哈萨克斯坦奇姆肯特炼油厂现代化改造工程（哈国家石油公司与中国石油合资企业，简称PKOP炼厂项目）现场，2300多名中哈方施工人员冒着零下16摄氏度的严寒，干得热火朝天。
由中国石油工程建设公司（CPECC）承建的PKOP炼厂项目，是中国石油集团海外承揽的规模最大的炼油项目，投资额高达16亿美元。
该工程分为一、二期建设，包括新建异构化、石脑油分离装置，以及石脑油预加氢、常压装置改造等13套新建和改造装置及其辅助设施，建成后，年生产能力将达到600万吨。
对于这个EPCC总承包项目，CPECC全面实施“设计、采购、施工、开工”一体化管理，是真正的“交钥匙”工程。
2014年3月1日，项目一期及其配套工程全面启动。
开工至今，项目管理团队以管理解难题、提效率、促发展，从最初的磕磕绊绊前行到如今大踏步前进，全力推动一期及其配套工程“3、5、6”（2017年3月31日机械竣工，5月31日进油，6月30日移交）目标全面实现。
直面困难挑战CPECC深植哈萨克斯坦市场23年，业务遍布5个州，是CPECC海外历史最长久、业务最稳固的“根据地”之一。
该炼厂建成于1 9 8 5年，是哈萨克斯坦三大炼油厂之一，也是CPECC 哈萨克斯坦分公司承揽的第一个炼油厂项目，由此形成了油田地面、压气站、炼油厂上中下游全产业链的发展格局。
以往，哈萨克斯坦分公司承揽的油气处理厂和压气站等项目，均有多年实践检验的成熟模式，运作起来得心应手。
PKOP炼厂项目涉及13套工艺装置、76个单元单体，原料产品多、工艺复杂、流程长，给项目组织带来前所未有的挑战和压力。
——项目执行哈国标准，与设计人员熟悉的中国标准和世界先进的欧美标准差距较大，标准使用量达1300多个；——物资采购量超过10万吨，长周期设备数量多，最长生产周期15个月；——参与程建设的有5家设计单位、11家施工单位、2家开工单位以及设计监督、无损检测单位和3家质检站，涉及面广、协调难度大。
设计的话，中石油：CPE，CPECC，寰球（青岛华东设计院并入CPECC了）；中石化：SEI，洛派克，宁波，SSEI等，以前化工部的设计院：天辰（一院天津），赛鼎（二院太原），东华（三院合肥），五环（四院武汉），华陆（六院西安），成达（八院成都）。
国内石油石化设计的就这些厉害，其他有的分院还可以。

一院、三院的钛白粉设计能力较强，三院承担了锦州氯化法钛白粉精制、氧化、后处理三个主要工序的设计工作。
南化设计院原来是全国的硫磷设计中心，硫酸磷肥设计是其强项，近年也已向化工方向转。
成达工程公司是原九个设计院实力最强的，不仅拥有化工设计资质，还拥有电厂的设计资质；目前天辰、五环、寰球和华陆在煤化工方面发展较快，目前五环和寰球均在从事煤制烯烃项目的设计（5000吨/天甲醇，50万吨/年丙烯等），天辰、华陆做过多套30万吨/年和60万吨/年的甲醇项目设计。
另外华陆还拥有军工设计资质。
华泰在焦化方面有强大的实力，并完成焦炉气制甲醇项目，据了解该公司正在做120万吨/年二甲醚项目。
东华公司在硫酸和磷肥以及钛白粉方面拥有强大的实力，在煤化工和石化项目方面也有所发展。

为青山绿水而战———CPECC七建华北石化千万吨炼油升级改造项目建设侧记作者：胡婷艳来源：《石油知识》 2018年第4期胡婷艳6月30日，华北石化千万吨炼油升级改造项目胜利中交，为祝贺建党97周年献上一份厚礼。
中交前夕，承担着项目主要装置建设任务的中国石油工程建设有限公司(CPECC)七建公司1800余名员工争分夺秒，为打赢中交决战决胜之战而奋斗拼搏。
“必须把项目建好！”华北石化千万吨炼油升级改造项目是中国石油“十三五”确定的唯一炼油扩能项目，是保供北京新机场航空煤油的政治工程，同时也是贯彻京津冀协同发展、保障北京及雄安新区高清能源供应的环境工程。
“我们承建的3套装置规模是升级改造项目最大的，而且渣油加氢装置是主要装置、技术含量最高，”七建公司任丘项目经理毛卫华说。
在千万吨炼油升级改造项目中，七建公司主要承建了40万吨/年苯抽提装置、340万吨/年渣油加氢装置、25万吨/年硫磺回收联合装置等三项工程，其中，40万吨/年苯抽提装置已于去年12月中交，是整个升级改造项目首套中交的装置。
七建公司对项目高度重视，为任丘项目部充实了管理人员，并从国内外抽调作业骨干奔赴任丘。
项目部对现有人员进行了整合，成立了苯抽提、渣油加氢、硫磺回收三个分项目部。
变更多、到货晚是工程建设企业经常遇到的问题，华北石化千万吨炼油升级改造项目也不例外。
“工程量定了，必须要耗那么多工时才能干完，”眼看中交日期临近，还有许多设备材料未到，项目部经理助理、渣油加氢装置分项目部副经理郝世斌急得上火，眼睛刚好，牙又肿了。
“首都机场明年3月投用，项目中交投产日期没有后移余地。
怎么办？”项目部通过党员大会、每天的碰头会和每周、每月的调度会，强调工程的重要意义，使员工明确当前的形势和任务，激发员工的责任感和工作热情，“必须把项目建好！”“用成绩说话！”虽然任务艰巨，困难重重，但是对按期完成任务，项目部上下信心十足。
“必须拿出最好手艺！”在炼化行业中，渣油加氢装置是对技术要求最高的装置，其特点是高温、高压，这就对管道焊接、热处理、高压静密封、高压仪表和压缩机组施工提出了更高要求。
40年春夏秋冬，40年披荆斩棘，中国石油工程建设有限公司（CPECC）始终以项目为安身立命之本，从劳务分包起步，依靠一个个项目的磨炼，一步步成长为服务保障中国石油海外业务和国家“一带一路”倡议的重要力量。
筚路蓝缕承担中国石油海外投资的90%以上工程1980年6月27日，由石油化学工业部基础建设局和外事局为基础组成的中国石油工程建设公司（CPECC）正式成立，成为中国首批进入国际市场的八大公司之一。
CPECC成立之初，为了生存，承担过伊拉克巴格达供水管道、南也门亚丁公寓住宅、缅甸地震勘探、科威特油井灭火、巴基斯坦输变电线、突尼斯天然气管线等项目，为百废待兴的中国经济贡献了宝贵的外汇收入。
1993年，中国石油贯彻国家“利用两种资源、两个市场”的战略方针，开始实施国际化经营。
先行先试的CPECC，为保障集团公司海外业务从单一合作项目起步到上下游、一体化跨越发展发挥了领头雁作用。
苏丹，在中国石油国际化道路上具有里程碑意义。
1997年，应苏丹政府请求，经过批准，中国石油利用我国政府的援外贴息贷款参与了苏丹1/2/4区石油项目，由此掀起了苏丹市场的建设高潮。
1998年5月，CPECC苏丹1/2/4区100万吨/年油田生产设施、1506公里原油管线、250万吨/年喀土穆炼油厂3个项目同时开工，仅用两年多时间就完成了按照国际标准需4年工期才能完成的任务。
2003年8月，CPECC获得喀土穆炼油厂二期扩建项目，原油加工能力从250万吨/年提升到500万吨/年，由此结束了苏丹石油产品长期依赖进口的历史，被中苏两国元首誉为“中苏合作的典范”。
伊拉克，在中国石油国际化道路上具有举足轻重的分量。
2009年12月，中国石油以作业者身份，携手道达尔和马来西亚石油公司，拿下哈法亚油田开发生产服务合同。
哈法亚油田项目分三个阶段开发建设，CPECC 所属设计单位共编制了20套上产方案，最终筛选出最优方案，保证了整个油田尽早实现滚动开发。
我和我的CPECC 2019年8月23日下午，工程建设公司“守初心担使命，践行四个诠释”事迹报告会在北京总部举行。
此次报告会，是贯彻落实中央和中国石油集团党组部署要求，深入推进“不忘初心、牢记使命”主题教育的一项重要内容。
9位报告人，分别从集团公司和公司各类先进典型中产生。

匠心丝路筑梦中哈哈萨克斯坦分公司PKOP炼油厂项目负责人 宋跃军哈萨克斯坦PKOP炼油厂（简称“PK炼厂项目”）是一座20世纪80年代中期投入使用的老炼厂，PK炼厂项目改造的目标是加大原油加工深度，提高轻质油的产品质量，也就是说能够生产更高标号的汽油。
PK炼厂项目，是中国石油承担的最大海外炼油项目，也是中国石油首个海外大型炼油开工投产项目，更是“一带一路”首批收获项目。
承担建设任务的CPECC十分重视该项目的建设工作。
但在建设初期，进展十分缓慢。
四种工作语言、五种工程标准，以及文化和理念的差异，加上对哈国和苏联标准不熟悉，设计文件审批进度缓慢，审批一份设计文件往往需要30到50天时间，这都直接导致了施工进度停滞不前。
2015年8月28日，业主正式致函CPECC总部，发出最后通牒，如果工期继续进展缓慢，将单方面解除合同，更换总承包方。
危急关头，CPECC采取了两大措施，一是升级项目管理，CPECC总部成立PK项目推进工作组；二是开辟“绿色通道”，缩短采购流程。
同时由哈方牵头，每月召开一次协调会，及时解决项目建设过程中存在的突出问题。
2017年6月30日，PK炼厂项目一期工程一次开车成功，顺利投产。
哈萨克斯坦汽油产品质量由欧Ⅲ提升到欧Ⅳ、欧Ⅴ标准，彻底结束了他们不能生产高标号燃油的历史。
经过不断的沟通、适应、磨合，中哈双方逐渐统一了认识，施工现场迎来了日新月异的变化，哈方业主逐渐认识到CPECC执行项目的能力。
一期工程投产后，业主对我们的态度更是由原来的质疑转为信任和赞许。
2018年8月15日，二期工程正式投产运行，一举打破了哈萨克斯坦成品油长期依赖进口的局面，并从成品油进口国一跃成为成品油出口国。
CPECC是我家——乌兹别克斯坦子公司当地员工故事

10月22日~31日，CPECC乌兹别克斯坦子公司（以下简称“子公司”）组织近两年月度、年度考核均为“优秀”的9名当地员工代表，专程来到中国培训交流。
这也是继2011年、2012年、2014年之后，子公司组织的第4次培训活动。
为落实公司“一核两翼”的“国际化”战略，促进中乌双方员工融合，在卡拉库利项目第三期EPC总承包项目顺利投产后，子公司特别组织策划了此次培训活动。
与以往纯理论、课堂化培训模式不同的是，此次培训，当地员工先后赴西南分公司、一建公司海南项目部、北京分公司，以及公司总部参观和培训交流。
各单位从领导到具体接待人员，都把此次培训交流作为互动双赢、国际化发展的一个平台，使活动取得了预想的效果。
中国建筑500强——中国石油工程2011年8月29日，中国建筑施工企业联合会在北京发布其年度榜单——2011年《中国建筑500强》，共有500家优秀的高成长型建筑企业入选该榜。
这是中国建筑施工企业联合会第七次对中国建筑企业进行全面、独立调研，调研对象包括2万多家优秀建筑企业。
中国建筑施工企业联合会根据增长性指标、回报率指标、盈利性指标和销售及利润规模指标对候选企业进行排名，并对部分优秀候选企业进行实地拜访，从中遴选出500家最具发展潜力的建筑企业。
中国石油工程建设公司(简称CPECC)于1980年经国务院批准成立，是国内最早取得对外工程承包和劳务合作业务的外经贸公司之一，是中国最大的国际石油石化工程总承包企业。
