欧盟的“协调标准”欧共体于1985年通过了《关于技术协调和标准化新方法》的理事会决议,决定实行新的制定欧共体技术法规的方法(即新方法,按照新方法制定的技术法规称为新方法指令),新方法规定:欧共体的技术法规只规定有关安全、健康、消费者权益以及可持续发展的基本要求,详细的技术规范和定量指标则由相关的“协调标准”规定,协调标准可作为符合新方法指令的符合性推断依据,即如果产品满足了有关协调标准,则可推断该产品符合相关指令规定的基本要求。
由于目前欧盟市场上约80%的产品被要求必须满足相关新方法指令规定的基本要求,这样才可以在市场上投放和自由流通。
因此,正确认识、理解和采用协调标准,对于产品更好地满足新方法指令的基本要求,能顺利进入欧盟市场,具有十分重要的意义。
1协调标准根据欧盟官方文件“基于新方法和全球方法的指令的实施指南”中绐出的解释,协调标准是欧洲标准组织(CEN—欧洲标准化委员会;CENELEC—欧洲电工标准化委员会;ETST——欧洲电信标准协会)采用的欧洲标准,按照欧盟委员会和欧洲标准组织达成的通用指南进行制定的,在广泛征求各成员国意见之后,由欧盟委员会批准发布的。
换句话说,协调标准是由欧盟委员会授权欧洲标准组织依据新方法指令的基本要求组织制定的欧洲标准。
目前,欧盟委员会已发布的协调标准近万项,这些标准,对内促进了欧盟市场的一体化,对外成为欧盟重要的技术性贸易壁垒。
协调标准的制定作为欧洲标准中较为特殊的一类,协调标准是由欧盟委员会授权制定的,其制定程序不完全同于其他欧洲标准的制定程序。
欧洲议会和理事会指令《关于技术标准化和法规领域制定信息规则程序》(98/34/EC)中就有关协调标准的制定进行了规范。
(1)标准制定授权欧盟委员会根据需要,决定是否制定协调标准,对需要制定的协调标准进行制定授权,首先编制授权书,授权书是针对标准制定的各方面的要求,其中最主要的是满足指令的要求。
欧盟委员会充分征求按照(98/34/EC)指令设立的技术委员会和其他根据相关指令设立的分技术委员会的意见,并达成共识。
欧盟协调标准、协调指令与基本要求欧盟是当今世界上最大的发达国家集团,其市场潜力非常巨大。
在市场全球化的今天,产品的生产者要与欧洲大市场接轨,首先要在标准和要求上与之接轨。
因此,有关部门应当注意收集并及时发布欧盟标准信息,生产企业对欧盟的协调标准、协调指令以及基本要求不仅要了解,而且应当根据要求对产品进行风险分析,得出相关产品是否假定符合的结论,以此来增强产品投放欧洲市场的信心。
一、协调标准协调标准是由欧洲标准化组织根据欧委会和欧洲标准化委员会(CEN)、欧洲电工技术标准化委员会(CENELEC)、欧洲电讯标准化组织(ETGSI)达成的指导原则而起草,并被欧委会所采用的欧盟标准。
根据欧共体第98/34/EC号指令所给定义,欧盟标准是由欧洲标准化组织为重复或继续适用而采纳的、非强制性适用的技术规范。
根据这些组织的内部规则,欧盟标准必须被转换为成员国标准。
这一转换意味着欧盟标准必须同时以成员国标准形式出现,并且必须在规定期限内取消有可能与欧盟标准发生冲突的成员国标准。
1.协调标准与欧盟标准的区别在于:(1)与法规的关系。
欧盟标准与欧盟法规没有任何关联,只是欧洲标准化组织制定的一个标准而已;而协调标准却与具体的法规有密切关系,即一个协调标准必须与相关的基本要求相匹配;(2)在《官方公报》上公布。
欧盟标准不会在《官方公报》上公布,而协调标准必须在《官方公报》上公布,并由成员国转换为成员国标准;(3)按协调标准生产的产品,应假定符合了指令的基本要求,而按照欧盟标准生产的产品没有这一假定符合。
此外,由欧洲标准化组织采用的协调文件也可以被欧委会接受作为协调标准。
欧盟标准和协调文件的区别主要是成员国所负担义务的程度不同。
协调文件必须在国家级执行,至少也要公布文件的名称和代号,并将与之相冲突的国家标准撤消。
当然,在特定条件下,协调文件被作为协调标准而适用时,允许在国家标准间出现不同。
但是,一些私人公司或团体采用的技术规格,或者从欧洲标准化组织得到的其他文件,不是协调标准。
欧盟指令标准
欧盟指令是欧盟委员会发布的一种指令,旨在协调和统一成员国在特定领域内的法规和标准。
这些指令通常包括对产品性能、安全、环保等方面的要求和规范。
以下是一些欧盟指令的示例:
电磁兼容指令(EMC):该指令规定了电气设备和系统在电磁环境中应具备的兼容性要求,以确保其不会对其他设备产生过大的干扰。
低电压指令(LVD):该指令涉及低电压电气设备的安全要求,包括对触电、过电流、过电压等危险的保护措施。
机械指令(MD):该指令涵盖了机械设备的通用安全要求,包括对机械能、危险区域、安全距离等方面的规定。
压力容器指令(PED):该指令涉及压力容器的设计和制造要求,以确保其在使用过程中的安全性和可靠性。
无线指令(RED):该指令规定了无线电设备和系统的频率范围、电磁辐射等要求,以确保其不会对其他无线电设备产生干扰。
玩具指令(TOYS):该指令涉及玩具的安全要求,包括对物理、化学、机械等方面的性能要求,以确保玩具不会对儿童造成伤害。
个人防护用品指令(PPE):该指令规定了个人防护用品的设计和制造要求,以确保其在使用过程中的安全性和有效性。
一般产品通用安全指令(GPSD):该指令涉及一般产品的安全要求,包括对产品设计、制造、使用等方面的要求,以确保其不会对人类造成伤害。
医疗器械指令(MDR):该指令规定了医疗器械的制造、监管和使用要求,以确保其安全性和有效性。

欧盟CE认证无线RED指令协调标准更新
近日,欧盟持续更新了CE认证RED(Radio equipment Directive 2014/53/EU)的协调标准,ETSI EN 300 328 V2.1.1最终版已经正式列入协调标准清单;
新标准变动主要涉及到的项目:接收阻塞Receiver Blocking,自适应性测试要求,功率频谱密度,辐射杂散测试,跳频间隔测试等。
RED指令需满足四个方面的评估,如下图所示;
RED指令正式生效日期是去年6月13日,并正式取代旧版RTTE指令1999/5/EC,新指令的发布加大了出口到欧盟境内产品制造商的检测认证成本,技术性贸易壁垒提高带来的影响,将在2017年全球化市场体现的越来越大。

On the date stated, the superseded standard ceases to give presumption of conformity with the
essential requirements of the directive.
NOTE:
— Any information concerning the availability of the standards can be obtained either from the European Standardisation Organisations or from the national standardisation bodies of which the list is annexed to the Directive 98/34/EC of the European Parliament and Council (1) amended by the Directive 98/48/EC (2).
— Harmonised standards are adopted by the European Standardisation Organisations in English (CEN and Cenelec also publish in French and German). Subsequently, the titles of the harmonised standards are translated into all other required official languages of the European Union by the National Standards Bodies. The European Commission is not responsible for the correctness of the titles which have been presented for publication in the Official Journal.
— Publication of the references in the Official Journal of the European Union does not imply that the standards are available in all the Community languages.
— This list replaces all the previous lists published in the Official Journal of the European Union. The Commission ensures the updating of this list.
