General and attorney applicants who intend to seek admission to practice law in California must register in accordance with the Business and Professions Code, Article 4, Section 6060(2)(d), and Title 4, Division 1 of the Rules of the State Bar of California (Admissions Rules). The registration form is not an application to take an examination.Answer all applicable questions on the registration form. Answers must be specific and complete. If the space for an answer is insufficient, the answer may be completed on a separate sheet of paper, which should be attached to the registration form. Before filing the registration form, please check to see that all questions have been answered, the registration form is signed and the correct fee is included. Any registration form not meeting these requirements is considered incomplete and will not be considered filed until it is brought to a complete status. If there are deficiencies in the registration form, you will be notified. Registration forms that are not brought to a complete and filed status within 60 days of receipt will be deemed abandoned. The applicant’s name, social security number, and amount paid must be written on the coupon. Make personal/cashier’s check or money order payable to the State Bar of California or complete the Credit Card Authorization Form, which is at the end of this application. A Mastercard, Visa, personal/cashier’s check or money order payment is required for submission and acceptance of this application. For credit/debit card payments, a processing fee of 2.25% will be added to all charges. If your credit/debit card transaction is denied, you will not be able to submit your application until you provide anotherMastercard or Visa.To pay by personal/cashier’s check or money order, you must mail the check to the Los Angeles Office of Admissions. Your application will not be considered complete until payment is received. If the personal/cashier’s check or money order payment is returned for insufficient funds, your application will be considered incomplete until a valid payment is received. Late charges may be applied and/or the application deadline will be enforced if the payment is not received within the published deadlines. There is no processing fee associated with personal/cashier’s check or money order payments.Caution:Separate and distinct application forms are required for the bar examination and moral character determination. It is the applicant's responsibility to notify the State Bar's Office of Admissions in writing,of any changes in name, address or law school. If notification of such changes is not received by the State Bar's Office of Admissions, it may result in the applicant's failure to receive important information.It is the applicant's responsibility to maintain compliance with the Admissions Rules. Copies of amendments to the Admissions Rules are not routinely sent to registrants. The current Admissions Rules are available online at or upon request from the Office of Admissions.Law students with Bachelor’s degrees and attorneys are exempt from pre-legal education certification. All others must attach transcripts of their pre-legal study to their registration forms. Additionally, their law schools will be required to certify to the Committee that the applicants have satisfied the pre-legal education requirements of Chapter 3 of the Admissions Rules. Once a registration application is filed, a pre-legal education certification form will be mailed to the applicant’s law school. If a form is not completed and returned within 45 days, the applicant will be notified. Failure by the law school to submit the required certification in a timely manner will delay the processing of an applicant’s registration.General information to assist in completing the registration form follows:QUESTION #1.1 - UNITED STATES SOCIAL SECURITY NUMBERAll applicants for admission to practice law in California are required to provide a social security number pursuant to Business and Professions Code Section 30 (State of California’s tax enforcement provisions) and Family Code Section 17520 (Child Support Enforcement Programs). Applicants without a social security number because they do not qualify for one, may request that they be exempted from the requirement of providing one at the time they register as a law student or as an attorney. Such applicants may request an exemption from the social security number requirement by completing and submitting the required form together with the State Bar registration application form. The exemption form is available on the State Bar of California’s website at or it may be obtained by contacting the Los Angeles Office of Admissions.QUESTION #1.3 – APPLICANT TYPEApplicants for admission to practice law in California are categorized as either general applicants or attorney applicants.A general applicant has not been admitted to practice law in any United States or foreign jurisdiction. The general registration application form is for applicants who have begun, or completed if the registration application was not filed while attending law school, their law school education in theUnited States. Information regarding registration as a foreign-educated general applicant and forms designed specifically for such applicants are available on the State Bar of California’s website at or upon request from the Office of Admissions.An attorney applicant has been admitted to practice law in any United States or foreign jurisdiction. Only United States attorneys may apply to take either the Attorneys’ Examination or General Bar Examination as specified in the Admissions Rules. The Committee will make the final determination regarding the attorney's eligibility for either examination.Foreign attorney applicants are not eligible to apply for the Attorneys’ Examination and must apply to take the General Bar Examination.QUESTION #2.1 – NAMES, FORMER NAMES AND ALIASESIf an applicant's name has been changed by court order, a photocopy of such order should be attached. This includes divorce decrees or dissolution papers.QUESTION #2.2 – LEGAL EDUCATIONAll law study completed or currently in progress should be indicated, even though there is no intention to claim credit.If an applicant obtained his or her legal education outside of the United States and has not been admitted to practice law, he or she must file a different registration form and provide additional information, which is outlined in the procedures for foreign-educated applicants posted on the State Bar’s website or available upon request from the Office of Admissions.Listed on Appendix A are the law school codes to indicate all law study completed or currently in progress. If your law school is not listed, please use code 9999 in the spaces provided. If additional spaces are needed, please attach a sheet.QUESTION #2.3 – SPECIAL STUDENTA “special student” is a student enrolled in a California-accredited law school who qualified to begin the study of law through CLEP scores, which were obtained prior to beginning the study of law. QUESTION #2.4 – FIRST-YEAR LAW STUDENTS' EXAMINATIONPursuant to Chapter 5, Rule 4.55 of the Admissions Rules, every person who intends to seek admission as a general applicant must take the First-Year Law Students' Examination (FYLSX) following completion of one year of law study unless such person: (1) is admitted as an attorney in another United States or foreign jurisdiction or (2) has satisfactorily completed the first year course of instruction in a law school approved by the American Bar Association or accredited by the Committee and has been advanced to the second year of law study and completed at least two years of college work pursuant to the requirements of Chapter 3, Rule 4.25 of the Admissions Rules before beginning the study of law.If exemption from the FYLSX cannot be established, that examination may be taken upon completion of the applicant's first year of law study. The examination is administered in Los Angeles and San Francisco in June and October each year. Applications to take that examination are available online at and must be filed in accordance with the deadlines specified in Chapter 5, Rule 4.58 of the Admissions Rules. The subjects included in the examination are Contracts, Torts, and Criminal Law.Under the rules currently in effect, applicants who pass the examination within three consecutive administrations of first becoming eligible to take the examination will receive credit for all law study completed to the date of the administration of the examination passed. An applicant who does not pass the examination within three consecutive administrations of first becoming eligible to take the examination but who subsequently passes the examination will receive credit for his or her first yearof law study only.QUESTION #2.5 – GENERAL EDUCATIONAll college level study completed prior to beginning law study (undergraduate study only) must be indicated. Pursuant to Chapter 3, Rule 4.25 of the Admissions Rules, every general applicant for admission to practice law must have completed at least two years (60 semester or 90 quarter units)of college work that is equivalent to at least half of that required for a bachelor’s degree from a college or university that has degree-granting authority from the state in which it is located and have completed the work with a grade average adequate for graduation. If an applicant does not have the required college work, he or she may satisfy the general education requirements by attaining certain scores on the following examinations administered by the College Level Examination Program (CLEP). Please refer to the bulletin posted on the State Bar’s Web pages for the required scores and examinations that must be taken. Or, a copy of the bulletin is available upon request from the Office of Admissions.QUESTION #2.6 – PRIOR ADMISSION TO PRACTICE LAW - FOR ATTORNEY APPLICANTS ONLYAn attorney applicant must submit a current Certificate of Good Standing (CGS), affixed with the sealof the admitting authority from the jurisdiction(s) where he/she is currently an active member of the bar.SUSPENDED OR DISBARRED ATTORNEYSAttorneys who are suspended or disbarred in another jurisdiction may register as attorney applicants and file applications to take the bar examination, however, Chapter 4, Rule 4.41(A) of the Admissions Rules prevents them from filing a moral character determination application while so disciplined.TESTING ACCOMMODATIONS FOR APPLICANTS WITH DISABILITIESAfter registration has been approved and a file number assigned, an applicant is eligible to file a testing accommodations petition for an examination he or she intends to take. Testing accommodations are available to individuals with mental or physical disabilities as defined in Chapter 7 of the Admissions Rules. Depending on the nature of the disability, accommodations may include such things as assistants (i.e., readers or personal healthcare assistants), wheelchair access, permission to dictate to a typist or tape recorder, customized timing, separate testing room, customized examination materials (i.e., Braille, large print, etc.), extended testing days and permission to bring and use specific items or medical aids. When completing the required forms, the applicant and his/her physician/specialist should request what they think is necessary to allow the applicant to compete on an equal basis with all other applicants and must provide adequate documentation and rationale to support the diagnosis and their request for accommodations.Applicants with disabilities are encouraged to make arrangements for testing accommodations well in advance of an examination, such as the beginning of their last year of law school, and should file a petition no later than four to six months prior to the examination they intend to take.Initial processing of a petition generally takes a minimum of 30 to 60 days and processing of petitions requiring review by outside consultants retained by the Committee or those requiring applicants to submit additional documentation will take longer. In order to ensure that processing is completed timely and thatapplicants are able to avail themselves of all administrative remedies, early filing is strongly encouraged.The Committee’s policies, procedures and forms related to filing a petition for testing accommodations are available online at or upon request.ALL petitions must be filed separately from the application for an examination. The processing of any petition without the requested documentation may be delayed. All incomplete petitions will be returned. The instructions accompanying the examination application will specify the deadlines for each administration of an examination.
