世界各大汽车集团,都在将现代项目管理方式与汽车新产品开发项目相结合,以缩短产品开发周期,降低成本,提高竞争优势作为目标。
近年来,面对日趋强化的资源环境约束,节能减排已迫在眉睫。
然而石油管道行业能源消耗比重过大,节能节水管理业务的相关部门在各环节上还基本各自为战,从而造成节能节水的管理调度不畅、生产效率不高、能量耗损较多、能耗数据不准确等问题的存在。
在这一背景之下,本文分析了节能节水系统当前发展现状和存在的问题,利用当前最新的相关技术,将SCADA监测与数据采集系统引入到石油管道节能节水系统中,同时针对数据库存储实时度较差的问题,设计了实时数据库。

一、项目背景——行业机遇和挑战近年来,随着整车企业的发展和汽车行业的国产化进程,我国汽车零部件行业获得了长足的进步,形成了一个持续发展、潜力巨大的产业。
从2004至2007年,中国汽车零部件行业每年以31%的年复合增长率增长,2007年达到7%的行业平均净利润率,而中国汽车制造业企业的行业平均利润率仅为4.5%。
根据汽车零部件行业“十一五”计划,到2010年中国汽车零部件行业的工业总产值将达到1.2万亿元人民币(约1544亿美元),其中原配件市场占6300亿元人民币,国内汽车修理用零部件收入占1700亿元人民币,出口占4000亿元人民币。
但同时也应该看到,中国汽车零部件行业与世界强国之间还存有很大差距,尚未摆脱低端混战的格局,尤其是在创新能力、企业规模、资本运作以及国际竞争力等方面还存在许多亟待解决的问题:1、行业竞争力弱国内汽车零部件企业普遍生产能力巨大但不平衡,受整车企业的影响和控制比较大,在产业链上处于弱势地位。
中国汽车零部件制造企业中前100强企业的市场份额只占整个行业的50%,行业集中度远低于整车行业;平均单厂销售额仅相当于整车企业的2-3%,双方力量对比悬殊,零部件制造企业通常缺乏议价能力。
2、缺乏核心技术核心技术的缺失无疑是国内汽车零部件企业一块最大的“软肋”,零部件产品主要是劳动密集型与材料密集型产品,专业化水平低,科技含量大、附加值高的电子类产品比例较低。
汽车零部件企业的产品开发能力普遍不足,目前中国汽车零部件企业大量运用合资和购买技术许可的途径来获得新技术,而绝大部分以技术出资的中外合资企业实质上是由外资控制,致使技术无法被中国本地的竞争对手获得。
高素质人才缺乏。
在绝大多数中小零部件企业,高素质的技术人才很难引进,或者虽然引进了人才但由于待遇、环境、管理不善等诸多条件的不对称而跳槽。
因此,致力于高素质人才的引进并建立能激励人才、充分发挥其能力的内部管理体系异常重要。
研发经费不足。
国外零部件供应商的研发费用普遍占销售收入5%至7%以上,而国内企业大多缺乏产品开发能力,研发费用一般仅占销售收入1%到2%。
由于自主研发能力欠缺,导致国内零部件企业产品重复、技术落后、更新换代慢、质量不稳定,企业没有市场话语权,易受整车企业左右。
零部件企业只有形成自主开发体系和自主开发能力,形成自主开发队伍,才能最终形成竞争力。
3、基础管理薄弱,标准化程度低,产品质量不稳定。
国内零部件企业普遍缺乏大规模批量生产管理的经验,对如何构建和优化质量管理体系也不甚了解,产品质量不太稳定,因此而造成了大量的维修费用和成本损失。
