Summary： because of between our country and administration ethics long-term omission of construction, cause in governed by law construction appearing serious ethics lose problem Fan, especially the corrupt problem of edge. The main origin cause of formation of the edge corruption is that an administrative personnel abuses power and legal system and is divorced from construction of rule of virtue one. Because the corrupt behavior of edge is not restrained by the law , so, in managing, only depend on the restriction function of administration's ethics . The way to strengthen administration's ethics construction at the present stage is: Carry on administration's ethics ethics and legislate; Perfect administration's ethics supervision mechanism, strengthen the surveillance by the masses; Launch administration's ethics education, make the administrative personnel's on-the-job ethics train institutionalizedly, give full play to the administrative personnel's morals subject selfdisciplining; Standard introduce appointment and removal, rise or fall to get civil servant, among punishing administration ethics.
