遇到一个陌生老人摔倒了，到底应不应该扶呢？发现老年人跌倒时应该怎么办？“扶”还是“不扶”？有关这一问题的讨论最近再一次被推上风口浪尖。

卫生部6日公布的《老年人跌倒干预技术指南》提出：不要急于扶起，要分情况进行处理。
