根据陕西省委、省政府《关于印发的通知》(陕办发[2012]21号)、陕西省发改委、省维稳办《关于加强重大固定资产投资项目社会稳定风险评估工作的意见》(陕发改项目[2012]1749号)和汉中市发改委、维稳办《关于加强重大固定资产投资项目社会稳定风险评估工作的意见》的精神,对在境内实施的固定资产投资项目必须进行社会稳定风险评估。

汉中市兴元新区汉苑酒店建设项目在选址、规划、资源配置、土地征收、环境影响及施工等阶段可能引发矛盾纠纷,必须对其潜在社会稳定风险进行先期预测、先期研判、先期介入、先期化解,实现决策民主化、法制化、科学化,从源头上减少社会矛盾、化解不稳定隐患、规避稳定风险,切实维护最广大人民群众的根本利益,促进经济社会健康发展。

基于上述情况,()作为本项目的主管单位,及时组建了评估工作领导小组和工作组,吸收了有关社会机构及社会稳定风险评估专业人员,进行入户调查研究,了解社情民意,对汉中兴元新区汉苑酒店建设项目进行了全面的、认真的社会稳定风险评估,形成的社会稳定风险评估报告如下。

经营范围:住宿、餐饮服务,商务、康体娱乐服务,酒店管理,会议、展览服务,信息咨询服务(除金融、证券、保险、期货),酒店投资、开发、运营管理(仅限自有资金出资),物业管理。

1.1.3项目建设方案

1、征地拆迁范围

本项目位于汉中市兴元新区,傥骆路西侧,西南侧为相邻地块,东南侧为规划支路。整个地块北侧、西侧被兴元湖围绕。(涉及征地范围、户数、人数,总占地面积)

2、建设规模

本项目建设总建筑面积为76009.5㎡,总计入容积率的建筑面积为51872.5㎡,地上建筑面积47258.5㎡。地下建筑面积28751㎡,其中地下计容建筑面积4614㎡,不计容的地下建筑面积为24137㎡。基地内主要

建筑物为酒店主楼和八栋套房。主楼内主要功能用房为酒店入口大堂、会议中心、宴会厅和餐厅、酒店客房等;地下部分主要为酒店内部管理用房、设备用房、车库。

本项目总投资为161614.93万元,其中建设单位自筹资金51614.93万元,占总投资的31.94%;申请银行贷款110000.00万元,占总投资的68.06%。

1.2社会稳定风险评估概述

社会稳定风险,广义上是指一种导致社会冲突,危及社会稳定和社会秩序的可能性,是一类基础性、深层次、结构性的潜在危害因素,对社会的安全运行和健康发展会构成严重的威胁,一旦这种可能性变成现实性,社会风险就会转变成公共危机。广义的社会风险是一个抽象的概念,它涵盖了生态环境领域,政治领域、经济领域、社会领域和文化领域的各种风险因素。在狭义上,社会风险是指由于所得分配不均、发生天灾、政府施政对抗、结社群斗、失业人口增加造成社会不安、宗教纠纷、社会各阶级对立、社会发生内争等社会因素引起的风险,仅指社会领域的风险。
