A few months ago, it wasn't unusual for 47-year-old Carla Toebe to spend 15 hours per day online. She'd wae up early, turn on her laptop and chat on Internet dating sites and instant-messaging programs –leaving her bed for only brief intervals. Her household bills piled up, along with the dishes and dirty laundry, but it too near-constant complaints from her four daughters before she realied she had a problem.

The American Psychiatric Association may consider listing Internet addiction in the net edition of its diagnostic manual. And scores of online discussion boards have popped up on which people discuss negative eperiences tied to too much time on the Web.

"There's no question that there're people who're seriously in trouble because they're overdoing their Internet involvement," said psychiatrist (精神科医生) Ivan Goldberg. Goldberg calls the problem a disorder rather than a true addiction.

Jonathan Bishop, a researcher in Wales specialiing in online communities, is more septical. "The Internet is an environment," he said. "You can't be addicted to theenvironment." Bishop describes the problem as simply a matter of priorities, which can be solved by encouraging people to prioritie other life goals and plans in place of time spent online.

The new CNS Spectrums study was based on results of a nationwide telephone survey of more than 2,500 adults. Lie the 2005 survey, this one was conducted by StanfordUniversity researchers.About 6% of respondents reported that "their relationships suffered because

of ecessive Internet use." About 9% attempted to conceal "nonessential Internet use," and nearly 4% reported feeling "preoccupied by the Internet when offline."

About 8% said they used the Internet as a way to escape problems, and almost 14% reported they "found it hard to stay away from the Internet for several days at a time."

"The Internet problem is still in its infancy," said Elias Aboujaoude, a Stanford professor. No single online activity is to blame for ecessive use, he said. "They're online in chat rooms, checing e-mail, or writing blogs. not limited to porn (色情) or gambling" websites. Ecessive Internet use should be defined not by the number of hours spent online but "in terms of losses," said Maressa Orac, a Harvard University professor. "If it's a loss you're not getting to wor, and family relationships are breaing down as a result, then it's too much."

Since the early 1990s, several clinics have been established in the U. S. to treat heavy Internet users. They include the Center for Internet Addiction Recovery and the Center for Internet Behavior.

The website for Orac's center lists the following among the psychological symptoms of computer addiction

● Longing for more and more time at the comp uter.

● Neglect of family and friends.

● Feeling empty, depressed or irritable when not at the computer.

● Lying to employers and family about activities.

● Inability to stop the activity.

Physical symptoms listed include dry eyes, bacaches, sipping meals, poor personal hygiene (卫生) and sleep disturbances.

People who struggle with ecessive Internet use maybe depressed or have other mood disorders, Orac said. When she discusses Internet habits with her patients, they often report that being online offers a "sense of belonging, and escape, ecitement fun," she said. "Some people say relief…because they find themselves so relaed."

Some parts of the Internet seem to draw people in more than others. Internet gamers spend countless hours competing in games against people from all over the world. One such game, called World of Warcraft, is cited on many sites by posters complaining of a "gaming

addiction."

Andrew Heidrich, an education networ administrator from Sacramento, plays World of Warcraft for about two to four hours every other night, but that's nothing compared with the 40 to 60 hours a wee he spent playing online games when he was in college. Since then, Toebe said, she has ept her promise to herself to cut bac on her Internet use. "I have a boyfriend now, and I'm not interested in online dating," she said by phone last wee. "It's a lot better now."

Lie many new graduates, I left university full of hope for the future but with no real idea of what I wanted to do. My degree, with honors, in English literature had not really prepared me for anything practical. I new I wanted to mae a difference in the world somehow, but I had no idea how to do that. After completing my training, I was sent to the village that was small and desperately in need of proper accommodation. Though the local villagers were poor, they offered their homes, hearts, and food as if I were their own family. I was ased to lead a small team of local people in building a new schoolhouse. For the net year or so, I taught in that same schoolhouse. But I sometimes thin I learned more from my students than they did from me. 钦州市2018年大气污染防治攻坚方案 为全面贯彻落实党的十九大精神,坚决打赢蓝天保卫战,确保我市环境空气质量持续改善和完成自治区下达的年度目标任务,制定本方案。 一、年度工作目标 到2018年底,全市环境空气质量优良天数比率不低于90.1%,细颗粒物(PM2.5)平均浓度不高于35微克/立方米。各县区年度环境空气质量改善目标见附件1。 二、主要任务 (一)加快推进产业结构调整 1.严格控制“两高”项目准入。根据主体功能区定位,制定符合区域功能定位和国家要求的产业准入目录,严格执行高耗能、高污染和资源性行业准入条件,明确资源能源节约和污染物排放等指标,严格控制“两高”项目建设,实行新(改、扩)建项目产能等量或减量置换。(市发改委牵头;市工信委、市国土资源局、市环保局、市行政审批局配合;各县区人民政府、管委,钦州保税港区、中马钦州产业园区管委落实) 2.继续推行实施清洁生产。以钢铁、制糖、造纸、水泥、化工、石化、有色金属冶炼等行业为重点,全面推行清洁生产审

核。(市环保局牵头;市发改委配合;各县区人民政府、管委,钦州保税港区、中马钦州产业园区管委落实) 企业要充分发挥清洁生产技术应用的主体作用,积极采用先进适用技术实施清洁生产技术改造,提升企业技术水平和核心竞争力,从源头预防和减少污染物产生,促进大气污染防治目标的实现。(市工信委牵头;市发改委、市科技局、市环保局配合;各县区人民政府、管委,钦州保税港区、中马钦州产业园区管委落实) 3.加快淘汰落后产能。严格执行国家产业政策,对未按期完成淘汰任务的县区,暂停对该县区重点行业建设项目办理审批、核准和备案手续。(市工信委牵头;市发改委、市环保局、市安监局、市质监局配合;各县区人民政府、管委,钦州保税港区、中马钦州产业园区管委落实) 4.完成化解过剩产能任务。严格控制产能过剩行业新增产能,进一步健全全市过剩产能台账,制定年度化解过剩产能目标任务和工作方案,完成自治区下达的目标任务。(市工信委牵头;市发改委、市环保局配合;各县区人民政府、管委,钦州保税港区、中马钦州产业园区管委落实) 5.落实重污染企业搬迁或改造。对能耗高、排放大的工业企业,引导企业整体或部分重污染工序向有资源优势、环境容量允许的地区转移,实现装备升级、产品上档次、节能环保上水平;对不符合产业政策要求的落后产能和“僵尸企业”,以及环境风
