為持續維持國際級的競爭力，在平板玻璃年產量邁入300萬噸規模之際，台玻集團決定向下紮根，進行玻璃產業上游垂直整合工程，於2008年與外資共同合作，成立實聯中國控股公司，轉投資實聯化工（江蘇）有限公司，生產年產100萬噸純碱與100萬噸氯化氨的聯碱項目。

因此，正值平板玻璃年產量不斷突破的關鍵時刻，台玻集團正式跨足純碱工業，親自監製生產最高品質的玻璃純鹼原料，預計將於2012年上半年投產。

在2008年全球金融海嘯影響下，台玻集團未曾停止佈局大中華區的腳步，持續以穩健的財務實力，與外資共同投資金額達六億美元的實聯化工工廠，並選擇儲有豐富鹽礦的江蘇淮安經濟開發區鹽化工區，作為純碱原料製造與生產的重要基地。

地處蘇北的淮安市擁有便捷的鐵路、運河、高速公路交織而成的便利運輸網絡；而每年將生產達100萬噸純碱原料的實聯化工工廠，其中68萬噸將提供給台玻集團各公司及股東使用；其餘產量，將運用此一運輸網路的優勢，將純碱內外銷提供給亞洲區的優質客戶。

實聯化工工廠延攬最優秀及豐富經驗的建廠及經營人才，並簽訂最頂尖的規劃設計團隊，全廠生產線，由天津化工集團所屬的天津渤海設計院規劃設計，並結合各領域優秀人才共同規劃設計；全廠採用聯碱法生產，各項設備與技術，均採用世界上最先進的製程，通過各項品保系統及環保認證，並於八月份獲得國家發改委員會審批通過，在環保、安全、衛生…等多項評估，均符合國家標準的嚴格要求，期許造就實聯化工產品國際級的品質保證。

此外，為因應「創意經濟」時代的來臨，以及創辦人念茲在茲「用心照顧員工」的經營理念，在工作及生活空間的營造上，亦呼應全球的發展潮流，創造出讓所有員工皆能樂於工作的環境。

In 2008, in cooperation with overseas investors, the Shihlien China Holding Co., Ltd. was created, which in turn invested in the Shihlien Chemical Industrial (Jiangsu Co., which will produce 1 million tons of soda ash and 1 million tons of ammonium chloride annually.As the most professional international-grade glass group in Greater China, Taiwan Glass Group has a global outlook underpinned by a deep understanding of industry development and changes in industry conditions. At a time of fluctuating raw material prices, Taiwan Glass Group has decided to carry out vertical integration to ensure raw material pricing, supply and quality. Taiwan Glass Group understands that only reliable upstream raw material supply and demand is capable of forming a firm foundation to provide customers with superior products. Therefore, at a time when float glass production volumes are making key breakthroughs, Taiwan Glass Group is crossing into the soda ash industry to oversee the manufacturing and production of the highest quality soda ash for glass manufacturing. Operations are expected to commence in the first half of 2012.The global financial crisis of 2008 did not prevent Taiwan Glass Group from continuing its pace of development in Greater China. By sustaining solid financial strength, Taiwan Glass Group, along with overseas investors, devoted US $6 million to the Shihlien Chemical Production Facility at the Huai’an Economic Development Zonein Jiangsu Province, which is rich in salt mines. This facility will be a key location for soda ash raw material manufacturing and production. Located in northern Jiangsu Province, Huai’an has convenient transportation network made up of rail, water, and freeway links. The Shihlien Chemical production facility will have an annual production of 1 million tons of soda ash raw material, of which 680,000 tons will be supplied to Taiwan Glass Group companies and stockholders. The remaining output will be sold to quality clients across Asia and delivered by using Huai’an’s superior transportation network.Construction of the Shihlien Chemical production facility has been awarded to a highly experienced and well-managed construction company who has signed an agreement with a top-notch design team. All facility production lines will be based on Tianjin Chemical Group’s Tianjin Bohai Design Institute and use specialist from different fields in the design and planning process. The entire facility will use the combined process, feature the world’s most advanced equipment and techn ology, have a comprehensive quality assurance system and be certified to meet environmental standards. In August, the National Development and Reform Commission examined and approved environmental, safety, health, and other related aspects of the Shihlien project—all were found to be in compliance with strict national standards. The Shihlien Chemical production facility will be capable of guaranteeing world-class product quality.In addition, in responding to the arrival of ‘creative economy’ and the founder’s business philosophy of ‘caring for employees’, the construction of working and living space will also conform to current global trends to create an enjoyable working environment. To accomplish this, Shihlien Chemical production facility management invited Yung Ho Chang, the internationally renowned head of the Architectural Design department at the MassachusettsInstitute of Technology (MIT and founder of the Atelier Feichang Jianzhu architectural firm in Beijing to oversee all aspects of construction planning. For the working and living space of all employees, Wen Jie Chiu, who has won major Taiwan architectural design awards, was invited to participate in the construction & design planning. Working together, these two renowned architects will apply both their international perspective and local aspiration in the creation of a beautiful working and living environments. Taiwan Glass Group has also spared no efforts in developing responsible answers to the green movement and the creation of sustainable environmental solutions. Under the harsh global economy challenge, Taiwan Glass Group has still decided to commit significant resources to ensure its new Shihlien Chemical production facility meets national and international standards, as well as the creation of a corporate social responsibility (CSR program, pollution prevention programs, and establishment of a strong environmental management system. Alignment of these improvements is expected to reduce pollution created during the production process and limit the environmental impact of the facilities products.
