赛规程总则的有关规定执行。

（二）各单项团体录取前6名，团体成绩按三名运动员在比赛中所获环数相加之和计算，环数高者名次列前，如环数相等则以三人最后一组环数相加，高者列前。

如参赛队数不足6队（含6队）减一录取名次，少于2队（含2队）不列为比赛项目。

（三）开展“体育道德风尚奖”评选活动，办法另订。

九、申诉和纪律按照本届运动会竞赛规程总则的有关规定执行。
