省级经济技术开发区管理体制和运行机制改革研究作者:张奎珍来源:《机构与行政》2012年第09期一、基本情况为进一步加快推动省级经济开发区发展,2008年,济宁市委、市政府确定了14个与开发区有属地关系的镇作为试点新型乡镇,实行“区镇合一”体制,明确内设机构为正科级。
同时,确定了按经济指标和增幅“奖励”晋升县级待遇的政策。
在14个省级经济开发区中,市中区、任城、曲阜、兖州、邹城、梁山6个经济开发区管委会为市编委批准设立的副县级事业单位,其余8个均为各县市区批准成立的正科级事业单位,内设机构不尽相同。
目前,微山、鱼台、梁山开发区由于没有实行镇区合一体制,内设机构为副科级,其余开发区内设机构均为正科级,内设机构的设置数4~9个不等。
截止目前,14个省级经济开发区辖区总面积已发展到1430平方公里,建成区面积73.75平方公里,实现总收入2388亿元,占全市50.6%,增长34.1%;税收总收入74.5亿元,占全市的22.9%,增长35.5%;固定资产投资已占到全市的62.2%,其中基础设施建设投入198.3亿元,年均增长70%以上。
开发区对全市经济增长的贡献率达到35%。
从开发区运行的情况看,目前主要存在两种类型:(一)区镇合一型。
除微山、鱼台、梁山等3个开发区外,其他9个县11个开发区均与驻地镇实行“区镇合一”,所在镇是园区投资的主体。
采用“一套班子,两块牌子”,管委会书记大部分由县(市、区)长兼任,管委会主任兼任开发区党工委副书记、乡镇党委书记、镇长,另分设2~4名党工委副书记、管委会副主任,均由乡镇班子成员兼任。
这类开发区的党工委和管委会作为同级党委、政府的派出机构,对辖区内的党务、行政、经济和社会事务实行统一领导、统一管理。
部分开发区党工委、管委会和乡镇党委政府实行了集中办公,如任城、金乡经济开发区,其他开发区仍实行分开办公模式,即把与经济发展相关的机构整合,放在开发区办公,一些社会事务性机构整合后留在原乡镇驻地办公。

现将主要情况汇报如下:一、市经济技术开发区自2016年正式启动以来,市经济技术开发区现分为中部综合配套服务区,即中央商务区、南部商贸物流区、北部产业发展区等区划。
中央商务区是重点突破的核心区,总规划面积30亩,筑面积2.3万平方米,总投资1.2亿元,实行产城一体发展,主要布局工业产业项目及生活居住、商务办公等服务设施,承担产业发展、金融服务、公共管理等职能。
集中布局创业大厦、邻里中心、中科院中学等10余个重点项目。
按照智慧城市、海绵城市的建设理念,委托美国LLA、德国罗昂等国际知名公司编制了控制性详细规划,水系景观、基础设施等专项规划,公共服务平台等单体规划。
参与中央商务区大会战的中建六局、中建八局、中铁三局、西部控股等企业、投融资公司等10余家,累计投入已达15亿元以上。
截止目前,中央商务区已形成了建设体量。
经开区成立时间较晚,基础性配套设施建设相对薄弱。
为加快区域经济发展,有效解决项目建设资金不足和融资难的瓶颈,2017年经开区专门成立了祥城投资公司,采取PPP模式与社会资本合作组建合资公司,负责融通资金,投入园区基础设施和服务设施建设。
意见和建议:二、嘉祥县今年3月,嘉祥县成功申报曾庙设立为“山东省海峡两岸交流示范点”。
自2011年开始,嘉祥县已成功举办五届海峡两岸曾子思想暨礼孝文化论坛。
邀请海峡两岸曾子思想研究专家学者、曾氏宗亲代表及台湾客商台胞来嘉祥参会,加强了海峡两岸的交流、沟通,拓展了两岸经贸往来渠道,提高了“曾子故里•嘉祥”在海峡两岸的知名度,该项目也年年被国台办列为“海峡两岸重点交流项目”,被山东省台办评为“山东省优秀对台交流项目”。
