渭南主城区商业设施配置绩效评估及优化布局策略研究专业:城乡规划学摘要渭南素有“三秦要道,八省通衢”之称,是中原地区通往陕西乃至大西北的咽喉要道[1],得天独厚的区位优势孕育了渭南商业。

2013 年,渭南社会消费品零售总额达到367.23 亿元,比上年增长15.3%。

目前,华润万家等知名品牌商业进驻渭南,导致渭南主城区商业格局发生巨大变化。

随着城市规模的不断扩大,渭南主城区商业设施出现布局不合理、服务水平下降等诸多问题,因此急需对渭南主城区商业设施配置状况进行评价,发现问题并提出布局优化的策略,以指导渭南主城区商业健康发展。

本文首先对研究范围及相关概念进行了界定,系统梳理了国内外关于商业布局理论、公共服务设施配置评价研究以及绩效评价等相关理论的研究现状。

在实地调研的基础上,对渭南主城区的商业发展演变及现状特征进行分析。

然后基于调查问卷结果分析、商业设施配置影响因素分析,选取适合的指标因素:设施支撑水平、设施服务水平及居民满意水平,构建渭南主城区商业设施配置评估指标体系,运用GIS 等手段,结合调查问卷结果分析,将指标进行量化处理,计算得出研究区域内三个片区商业设施的配置绩效水平。

通过对评估结果的分析,发现渭南主城区商业设施配置中存在布局不合理、设施服务水平差异大等问题,得出产生这些问题的根本原因是三个片区处于不同的发展阶段,并预测了未来渭南主城区商业设施发展的趋势。

最后,基于商业设施配置绩效评估研究,以商业布局理论为基础,从构建商业中心等级体系、提升商业设施服务水平以及措施建议三大方面,提出渭南主城区商业设施优化布局的策略。

The unique geographical superiority fosters Weinan commercial. In 2013, total retail sales of social consumer goods reached 36.723 billion yuan, an increase of 15.3% over the previous year. At present, the accessing of CR Vanguard and other well-known brand, results in the main urban area of Weinan commercial pattern changed dramatically. With the continuous expansion of city,There comes many issues, such as unreasonable commercial facility layout, declined service level and so on. So we need to evaluate the configuration status of business facilities in Weinan main urban area, then find problems and put forward the strategy of layout optimization, to guide the healthy development of the business.This paper first defines the research scope and the correlation concepts, systematically organizes the domestic and foreign theories about commercial layout, evaluation of public service facilities configuration, performance evaluation and other related theories. On the basis of field investigation, it analyses the characteristics of business evolution and present situation in Weinan main urban area. Then based on the analysis of questionnaire result analysis and the factors influencing commercial facilities configuration, it chooses index factors suitable for this study: supporting level of facilities, service level facilities and satisfaction level of the residents, to build the evaluation index system of commercial facilities configuration in Weinan main urban areas, makes the index quantized by means of GIS and analysis of the questionnaire result, calculates the performance level of commercial facilities configuration in the three areas. Through the analysis of the evaluation results, it finds some problems on commercial facilities configuration in Weinan main urban area, such as theunreasonable commercial facilities configuration layout, different service level of facilities, etc. The root cause of these problems is that the three areas are in different stages of development. Then it forecasts the future development trend of the commercial facilities in Weinan main urban areas.
