三峡大学来华留学生公寓外住宿管理规定三峡大外〔2014〕

三峡大学来华留学生公寓外住宿管理规定三峡大外〔2014〕30号第一条为规范来华留学生公寓外住宿管理，根据教育部、外交部、公安部令第9号《高等学校接受外国留学生管理规定》（2000年1月31日）和《中华人民共和国出境入境管理法》文件精神，结合我校实际，特制订本规定。

第二条公寓外住宿是指在学校统一安排的公寓以外（含校内教师公寓）租房居住的行为。

第三条留学生因个人原因在公寓外租房居住，其租住地必须为学校附近安防（技防、物防、人防）规范的小区，且必须办理相关手续，并自觉遵守相关管理规定。

第四条有下列情况之一者不得申请公寓外住宿：1.大一新生和各类进修生、交换生；2.未满18周岁；3.奖学金内容包括住宿费的；4.当前学年因违反校纪、校规受到纪律处分的。

第五条申请公寓外住宿的留学生应按下列程序办理手续：（一）申请者本人向所在学院提出书面申请，申请材料如下：1.《三峡大学来华留学生公寓外住宿申请表》一式四份；2.《三峡大学来华留学生公寓外住宿安全承诺书》一式四份；3.学生家长知情同意书；4.学生护照、居留证件复印件；5.房屋租赁合同及其公证书原件、复印件（原件在学院核查后退还）；6.房产证或购房合同复印件；7.房东户口簿、身份证复印件。

（二）所在学院对申请材料进行审核，并指定专人对学生租住的房屋进行安全评估。

材料审核及安全评估合格的，学院签署审核意见。

（三）国际合作与交流处审批。

（四）学生公寓管理办公室备案。

第六条已批准在公寓外住宿的留学生应在搬离学校统一安排的公寓前到学生公寓管理办公室办理退寝手续，结清费用，归还房间钥匙、门禁卡等物品。

第七条已批准在公寓外住宿的留学生应在入住租住房屋24小时以内和房东持房屋租赁合同、学生护照、居留许可和房东的户口簿等材料到租住房屋所在地的派出所申报，填写临时住宿登记表，并将相关材料提交所在学院备案。

第八条留学生公寓外住宿申请一般每年6月上、中旬集中办理，逾期不予受理。
