天津滨海新区响螺湾CBD建设规划详解远眺响螺湾38座摩天大楼鳞次栉比(管理员注:实际情况是,38个项目,55座高楼,有的项目不只一座高楼.妓者自己没搞清楚),,双向8车道的大道宽阔顺畅,亲水平台、带状绿地、内湖、彩带岛使人们驻足徜徉,立体式的设计充分利用地下空间……响螺湾——这个滨海新区中心商业商务区的起步区为人们勾画出一幅和谐、时尚、现代的美景,为新世纪的写字楼集群基地注入了新的概念。
基础设施是区域发展的基础,良好的道路交通环境无疑会为区域经济插上腾飞的翅膀。
响螺湾地区规划面积1.26平方公里,一期工程道路设计总长度8.5公里,道路面积28.5平方米,共计12条。
目前,已经有7条道路竣工,几乎全部位于近期开工建设地块周围,达到了项目开工建设对道路通行条件的要求。
响螺湾主干道之一的迎宾大道双向6车道全部具备通车条件。
目前,像迎宾大道这样的竣工道路已达4条。
二期工程计划建设道路10条,主要集中于大沽船厂区域,目前3条道路也已经开工建设。
响螺湾商务区还将拥有庞大而先进的地下交通网络。
根据初步规划,为了解决跨河交通问题,连接响螺湾和塘沽中心城区的地下机动车道将从上海道开设入口,穿过海河,直达商务区。
作为现代化的商务区,具有超前意识的响螺湾已经规划出了大量的地下停车库,这些地下停车库将通过地下机动车道实现连通。
一提起写字楼聚集地人们脑海中往往会呈现出由钢筋水泥铸造的钢铁般的城市景观。
在商业商务区,在大型企业的总部基地,在外省市办事处集中的基地,总是寸土寸金,总是摩天大厦簇拥,道路喧嚣拥挤,很难与花园式的美景联系到一起。
而花园式、立体式的响螺湾则重新诠释了商业商务区的崭新概念。
这里不仅仅有摩天大楼,还有令人神往的美丽景观和神秘的地下布局。
高楼大厦是商业商务区的“保留节目”,响螺湾自然也不会少。
28层,32层,46层,71层……响螺湾总规划的高层建筑达到了38座。
其中制高点直逼360米,将近3个泰达中心酒店那么高,与深圳市第一高层建筑地王大厦比肩。

天津市滨海新区人民政府2024年7月6日天津市滨海新区质量强区建设纲要为贯彻落实《质量强国建设纲要》,服务质量强国战略,按照《天津市质量强市建设纲要》部署,深入推进质量强区建设,结合滨海新区实际,制定本纲要。
一、总体要求(一)指导思想以习近平新时代中国特色社会主义思想为指导,全面贯彻党的二十大精神,坚定拥护“两个确立”,做到“两个维护”,认真贯彻习近平总书记视察天津重要讲话精神,深入落实天津市第十二次党代会和区第四次党代会精神,把握新发展阶段,贯彻新发展理念,构建新发展格局,推动高质量发展,坚持以供给侧结构性改革为主线,以人民满意为根本目的,突出高标准、高效益、高品质,推动质量变革创新,发力全方位质量提升,促进全面建设生态、智慧、港产城融合的宜居宜业宜游宜乐美丽“滨城”。
(二)主要目标到2025年,质量推动经济社会发展的作用更加突出;人民群众质量获得感、满意度明显增强;质量治理体系更加完善。
——产业质量竞争力持续增强。
产业基础高级化,产业链现代化水平明显提高,工业战略性新型产业和高技术制造业快速发展,建成质量卓越产业集群。
——产品、工程、服务质量水平显著提升。
质量供给和需求更加适配,地产农产品质量安全监测总体合格率达到98%以上,食品评价性抽检合格率达到98.5%以上,制造业产品质量合格率达到95%,消费品质量合格率有效支撑高品质生活需要,建筑产业现代化达到全国领先水平,工程质量抽查符合率不断提高,服务质量满意度全面提升。
概念性规划方案设计说明解说词一、项目概述:本项目位于洛阳市北部,洛阳工业园区东端,310国道以北、道北六路以南、东临华山路、西邻龙翔东路。
建设用地113246.11平方米约(约170亩)。
项目距市中心6.5公里,距洛阳机场2.6公里,交通较为便利。
本项目地块的用地性质为居住,可兼商业。
西侧及南侧沿街及西侧局部设置商铺,住宅布置有多层、高层以及相应的配套设施,是一个综合性的现代住宅小区。
二、规划设计理念:(1)环境先行——充分利用自然环境,在开发与设计之初,就建立“环境”先行的观念是达到开发、销售与居住三赢的关键。
(2)以人为本——从总体布局、单体、户型到细部处理,充分体现设计对人的尊重与关心,充分考虑人的需要和便利。
(3)整体设计、一步到位——即在规划设计之初,就从环境的角度,将建筑与景观相结合,最大限度的发挥景观环境对于住区整体空间形态的影响,只有这样才能营造出一个整合大气的社区形象和富有特色的高品质社区环境。
(4)高品位的体现——从城市设计角度围绕着解决建筑设计同城市空间关系及希望通过设计形成区域地标建筑,完善的设施、高贵雅致的外观和优质的服务是高品味的体现。
通过以上原则力图营造一个布局合理、环境优美、舒适宜人的居住环境,建立恰到好处的交通、绿化系统、空间秩序等,追求社会、经济、环境综合效益的整合,充分体现新时代洛阳的形象,努力创造一个标志性强,整体良好的人居精品。
规划设计:1、总体布局本规划布局主要结构为四个住宅组团围绕一个中心景观区,同时形成一个T字景观带。
其中,东南角组团与中心景观相互渗透形成品质最佳的多层组团,其余组团为不同层数的高层相结合的组团,在中心景观处结合会所设置一栋户型设计上可分可合的楼王。
在入口处布置幼儿园,方便家长接送。
西侧、南侧沿街及北侧局部布置2层商铺、东南角两条道路交叉设置一个餐饮为主的商业。
在总图设计中充分考虑分期开发的灵活性,以“品质先行、景观先行”的原则,规划南半区与景观区为第一期开发,以品质占领市场;北半区两个组团为二期开发,达到较好的经济效益。
天津滨海新区规划空间布局为“T”型结构滨海新区总体空间布局为“T”型结构:沿京津塘高速公路和海河建设“高新技术产业发展轴”,沿海岸线和海滨大道建设“海洋经济发展带”。
在“轴”、“带”的交汇处,建设国际港口大都市标志区和生态宜居的海滨新城,构成滨海新区的核心区。
同时,要加快建设和形成七个产业功能区,即高新技术产业区、现代冶金产业区、空港物流加工区、海洋产业及循环经济示范区、海港物流区、化学工业区和休闲旅游区。
交通系统带动经济快速发展天津滨海新区未来的交通系统规划由公路、铁路、航运等立体交通网络组成,将建设成为拥有海、陆、空立体交通网络的工业基地,建成比较完善的基础设施框架,形成现代交通网络体系,从而进一步发挥连接国内外、联系南北方、沟通中西部的枢纽功能,使滨海新区人流、物流、资金流往来不断增加,并带动经济快速发展。
滨海化工区范围达80平方公里规划中的天津滨海新区化工区产业包括石油化工、海洋化工、精细化工,区域范围达80平方公里。
居住区布局未来布局规划图为天津滨海新区居住区未来布局规划。
海滨休闲旅游区根据汉沽区确定的目标,汉沽区要建成为环渤海乃至东北亚地区休闲旅游服务体系的重要组成部分,要建成国际旅游目的地,天津市的海滨休闲旅游区。
该休闲旅游区的规划面积为150平方公里,其中陆域面积和海域面积各为75平方公里,投资金额为166亿元人民币。
将以航母游乐港为龙头,带动沿海旅游观光带和沿蓟运河旅游观光带的发展。
建设以航母游乐港、世界级主题公园、海上游乐园、高尔夫球场为支撑的旅游核心区,以营城湖、四万亩葡萄观光园为支撑的生态湿地观光区和综合服务区。
该旅游度假区预计将在2008年初具规模。
另外,14公里双向8车道的海滨大道已经开工建设,将为沿海旅游观光带向游人开放打下基础。
服务功能中心商务商业区未来天津塘沽区将在中心城区50平方公里范围内,重点开发建设金融保险,会展旅游、休闲娱乐等具有滨海新区服务功能的商务商业区。

这个《方案》可作为指导今后天津市城市发展与建设的依据,望认真组织实施。
现对有关问题批复如下:一、天津应当成为拥有先进技术的综合性工业基地,开放型、多功能的经济中心和现代化的港口城市。
今后,要充分利用现有的工业基础及资源条件,重点发展省水、省能和消耗原材料少的技术密集型产业和新兴产业,引进先进技术,改造老企业,调整原有的工业结构和布局,为国家的经济发展提供先进的技术装备和工业产品。
加强港口和城市基础设施的建设,大力发展外贸、商业、金融、信息、科技以及其他服务事业,增强城市的辐射能力和吸引力,充分发挥中心城市的多功能作用。
二、严格控制城市人口规模。
要采取综合措施,到二○○○年,使天津市城市人口规模控制在六百一十万左右,其中市区人口控制在三百八十万左右,滨海地区人口不超过一百二十万,近郊卫星城镇及市辖各县城的人口一百一十万左右。
要在做好计划生育工作的同时,严格控制人口的机械增长。
市区一般不再新建工厂,要结合滨海地区和郊区卫星城镇的建没,有计划地逐步疏散市区人口。
要加强卫星城镇的市政公用和生活服务等配套设施的建设,创造良好的工作、学习、生活和就业条件,并实行必要的优惠政策,鼓励市民在小城镇就业定居。
三、适当调整城市建设布局。
结合天津市的经济发展,逐步形成以海河为轴线,市区为中心,市区和滨海地区为主体,与近效卫星城镇及远郊县镇组成性质不同、规模不等、布局合理的城镇网络。
