I 摘要

小城镇是具有中国特色的城镇化道路的重要选择。建设和发展小城镇，不仅是我国城市化道路的重要途径，更是解决农业、农村、农民这一事关中国现代化建设根本问题的重大战略举措。小城镇建设不仅可以通过促进工业化、商品化而为农村实现小康提供物质基础，而且也可以推动农村精神文明建设，提高农民生活质量，从而推动农村小康的全面实现。

承德县地处冀北山区，是典型的山区城镇，受自然环境和经济发展水平的制约，经济和社会发展相对落后。我县的小城镇建设正处在加速发展时期。小城镇是城镇体系中层次最低，数量最大的群体，它处于城市之尾，农村之首，起到连接城市经济和农村经济桥梁的作用。它不仅可以通过减少农业人口，增加城镇人口的方式有效地解决工农两大产业间的利益失衡问题，还可以扩大农产品市场的空间范围，提高农民的相对和绝对收入水平。因此，加快农村小城镇建设对我县具有十分重要的意义。河北省委、省政府将实施城镇化战略列为全省经济发展的四大主体战略之一，明确提出了加快城乡建设，拉动区域经济增长，促进城乡统筹协调发展的战略任务。小城镇建设任重道远，需要努力付出的各层面还有很多很多。

II Abstract

The small town is the road of urbanization with Chinese characteristics. Construction and

development of small towns, is not only an important way for China's urbanization, major strategic

initiatives to address agriculture, rural areas and farmers is related to the fundamental problem of

China's modernization drive. Construction of small towns not only by promoting the

industrialization, commercialization and provide the material basis for the well-off in rural areas,

but also can promote the building of spiritual civilization in rural areas, to improve their quality of

life, thus promoting the full realization of the rural well-off.

Chengde County is located in the mountainous areas of northern Hebei Province, is a typical

mountain towns, subject to the constraints of the natural environment and the level of economic

development, economic and social development is relatively backward. Construction of small

towns in our county is in a period of accelerated development. The small town is the level the

lowest in the urban system, the largest number of groups, it is the tail of the city, first in rural areas,

play the role of connecting urban and rural economies bridge. It not only can reduce the

agricultural population, increasing urban population effectively address the imbalance of interests

between the two major industries of the workers and peasants, can also expand the spatial extent of

the agricultural market, to improve the relative and absolute income levels of farmers. Therefore,

accelerating the construction of small towns in rural areas of the county has very important

significance. Hebei provincial government will implement the urbanization strategy as one of the

four subjects of the province's economic development strategy, clearly accelerate urban

construction, to spur regional economic growth, promote urban and rural coordinated development

of a strategic task. Construction of small towns a long way to go, at all levels need to work to pay

a lot.
