康巴什新区——三年前还是片沉睡千年的荒原．三年后的今天它已成为一个集汽车制造工业、地区政治文化和科技教育中心、优美居所为体初具规模的现代化新区．启动建设新区没有用政府的投资却成为政府一个巨大的税源、百姓就业的平台、投资者创业的热土，它为我们推进城镇化留下了值得总结的启示。 一、康巴什新区建设的由来殛成果 鄂尔多斯市资源富集，特别是能源最为突出，境内有丰富的煤炭、煤层气、天然气、天然碱、高岭土等能矿资源。改革开放以来，全市抓住国家能源发展战略西移的机遇，有效实施资源转换战略，使经济发展步＾ｒ快车道，逐步形成丁绒纺、煤炭、化工、电力、建材等八大支柱产业，成为我国重要的能源化工基地和绒毛生产、加工、出口基地以及国家新材料技术成果转化、产业化基地。２０００年以来，全市ＧＤＰ和财政收入都以年均２５％阻上的速度递增，城镇化率年均增长３７５％，城市化率达到５０％。但是与经济的快速发展相比，鄂尔多斯市的经济结构性矛盾也日益显露出来。一是随着工业经济的急剧膨胀，对城镇的生产要素承载配置功能和支撑服务功能提出了更高的要求，“小城镇、太工业”的矛盾日益凸现；二是第三产业严重滞后，全市第三产业的发展均落后于全国、全区的平均水平。在经济总量中，城市经挤占 一
７０％以上，而城市从业人员却不足社会从业人员的３０％。这种结构性矛盾的产生，一个重要的原因就是中心城市的规模不够，配置资源、集聚生产要素的能力不足，城市化水平低。这对全市实施“三化互动”战略，实现经济的长周期、超常规、跨跃式发展形成突出的制约因素。 显而易见，扩大城市规模、拉大城区框架，为经济发展构筑更大的载体和空间，是摆在鄂尔多斯人面前的一个重要课题。但作为鄂尔多斯市中心城区的东胜区，面积只有２３平方公里，城市人口３０万人，其绿化覆盖率、人均居住用地、人均道路广场用地、人均生活用水量等指标均低于全国平均水平。同时，东胜区不仅水源缺乏，而且周边多为丘陵沟壑地形，扩展开发成本较高，难以承载全市今后经济增长和城市进一步发展的需要。因此，鄂尔多斯市必须构建新的城市发展空间，为经济社会发展打造新的载体。 鄂尔多斯市委、政府经过充分论证和科学规划，作出了重点建设康巴什新区，构筑东胜、康巴什、阿镇“一市三区”百万人口区域中心城市的决定。康巴什新区位于东胜与伊金霍洛旗的阿镇之间，距东胜２２公里，距阿镇３公里，整个新区处于立体交通枢纽的位置，交通十分便捷。新区规划人口到２０２０年达到３０万人，规划城区面积３２．２３平方公里，控制面积１５５平方公里。新区背靠青春山，濒临乌兰木伦河，具有天然的绿色屏障、稳定的地质结构、开阔平坦的地貌地形、强有力的水源保障，地理条件十分优越，极具开发潜力。 康巴什新区从２００４年实质性开工建设以来，经过３年的集中建设、重点攻坚，已累计完成基础设施建设投资１９．０９亿元，开工建设４９条城区道路，长１２９公里，面积３７５万平方米，主次干道路网拉通，路面实现了黑色化，东康快速干道建成通车。与之相配套的９种管网同步建设，一次下地，共铺设给水、雨水、污水、中水、强弱电、信息网、供热、燃气管 网７４９公里，建成西区热源厂、天然气门站、第一净水厂等重点市政工程；建成成吉思汗雕塑广场，完成广场及２２条城市道路绿化、亮化工程；完成山体绿化２８００亩，种植各种树木２０多万株；建成防洪坝５座，考考什纳水库和乌兰木伦水库已经建成蓄水，总库容达到１．１亿立方米。上述工程使规划区３２平方公里的市政基础设施基本配套，使昔日的荒原变成了投资热土。新区的建设使八方的投资者纷至沓来，投资洼地效应彰显，２００６年新区基础设施建设、生态建设、工业、房地产、公共建筑等各项建设总投资达到５０多亿元。新区已走出了一条以地生财、以区聚业、企业化开发和经营城市的成功之路，对加快鄂尔多斯市城镇化进程起到了积极的示范带动作用。 二、康巴什新区建设对城市化建设的启示 鄂尔多斯市委、政府在康巴什新区开发建设中坚持“高起点规划、高标准建设、高水平管理、高效能经营”的原则，积极探索新区启动建设模式，坚持企业化开发，白手起家，借市场力量，破解了扩展城市过程中出现的“城市要扩展，钱从哪里来？土地要征用，人到哪里去？荒原建新城，人气如何聚？”等一系列难题，最终使难点变成亮点，留给我们的启示是多方面的。 （一）破解了城市建设中钱从哪里来的难题，走上了负债经营、滚动开发、良性发展的轨道 一是树立经营城市理念，创新开发体制模式。新区开发建设之初，既无政府直接投资，又面临国家银根紧缩。新区基础设施概算投资３０多亿元，融资成为新区建设的关键。曾尝试由民营企业与国资公司合作组建城投公司融资开发，但由于难以融资，预期收益不确定，民企中途退出合作‘。面对困难，市委、政府没有动摇建设新区的决心，决定成立国有独资的城投公司（以国有的７００亩土地作为注册资本），分管城建的副市长任董事长，开发区主任任总经理。由公司作为投资开发主体，承担开发、建设融资、经营新区的任务。按照企业化经营的理念，负债建设、经营还债、滚动开发、自我发展。几年来，城投公司在政府没有投资的情况下，先后通过了ＢＴ、ＢＯＴ、发行城市建设债券、向银行融资等方式，筹措新区建设投资。２００４年５月全面启动了新区建设，当年完成投资近６亿元。特别是２００５年，城投公司依托本级财政信用，借用自治区政府与开发银行搭建的信用平台，成功地向国家开发银行融资１１．５亿元，银行资金的及时到位，对促进新区建设起到了关键性作用。 二是政府控制土地一级市场，通过城投公司统一开发经营．获取收益还本付息。走出了“政府负债搞建设，债台高筑难还债”这一后发地区城建普遍陷入的困境，实现了城市建设的良性循环。政府垄断土地一级市场开发经营，既可以对土地进行集中统一管理、统一收储、统一供应，规范了土地市场，杜绝土地非法交易，营造良好的开发建设环境，扭转了土地一级市场给私人开发导致政府应得的垄断收益大量的流失，又可以通过控制土地供应量，实施总量平衡，稳定、调控土地价格，从而调控房地产市场的
