①近代以来,为了应对国际战争和冲突,构建持久稳定的国际秩序,一系列全球治理方案接踵而出,但总体上收获甚微。
这不禁令人反思一个重大问题:构建持续和平稳定发展的国际秩序是否可能?②依照黑格尔在《法哲学原理》中的理解,构建持续和平稳定发展的国际秩序是不可能的。

在这种情况下,一旦某一国家在发展中获得更大的优势和力量,平衡便必然会被打破,“弱肉强食”的国际秩序仍将继续。
③但问题在于,当今世界已经远不是黑格尔所处的那个现代性起步和快速发展的时代,而是处于现代性发展的新的历史阶段。
今日世界现代性问题的严重化和普遍化,并不是靠丛林法则就能根本解决的。
对外战争不能确保自身和平,限制他国发展不能确保自我发展,不合作就不能发展,不共赢就不能单赢,这已经是时代发展的大趋势。
这时候再抱着传统现代性全球治理方案不放,显然就不能适应时代发展了。
时代发展呼唤新的全球治理方案。
在这种背景下,中国准确把握时代的新特点和新趋势,积极推动构建人类命运共同体,倡导共商共建共享共赢的全球治理方案,这是时代发展的必然。
