二○一一年八月二十九日贵阳市土地一级开发整理实施意见第一章总则第一条为规范本市土地一级开发整理行为,加强土地资源的合理有效配置,促进土地节约集约利用,根据《中华人民共和国土地管理法》、《中华人民共和国城市房地产管理法》、《国务院关于鼓励和引导民间投资健康发展的若干意见》(国发〔2010〕13号)、《土地储备管理办法》(国土资发〔2007〕277号)以及《贵阳市土地储备管理办法》等有关规定,结合本市实际,制定本实施意见。
第二条凡在市域内经市和县(市)人民政府批准的土地一级开发整理项目,适用本实施意见。
第三条本实施意见所称土地一级开发整理,是指对经批准区域范围内纳入储备的土地,由确定的土地一级开发整理单位依法筹措资金,配合辖区政府实施规划、编制报批、土地征转、收回收购、房屋征收安置补偿等工作,按照批准的规划要求组织实施道路、供水、供电、供气、排水、通讯、照明、绿化、土地平整等为完善和提升土地使用功能的配套设施建设和城市基础设施建设,使该区域范围内土地达到规定的供应条件。
第四条土地一级开发整理项目应当符合土地利用总体规划、城市总体规划、土地储备规划、年度土地储备计划,以及相关法律、法规和规章的要求。
第二章土地一级开发整理项目和单位的确定第五条由区(市、县)人民政府、管委会统筹协调本区域内的土地一级开发项目,报贵阳市土地矿产资源储备中心(以下简称“市土地储备中心”)列入年度土地储备计划。

开阳县顶方大道周边棚户区改造工程土地一级开发项目可行性研究报告I前言1、区域位置:开阳县顶方大道周边棚户区改造项目工程地处开阳老县城至规划的顶方新行政中心周边,项目用地包括东风湖水库坝体出水口区域、县老水泥厂、黄土坎、烂湾等。
2、现状情况:项目用地为集体土地与存量国有土地混合用地,改造房屋多为杂乱无章的村民自建房和破旧厂房。
3、建设内容:该项目土地一级开发含配建市政道路顶方大道一期与开花大道起始段,顶方大道的建成是到达新行政中心最便捷的通道。
4、由于地处新老城节点,该项目建成后,可打造开阳环湖集高端商业、文化服务、高品质住宅于一体的城市综合体,项目计划采取”高起点规划、高标准设计、道路先行”的原则和分期滚动实现开发建设的方式,最终实现全面改造。
