普通高中英语课程是高中阶段全面贯彻党的教育方针、落实立德树人根本任务、发展英语学科核心素养、培养社会主义建设者和接班人的基础文化课程。新课标的实施加强和推进了我国高中学生素质教育的发展，也增强了学生自主学习英语的积极性，使学生从被迫学英语变为主动学英语。为了适应英语新课程改革需要，尽快提高学生的英语水平，达到新课标的要求，努力实现学生学科核心素养的要求。

学科核心素养是学科育人价值的集中体现，是学生通过学科学习而逐渐形成的正确价值观念、必备品格和关键能力。英语学科核心素养主要包括语言能力、文化意识、思维品质和学习能力。

一、语言能力

语言能力指在社会情境中，以听、说、读、写为基本理解方式和表达能力，新课标又增加了“看”这一项技能，旨在进一步培养学生观察和理解能力，从而在学习和使用语言的过程中形成语言意识和语感。英语语言能力构成英语学科核心素养的基础要素。英语语言能力的提高蕴含文化意识、思维品质和学习能力的提升，有助于学生拓展国际视野和思维方式，开展跨文化交流。日常教学过程中要注重学生知识信息的输入和输出，兼顾二者的平衡性、相互性，认识到输入是为输出提供准备和服务，特别是注意新技能“看”的开发，可以利用田民老师倡导的SSR，即持续性默读来提高学生看的能力形成。

二、文化意识

文化意识指对中外文化的理解和对优秀文化的认同，是学生在全球化背景下表现出的跨文化认知、态度和行为取向。文化意识的培育有助于学生增强国家认同和家国情怀，坚定文化自信，树立人类命运共同体意识，学会做人做事，成长为有文明素养和社会责任感的人。在现实教学过程中，三维目标的实现不能只停留在知识与技能、过程与方法上，而最终要实现学生情感态度和价值观。

一、 课程性质与基本理念

（一）课程性质

普通高中英语课程是高中阶段全面贯彻党的教育方针、落实立德树人根本任务、发展英语学科核心素养、培养社会主义建设者和接班人的基础文化课程。

英语属于印欧语系，是当今世界广泛使用的国际通用语，是国际交流与合作的重要沟通工具，是思想与文化的重要载体。学习和使用英语对汲取人类优秀文明成果、借鉴外国先进科学技术、传播中华文化、增进中国与其他国家的相互理解与交流具有重要的意义和作用。

普通高中英语课程作为一门学习及运用英语语言的课程，与义务教育阶段的课程相衔接，旨在为学生继续学习英语和终身发展打下良好基础。普通高中英语课程强调对学生语言能力、文化意识、思维品质和学习能力的综合培养，具有工具性和人文性融合统一的特点。普通高中英语课程应在义务教育的基础上，帮助学生进一步学习和运用英语基础知识和基本技能，发展跨文化交流能力，为他们学习其他学科知识、汲取世界文化精华、传播中华文化创造良好的条件，也为他们未来继续学习英语或选择就业提供更多机会；普通高中英语课程同时还应帮助学生树立人类命运共同体意识和多元文化意识，形成开放包容的态度，发展健康的审美情趣和良好的鉴赏能力，加深对祖国文化的理解，增强爱国情怀，坚定文化自信，树立正确的世界观、人生观和价值观，为学生未来参与知识创新和科技创新，更好的适应世界多极化、经济全球化和社会信息化奠定基础。

1.发展英语学科核心素养，落实立德树人根本任务

普通高中英语课程具有重要的育人功能，旨在发展学生的语言能力、文化意识、思维品质和学习能力等英语学科核心素养，落实立德树人根本任务。实施普通高中英语课程应以德育为魂、能力为重、基础为先、创新为上，注重在发展学生英语语言运用能力的过程中，帮

助他们学习、理解和鉴赏中外优秀文化，培育中国情怀，坚定文化自信，拓展国际视野，增进国际理解，逐步提升跨文化沟通能力、思辨能力、学习能力和创新能力，形成正确的世界观、人生观和价值观。

2017年版的普通高中英语新课程标准内容，“新”的地方具体体现在哪里？

变化一：课程目标

它由四个要素构成，语言能力、文化意识、思维品质和学习能力。这四个要素都是非常非常重要的，是落实立德树人和学科育人的四个重要方面。

文化意识是我们学科的价值取向，它指引着课程承载的文化，那么文化是有价值取向的。所以文化意识的建构特别关注对学生跨文化的认知，跨文化态度的形成，以及他的跨文化行为。

思维品质是这次课程标准的修订提出的一个全新的素养要素。过去的课程目标是没有这样一个思维的含量的，它具体的内容都是在语言知识、情感态度、技能、文化意识、学习策略上，虽然也有多元的这样一个目标，但是里面没有显性的、对思维方面的一个目标的具体要求。所以这次思维品质作为一项新的课程要素提出来是非常重要的，特别是在整个大的国际和国内发展背景下，对于学生的创新思维、解决问题的能力、创造性的这样一种培养。能力的培养都需要通过这种创新的思维、有逻辑思维、批判思维这样来构成的，所以在思维品质当中就提出了逻辑、批判、创新三个。这个思维不同的形式需要在我们的英语课程当中对学生加强培养。

学习能力其实是提高学习效率，也是落实学习质量的重要的保障。所以我们在整个课程实施当中需要把对学生学习能力，也就是将来学生自主发展这样的能力放在整个课程的实施过程当中，构成学生将来终生发展的一个基础。那么这四个要素就构成我们现在英语学科的新的课程目标-----解读：

语言能力，听说读看写；

文化意识，中外都了解；

思维品质，独立创新咧；

学习能力，策略效率绝。

变化二：课程结构的变化

新课标规定高中英语课程由必修、选择性必修、选修三类课程构成。

必修课程（6学分）为全体学生必须修习的课程，旨在构建英语学科核心素养的共同基础，使所有学生都能达到英语学业质量水平一的要求，满足高中毕业基本要求。高中学业水平考试应以必修课程的内容和学业质量水平一为命题主要依据。
