2. 符合《亚太贸易协定》原产地规则。
同批货物中的每项商品均要符合该规则。
3. 符合《亚太贸易协定》原产地规则中的直接运输条款规定。
一般情况下，货物必须按照第五条的规定从出口国直接运输到进口国。
二、表格各栏应填写的内容：第1栏：货物出口人。
注明出口人的全称、地址和国家。
须与发票上的出口人名称一致。
第2栏：货物收货人。
注明收货人的全称、地址和国家。
该收货人名称必须与发票上的进口商名称一致。
如果属于第三方贸易，应该注明“凭背书”字样。
第3栏：官方使用。
由签发证书机构填写。
第4栏：运输工具和线路。
详细注明出口货物的运输工具和路线。
如果信用证等单证未详细列明时，应注明“空运”或“海运”字样；如果货物运输途中经过第三国时，应当按照下列方式注明：例如：“空运”“从老挝至印度途经曼谷”第5栏：税则号列。
注明各项商品的4位HS编码。
第6栏：包装唛头及编号。
注明包装上的唛头及编号。
应当与货物包装上的唛头及编号相一致。
第7栏：包装件数及种类；货物名称。
注明出口货物名称。
应当与发票上的名称相符。
准确的货物名称有助于进口国海关快速清关。
第8栏：原产地标准。
享受关税减让优惠的货物必须符合《亚太贸易协定》原产地规则第二条规定，是在出口成员国完全获得或者生产的；或者在出口成员国非完全获得或者生产的符合原产地规则第三条、第四条规定的。
1. 完全获得或者生产的：在第8栏中填写字母“A”2. 非完全获得或者生产的：在第8栏中应当按照下列方式填写：（1）如果符合第三条规定的原产地标准，则在第8栏中填写字母“B”。
在字母“B”的后面填上使用非成员国原产或不明原产地的材料、零件或产物的总价值，以在船上交货价格（FOB价格）中所占的百分比表示，（如“B”50%）；（2）如果符合第四条规定的原产地标准，则在第8栏中填写字母“C”。
《亚太贸易协定》优惠原产地证书（以下简称亚太证书）共有十二栏,各栏的填写方法如下：产地证标题栏(右上角)，填上签证当局所规定的证书号。
具体规定如下:Ａ、证书号码示意图如下：例如：证书号B063800000050045是注册号为380000005的单位2006年办理的第45票亚太证书。
B、签证当局已经签发的证书，申报单位如需要更改，须提出更改申请，并退还原签发证书。
更改证的号码与新证的编码规则一致，但改变流水号。
C、如原签发的证书遗失,经签证当局重发证书，重发证的号码与新证的编码规则一致，但改变流水号。
第一栏：出口商的名称，地址，国别例如：NINGBOSKYLAND GROUP CO.，LTD.ROOM 1209，ZHONGSH AN MANSION，93 EAST ZHONGSH AN ROAD，NINGBOCHINA 注意：此栏是带有强制性的，应填明中国境内的出口商详细地址，包括街道名、门牌号码等。
出口商必须是已办理产地注册的企业，且公司英文名称应与检验检疫局注册备案的一致。
此栏切勿有香港、台湾等中间商出现。
第二栏：收货人的名称，地址，国家例如：DCC CORPORA TIN12345BL 3LT, 693-2, GOJAN-DONGNAMDONG-KU, INCHEON, KOREA注意：一般应填《亚太协定》成员国最终收货人名称（即信用证上规定的提单通知人或特别声明的收货人），此栏不能填香港、台湾等其他中间商的名称，在特殊情况下，此栏也可填上T O ORDER 或 TO WHOM IT MAY CONCERN。
第三栏：供签证当局使用此栏由签证当局填写，申请单位应将此栏留空。
签证当局根据实际情况，填写如下有关内容：1.如属“后发”证书，签证当局会在此栏加打“ISSUEDRETROSP ECTIVE LY”；2.如属签发“复本”（重发证书），签证当局会在此栏注明原发证书的编号和签证日期，并声明原发证书作废，其文字是：THIS CERTIFI CATE IS IN REPLACE MENT OF CERTIFI CATE OF ORIGINNO…… DATED…… WHICH IS CANCELL ED，并加打“DUPLICA TE”。

C.O.产地证又称一般产地证，是原产地证的一种。
C.O.产地证是用以证明有关出口货物和制造地的一种证明文件，是货物在国际贸易行为中的“原籍”证书，在特定情况下进口国据此对进口货物给予不同的关税待遇。
产地证的作用在国际贸易中，世界各国根据各自的对外贸易政策，普遍实行进口贸易管制，对进口商品实施差别关税和数量限制，并由海关执行统计。
进口国要求出口国出具货物的原产地证明，已成为国际惯例，因此C.O.产地证是进行国际贸易的一项重要证明文件，归纳起来，具有以下几方面的作用：（1）确定产品关税待遇，提高市场竞争力的重要工具；C.O.产地证则是各国海关据以征收关税和实施差别待遇的有效凭证。
如在进口国与出口国的政府之间定有关税协定，用条约形式规定了协定税率（AGREED CUSTOMS RATE），或两国之间条约上规定了最惠国条款（MOST FAVORED NATION CLAUSE），买方往往要求卖方提供有效的产地证明书来证明进口货物的原产地确系缔约的对方国才能获得相应的税率待遇。
（2）C.O.产地证还起到证明商品内在品质、提高商品竞争力的作用。
如在国际市场上持有中国原产地证的丝绸比持有其他不产丝绸国家产地证的丝绸更能卖好价。
此外，产地证有时还是贸易双方进行交接、结汇的必备单据。
如买方在申请开信用证（L/C）时常要求提供C.O.产地证以确保其自身利益，银行也常以C.O.产地证作为信用证（L/C）是否解付的重要凭证。
（3）对进出口货物进行统计的职责，原产地证则是海关籍以对进口货物进行统计的重要依据。
（4）货物进口国实行有差别的数量控制，进行贸易管理的工具。

7、第六栏唛头与包装编号注明证书所载货物的包装唛头及编号。
该信息应与货物包装上的唛头及编号一致。
8、第七栏包装数量与种类；货物描述明确注明出口产品的货物描述。
货物描述应与发票上对出口产品的描述相一致。
确切的描述有助于目的国海关当局对产品的快速清关。
9、第八栏原产地标准根据《亚太贸易协定》原产地规则第二条的规定，受惠产品必须是完全原产自出口成员国；若非出口成员国完全原产的产品，必须符合第三条或第四条。
